Phil Cline
While we had our disagreements with Phil Cline and still question many of moves during his tenure, we never wished him ill. In fact, his blocking the blog from Department computers led to our going from almost a thousand views a day to something close to 8,000 hits on a daily basis and we never looked back. It is unfortunate that he has fallen sick and we wish him nothing but a speedy recovery. He sent the following letter this past weekend:
- Here is an update on my medical condition.
I am currently at Central DuPage Hospital where I underwent a series of tests and procedures Friday they found a tumor on my pancreas during a ct scan.
Saturday they performed a Endoscopic retrograde cholangiopancreatography which allowed them to put a stent in a blocked duct that was causing bile to spread into my bloodstream.
Sunday they performed a transhepatic cholangiogram
The test is performed in a radiology department by a radiologist. X-rays are used to help the health care provider locate your liver and bile ducts. A long, thin, flexible needle is then inserted through the skin into the liver. The health care provider injects dye, called contrast medium, into the bile ducts. Contrast helps highlight certain areas they can be seen better. More x-rays are taken as the dye flows through the bile ducts into the small intestine.
Sunday they performed a second Endoscopic retrograde cholangiopancreatography and placed a stent to unblock the pancreatic duct.
Monday I’m scheduled to be transferred to Loyola to address the tumor on the pancreas.
My family and I are overwhelmed with the outpouring of your calls, e-mails, good thoughts and prayers. With the medical skills of all the doctors, nurses and technicians we are going to fight this the best we can. Let’s hope God still has plans for me. God bless you and thank you for your friendship.

Never approved of his promotion of his almost illiterate pal, Mike Cronin, to the exempt positions of Cmdr of Gang Investigations Sect., and later to Deputy Chief of OCD. A slap in the face of every Lt. who played by the rules, obtaining required college degrees to be eligible for promotion. Having said that, Cline was a good boss who really cared about cops, always remembered your name and acknowledged you when he saw you.
Prayers go out to Cline and his family during this very difficult time.
Hopefully, the tests come out well and it's just a re-sectioning and a speedy recovery.

Phil Cline was the best superintendent I worked for. He was an off-duty lieutenant in Narcotics and assisted on a street stop. He was a copper's cop.

Like it or not, when you are a public figure, people are concerned with your life, health, business, actions, etc., and Phil is a VERY public figure.
I met him once, never worked directly for him and have no personal interest here. But I wish him a full recovery, because none of deserves what he's going through.

Maybe because you do not know him, you do not know that he initially asked that his illness not be made public. Everyone (but him) knew that would never happen, and he addressed it "publicly" several days later.

I LOVE the man! When I was a wet behind the ears PO, fresh off of probabtion in 011, he picked me from the watch and turned me into a pretty good tac guy. Later, I worked for him in Narcotics. The man never saw color only workers and non-workers. His mantra was "We Work Hard and We Play Hard". And if you ever worked for the man, you worked damned hard. He'd have it no other way. First to stick a boot up your ass if you didn't carry your weight. Even quicker with the pat on the back for a job well done. I'll say it again I LOVE the man.

Years later, at a benefit, I stopped and said a quick hello. He not only remembered my first name, he remembered which district I worked in. There hasn't been a superintendent since who has even a fraction of the people skills that Phil does. My prayers, and the prayers of thousands of others, are with you, sir. Get well.

Many times while working the streets alone and making traffic stops or responding to jobs.... I would turn around and see Phil Cline there backing me up... yes as a Superintendent of police... backing me up on traffic stops on two occasions!! Not just driving by and waiving.,.. he got out of his car, walked up to the vehicle I had stopped and was my cover officer... no questions asked.. He just did it! After the stop was completed he would stay and talk a few mins with me and ask how everything is/was... I have never seen another Superintendent do what Phil did... During the Bulls riots as a Deputy Chief he was with us on the streets... not in an office... he was running around just like any other police officer, again... OUT of the car stopping assholes on the streets and getting his hands dirty "Doing the job". Another incident I remember... we chased a group of shitheads into an apartment on New Years eve.. after we saw them shooting guns in the alley.. We went over the air with the "chase" and who do you think responded?? Phil Cline and he helped search the apartment!! We ended up with 2 guns and 3 heads from the incident. Say what you want about Superintendent Cline... I will always say he was the REAL police and nothing less!! He did a hell of a lot more than ANY other Superintendent I have ever seen. Used to stop and shot the breeze with the Supt. when I'd see him sitting in the table window of Pisano's on State Street. More than once he'd have an extra chair brought to the table.
My thoughts and prayers have been with him since I heard the news.
Phil is a stand up guy for sure! 100% I was working 1st watch on the west side...on a call of a burglary in progress...NO DAMN BACK UP came..I turn around & there was Phil..he was right along side of me..after it was all said & done I thanked him & he said "Im the police & we stick together" I wont ever forget that! Fight this 100% buddy!!!

I was up in the wisconsin dells in 2005 and fatty cline was on wgn9 talking about firing me and my partner on a bullshit beef--- no call from him or any unit supervisors to ask how I or my partner were doing--- he may be well liked and he may have "made" a lot of people but he is just a politician like the rest of them--- I'm sorry that he is sick and I wish him well but it is hard to understand how some guys come on this blog and call him a prince and bash a tough copper like jimmy maurer--- those who have been around long enough know who the real bosses were....
Maybe Phil's greatest accomplishment and his true legacy will be the Memorial Foundation. Here is an organization he founded and still runs that gives millions of dollars every year to one group of people - Chicago cops and the families of slain Chicago cops. Enough said. This man is a cop's cop and we wish him a speedy recovery.

Been on 25 years...Phil was the Best Supe we ever had. Nope, wasn't part of the inside promoted crowd, just a working copper who appreciated a Boss of 13,000 who remembered your first name. Phil also got us our long over due Memorial and has helped facilitate money and support to our Officers in need. We all make sacrafices, some do give more than others. Phil has done that. Rotated 12 yrs then spent 15 on midnights all in a west side beat car.
Only once did a Superintendant ever come to a roll call and ask how the fuck we were doing. Shook hands with each officer in the room.
Have no idea what kind of boss he was but I know what kind of human being he is.

I came on when Richard Brezeczek was Superintendent. Since then I have seen a host of others in that role. While I do not agree with everything he did, I have to say in all honesty that Phil Cline was the best Superintendent of Police during my time. I hope he get's well and is able to cash that pension check each month for years to come.

When my daughter graduated from the academy under Cline's tenure, I had the opportunity to meet Phil.
It was his idea to take some time and allow us to take a family picture with him. He even asked another cop to shoot it.
As far as I'm concerned, Cline is a stand-up guy.

Damn right, I met him in the academy the day of earning my star, I was alone walking in a hallway and he said "hello officer" we talked for a couple of minutes. What I gained is this, he cared about the officers themselves and the dept. as an institution. And was a great super, and that was his downfall-he backed us, when the media and politicians did not-remember that. They threw him under the bus because he gave us police the benefit of the doubt as others did not. They fired him for that.
Phil Cline is the cop who in retirement has led a crusade for the CPD Memorial Foundation. "Never forget" is Phil's motto. And we should never forget what a great man Phil is. I am not a cop but serve on the CPDMF

Cline may have made alot of promotions people didn't like, but if anyone realizes, the 5th floor at city hall has the say on everything. I met Cline when he was Superintendent a few times. He is and was a stand up guy who didn't treat blue shirts like shit. He always had a hello and good things to say to you. Even as Superintendent he would do police work. How many Superintendents did that before or after. I respect Phil Cline and my prayers go out to him. Hope all the news is good boss and a speedy recovery to you. You and your family are in my thoughts. We don't have many bosses in the department with his decency and knowledge anymore.

How true. Great post. That's the problem in our dapartment. The bosses that back their people don't last. They only want bosses who would stab you in the back in a heartbeat. The sad part is I can name a shithouse full of bosses in the last 4 years that were forced out because they were old school and never forgot where the started. That is Phil Cline. You are an asshat. Phil Cline and James Maurer were both great bosses who backed up the blue shirts. If he was on TV talking about firing you, you must have fucked up and deserved it. You screw up that is your fault. You should be a man and have dealt with the consequences. To show you he was decent, after all was said and done with Bill Cozzi, Cline never did anything keep him from returning after the Police Board approved it. If Cline had stayed longer Bill Cozzi wouldn't have been federally indicted and forced to do time in a Federal penitentiary.
Please don't compare Cline to Maurer. Cline tho he made numerous decisions that I did not agree with always had in his heart the best of intentions. Both he and Hillard actually cared for their fellow officers. Having seen Maurer close up and hearing him speak about officers, it became clear at least to me that he was a BLOWHARD. He spoke well to the troops and then stabbed the rank and file in the back. When he ran Patrol he ran it like Peyton Pl. A brutal little egomaniac, much bluster, and in the end only in it for himself. At a distance a real hero up close a political hack of the first order!
I am one of "Cline's guys" and my whole life changed after I had the priviledge to work for him in Fillmore. His work ethic was contagious, he made it fun to lock up ass-holes, he was always right next to us when we did it. (Remeber pulling the facade of the front of a building with a tow truck during a search warrant?)I had the exceptional privelege to stay close to him when he rose thru the ranks. He never lost that work ethic nor that sense of humor, nor his love of this Police Dept and it's officers. This is all obvious in what he did and has been doing AFTER his retirement; The "Police Memorial". NOBODY could have made it into what it was today without him. Trust me, I'm not talking in the past tense. If it's Cancer vs Phil-Cancer doesn't stand a chance. I've seen what he can do! Boss, I'm/we're personally not calling so you can have some time to get your "pre-raid" plan together. See you when your a little better. Love , the boys.
