- Obligation will be when the city allows dumped ex-Deputy Superintendent Michael Shields to return to CPD effective Monday, 15 August 2011 and he is placed back in an Exempt role, having access to all the young unsuspecting police women on this job. This guy is a walking debt to the city. Oh, but I keep forgetting. We must look past that. He is some kin to the President of the United States.
If true, this would prove beyond any doubt that McCarthy has exactly ZERO input into what's going on in the Department. No one in their right minds would bring this guy back with his past history.

Why not bring Shields back? Weis demoted and triple promoted DTEB all in six months. And anyone whos been around over 25 years knows DTEB has a much worse background then Shields.
If Obama is re-elected, McCarthy will be told to gracefully resign (or he'll get the top spot in New York) and Shields will become CPD superintendent.
as a female who has been a victim of mike shields I would be disgusted... But I cant be called a victim, after all... the beef that I placed on him went unfounded...go figure. My husband and two kids, along with myself are disgusted with this story. Mike shields, you are a disgrace and should be in jail for the way you treat officers and female officers on this job.

With DTEB in charge of patrol and if Shields returns as an exempt, does this put the city in jeopardy for one of the largest sexual harrassment suits in the history of the city? It's only a matter of time.
Mike's "past history" is literally 1/10th of Ernie Brown's current history!
As a female officer, I feel that ignoring Shields' numerous sexual harassment complaints is tantamount to a nod and a wink to bosses that sexual harassment WILL be tolerated and rewarded on this job.
I will be seriously offended if this indeed happens.

Shields's record likely doesn't come close to that of
DTEB and probably a few other exempts still clinging to power. If Weis can promote DTEB and post on that BS Dept. blog that EB was "a leader" then anything is possible! This Dept. can do a whole lot worse than Shields, and currently is.

A police sergeant is a supervisor who should ideally supervise 8 to 10 officers.
What does a desk sergeant in Chicago do? He sits at the desk with 2 officers who handle all the citizens who come into the station.

As a Sgt, I can tell you I Supervise approximately 22 to 28 Officers a night. After the "early Sgt" checks off, I take on the responsibility of 14 additional Officers. Do the math and "42" Officers may be all looked after by 1 Sgt. Thats not including "06" cars. I think the Sgt on the desk is necessary though. I dont need to run in to the District every 20 minutes to work out a problem or sign paperwork. What we really need is MORE SGTS!!! I want Officers to be "aggressive" on the streets and do preventative Police work, but with that comes more work for the Sgts.
I dont mind "Supervisor Requests" explaining (over and over)our job to society. TRR's, IOD's, investigations, report approvals, award submissions (for those who still work), blah, blah, blah, all take me away from over seeing my "42" Officers which I am responsible for. I cant even call in sick because I will leave another Sgt with approximately "60" PO's to over see.
When will it end? Cant do anymore with the less we have already!!!
Comparing him to EB does not equate to having another Exempt with negative history, one who is arrogant as hell, always confrontational, bi-polar, in need of medication and a dentist, and a boss noone will work for. Our department is going.through enough. We don't need his issues.

WLS commented on Shields today at the 6:00 P.M. news, saying he would be coming back on Monday as a Lt. They also mentioned his relationship to Michelle Obama.
How long was he on a LOA? I thought they can only have one year on LOA and if you don't come back after one year, they force you to leave....any truth to this?

Welcome back! I worked with Mike when he was a detective in Area 4 and also when he was a boss at HQ. Notice I said "worked with him." Mike is willing to work and also help others when warranted. Hopefully, the CPD will assign him to a position where he can help us get the CPD heading in the right direction.

sounds right cause cmdr graber (spelling) didn't know shit about what was going on with cta robberies when McNutty asked him at the last COMPSTAT MEETING. Thats what Graber gets for surrounding himself with Lt's who don't care about anything but themselves. Cmdr is a nice guy but he should pay the price for taking people who only care about taking care of themselves. Back to Lt he should go.
It is great to know that the last of the morale and professionalism is gone in this department. At least we don't have to worry about sinking any lower. Thie city, county, state and country are being run by the lowest incompetent vermon that could be found. A jackass could run this country better than Obama.

I worked with and for Mike Shields off and on for years. We are no longer friends or associates because of his evil attitude and how he treats officers of any rank. Rub him the wrong way one time and he is done for life, even if it was a misunderstanding. Captain Glombicki is all over this blog trying to pump him up and at the most 5 others. No one on this job will openly support this idiot. And no he did not progress through the ranks, John Richardson, Terry Hilliard and Harvey Radney sponsored him, and even they will not stand up for him now.
Not only does he have a slew of beefs, he has no personality and does not respect this job or the people on it. Depending on what side of the bed he got up on, he either loves you or hates you, but each time he sees you, unless you are female that will give him the time of day, you can flip a coin to see if he is hot or cold, respectful or an asshole.
Why not tell the truth about why he got dumped, no matter how much you did not respect or like our leadership, how dare you disrespect the then leaders’ of the department and believe in any way, shape or form, you are setting a good example!
Also keep in mind, Commanders, LT, EJ and even EB got into public almost fist fights with this idiot when he was a Deputy Chief. What kind of boss is that when you have a public confrontation and different times with THREE Commanders under you! That’s called a Bi-Polar idiot, incompetent Deputy Chief and sorry excuse for a police officer period!
Mike Shield (the exempt) is a good guy! Those who write negative things about him either do not know him or have never worked a day in this job and complain about everything. If you get a chance to work for him you'll know that he is okay. Welcome back Mike. Many of us support you.

I remember when I came on the job you never called for a Sgt. You were told if I need to be there I will know. But unfortunately those were the days you could be the police. From the Captain down, the unspoken rule was do what you have to do and we will take care of it afterwards. But that was also rotaing watches when everybody took care of each other. You knew the job and did it. If you weren't sure of something there was one or more coppers on the watch who would walk you thru things.
In today's department I wouldn't want to be a supervisor if they begged me. Cops call for a Sgt. at least 3-4 times a day for bullshit. You are more a babysitter than a supervisor.
I really miss the OLD SCHOOL days.

When he was a Tact Sgt in 015 he was the biggest coward and very much the racist. Saw him take a tact car and radio home when a couple of his tact guys shot up an innocent civilians car one night in 015.Watch Commander ordered him back but good old Mike was scared to get involved so he just refused to come back to work. Next day he accused the W/C and a Sgt from the watch of being racists cause they had chased him half the night to come in and do the paper. Even back then he was only concerned about his rising career and pussy. Way over promoted, merit all the way, and just serious trouble waiting to happen. I pity the females who have to deal with this guy cause the Dept. will overlook all he does.
Sure he leaves a city job that pays 150 grand a year to take a city job that pays 110 grand a year. WE ALL KNOW that he will be back earning 150 grand a year ore more in a matter of minutes. Per presidential orders.
