Sheriff's Police to be Downsized?

  • It has come to my attention that today - January 31st, 2012 - Cook County President Toni Preckwinkle is announcing that 80% of Cook County suburbs responded affirmatively to a survey asking if they would annex unincorporated areas, where the County would pay the suburban police a contracted fee for police service there instead of paying Sheriff's Police.

    Sheriff's officials have been shown signed documents that purport to show 80% of Cook County suburbs support this back-door plan to eliminate 232 Sheriff's Police patrol officer positions that currently cost $19 million a year. This tiny fraction of the massive $4 billion County budget is the latest sacrificial lamb to Preckwinkle's reckless disregard for our Department's tradition of providing dedicated public service to the citizens of Cook County.

    AFSCME and our membership must immediately and in the strongest possible way address Preckwinkle's back-door plan to summarily eliminate 232 dedicated career police officers from our ranks. Preckwinkle has apparently had private sector consultants working on this plan, poring over maps and statistics, for the last 6 months. Preckwinkle apparently believes she can set her plan in motion within six months, and can wholly eliminate the Sheriff's Police from her budget by the end of 2012.
County government is for the most part, bloated, inefficient and redundant with much local government, and as more and more unincorporated Cook County becomes annexed to the 'burbs, the overarching need for the Sheriff's Police becomes less and less. That's just economic reality.

Small departments still rely on the CCSPD for things they cannot do such as mobile crime lab and bomb squad. And 80% isn't 100%. Don't be so quick to toss them aside. And I'm CPD not a troll.

If you know someone on sheriffs police make freinds with them. Only the heaviest of the heavy get this spot. Dont shed a tear if true all will be sent to corrections or court services and stay in same pay grade.

The state of Illinois is teaming with Cook County on a trial program in which a loan fund will be created to buy vacant foreclosed homes, renovate them and resell them to home buyers at low interest rates.

It's estimated that as many as 500 homes could be rehabbed and sold to new owners. Qualified buyers will get $10,000 grants to help with down payment and closing costs. They also will receive financial counseling to prevent the home from going back into foreclosure.

Let me count the ways!

1- Over pay for the properties;
2- Hire connected but unqualified construction companies;
3- Companies pad expense acct and use substandard materials and cut corners;
4- Screening for loans done by Revruns rather than professionals;
5- Properties are turned over to unqualified, irresponsible buyers with nothing to lose so no real connection or emotional attachment to the property;
6- A real possibility that these homes will need to be repeatedly foreclosed on again and again;
7- Homes are likely to be handed over to illegal invaders who could be legitimately deported causing ANOTHER foreclosure;
8- Will banks hold ANY responsibility for failed loans?

Again, what could possibly go wrong?

Chicago/Cook County/Illinois taxpayers pay higher taxes than anywhere else in the U.S.

One reason for this is that we have more bureaucratic layers (taxing bodies) to our government than any other state AND more politicians and government employees to support with salaries and benefits. Many of the services provided are redundant and exist ONLY to provide some connected people or their friends and/or families with jobs.

In many states, nepotism and patronage is illegal... Here, it's like a who-done-it or an Olympic sport except that the chances of these thieves being caught has diminished because the investigative reporters in the media and REAL investigators in law enforcement are fewer due to layoffs like this one in the Sheriffs Police. Just another way for all of these a**hole politicians to keep our tax dollars flowing into their own pockets and those of their family members and friends!

What we SHOULD be downsizing are all of the UNNECESSARY agencies and boards and other bureaus that do nothing but eat up tax dollars for their employees. The Illinois Tollway Authority comes to mind. These bureaucrats couldn't find a way to work an 8 hour day, without duplicating work ALREADY done by other state employees, if you paid them.

OOPS!

We'd just be paying them again, then. And that is exactly my point.

"The Expired Meter" blog had a story about the Tollway Authority Board approving an 87% raise in toll fees. Some of the comments made on their blog:

~ What a courageous vote by the tollway board. They are all appointed political hacks and therefore accountable to nobody. Not like they have to worry about getting reelected or anything.

~ 87% increase in the toll rate is reasonable? It smells like IL corruption is at it again. Where is the real authority when we need one?

~Just looked at my January Ipass bill, $62.00. What a crock from these people. The toll authority has never been accountable to anyone and this proves it, the monopoly of government is a sweet thing if you’re on the money side... I cant remember all the times our corrupt governors said they’d reign in the toll authority when they were running for election and then squat once they got in. IL is one of the most corrupt states in the Union and here’s another example. Bite it IL drivers and taxpayers, too bad for us.

I say screw these putrid Illinois bureaucrats and politicians. They should ALL be downsized and made to feel the pain of a bad economy!

These small city and village police departments ( especially in south burbs), just cannot keep up and are much more political then Chicago PD. I think it is time to eliminate them and form a metro police department that covers all suburbs. Look at Crestwood. They are all fire fighters who are part time cops.

We may be cut soon but we have actually hired and transfered more guys onto the street for the last 2 years then you guys have. CPD is in the same boat and doesn't even know it. Massive retirements, 3 staions to be closed, unit disbanned and nothing in the pipeline to refreash the departed. See you guys soon in Florida.

In the small dealings I've had with Sheriffs, they have always been professional and friendly with the CPD. Sorry if this happens, but like SCC said, it's bound to happen with the shrinking county areas.

IF you are a NEW Cook Cnty cop, too late, your fate was sealed yrs ago by the SOUR legacy of too many county coppers who > drive from one forest preserve parking lot to the next for yet another afternoon SNOOZE. That is before they drive back home to 119th & Kedzie, to have 6 brews with the Sheahan connected crew from whom they sucked up to be GIVEN their fat cat job which requires very little real work BUT FAT pensions with EARLY retirement.
Maybe IF Cook County Cops didn't have such a distinquished history of choking a totally innocent man to DEATH as he tried to peacefully LEAVE the drunken brawl of Cook County cops at that wedding in Hodgkins OR the innocent black couple who got shot up by 4 County cops who felt 'insulted' at a stop sign ???
Luckily that couple made it to a suburban police station in order to SAVE thier own lives from the FOUR DRUNK MURDEROUS COOK COUNTY COPPERS.

First of all, learn how to spell RESPONSE, but the suburban towns should be contracting with the Sheriff's Police, not the other way around. It would be a money maker for the county. That's all Precwinkle care about anyway. Also you must be/ or have been a disgruntled Correctional/Deputy who could not get on Sheriff's Police. If the Mayor had is way, their would be about 5,00 CPD instead of the roughly 9,000 of you. Remember NO COP should lose his job. Not one.

Agreed. Just look at the layer of township government that exists in the suburbs.

Eliminating that alone and consolidating those responsibilities under Cook County government would be a better use of funds.

Property tax bills are in the mail and some started receiving them on Thursday of last week.

Expect an INCREASE of between 30 and 60% over last year - and this is just the beginning of several annual increased for the next few years with them expected to DOUBLE, AGAIN, from the 2016 rates in 2017.

Water bills in Chicago went up 25% in February and go up another 25% in August - this was part of Rahm's budget - approved by the Aldercreatures.

The residents of Chicago are going to start screaming for additional cuts on every level, but Rahm and his croneys will just ignore them, as usual, and keep on spending and taxing.

Now that we have the highest murder rate in the nation, we are well on our way to replacing Detriot.

Some SherIff's Depts. in California have a Contract Cities program for years. This way police services is provided to certain municipalities under contract. This way, these cities don't have the expense of setting up their own police department. The Sheriff's Dept. used an economy of scale where they passed cost savings to the contract cities. Of course, local soverignty is sacrificed to a certain degree. It may not be for all suburban municipalities. The Sheriff's Dept. also provides certain services for municipal police such as SWAT. Beverly Hills, for example, has no SWAT Team but uses the Sheriff for such service. Why not provide contract services for Cook County suburbs?

I am sorry this is a long post, but someone needs to say it...

Let me ask you this: Where does it start and when does it end? What is redundent, exactly?


In my 24 years with the county, I have never seen anything like this.... Cops against other cops, us versus them..... Dont we have enough problems, and now you seem to want to co-sign on some more by saying it is okay to lay off Policemen?

As a County Police Sergeant I can tell you this: My department is relevent and is as important as your CPD. I have nothing but the utmost respect and admiration for your agency and the men and women it it. I have worked with your department many times and in many ways. I have been to your funerals and some of you have been to our fallen brothers funerals (Jimmy Knapp for example). While in patrol I was detailed to the city for the bulls riots, the war protests and 9/11. I almost had my head cracked open by a thrown bottle at freaknik (over in cop-land). I spent hours and days premise checking rail lines and stations going in and out of your city. I will no doubtedly be in the city for G8 as well.

I worked with many fine former Chicago Policemen: Tom Folliard, Tom Kinsella, Margie O'Dea and Greg Jaglowski who you certainly should know as Irma Ruiz's partner. All of these people got to hang their hat here and lead our PD. Frankly I wish to god some of them were still here. We have no leadership that would get in front of this "thing" that started on the internet and the rumors are eating us alive.

It was true when I was a recruit, in patrol, an FTO, in a taskforce and it is still true as a Sergeant: Patrol is the backbone of ANY Police Department.

If Preckwinkle dissolves our Patrol Division, how are we able to produce and grow competant policemen who can come into the city to assist you?

Do you want to add Norwood Township to beat 1611 (I think it is)? Adding 400 homes to your area will do exactly what to your response times in 016?

How about Central Stickney? Think the 008 district can handle a clorine leak from Clorox while still guarding the home front?

Heck, you have enough practice with 011 and 007, care to add Ford Heights to your patrol roster?

That 80% figure is strictly bullshit. Out of the 135 letters she sent out to the towns, 20% came back and out of that 20, 80% came back and said they were interested. Many of those respondents put very large and unreasonable terms and conditions on their offers that financially do not hold water.

Do you want to know what the real rub of the whole thing is? Dart was out playing to the media about the Medical Examiner's Office issues (which I am sure you are smart enough to know is mostly bullshit anyway). He told the media that he warned the county about the conditons there months ago, and he offered up his inmates to build coffins and dig graves for little or no cost. This pissed off Preckwinkle who in turn fired the shot at Dart. Meanwhile our Policemen have to suffer because of this. Familymen, breadwinners, solid citizens all; got fucked over due to some political theatre. I talked to Nancy (Dr. Jones) myself. If the state came up with the burial costs this would be a non-event.

SCC, I like you blog. It has great information and is head and sholders above the county blog which is nothing more than a wall in the men's room. But honestly, I think you got this one wrong. If it is okay to fire county policemen, will it be okay to fire city policemen after G8 and Rham is satisfied?

preckwinkle is playing politics. She came out with this two days after the "Media whore" tom dart told the press he warned her office about the County Morgue. This infuriated Preckwinkle according to numerous sources. Dart really is a clown.


Dart said he was astounded to learn that the office, after storing bones of unidentified victims of serial killer John Wayne Gacy for about 30 years, decided to release the bones to a cemetery for burial.

"We asked them, 'Why didn't you call us?' and they had no reason," said Dart, whose detectives learned what happened when they went to retrieve the bones late last year for DNA samples they needed in their effort to identify the remains.

"Using what they learned from Burr Oak, Dart said his office would take over the burial function and move bodies out of the morgue quicker. He also said inmates could be responsible for making the coffins"

Actually, we've been under a de facto downsizing for over four years now. CPD has hired 50 officers in the past four years while untold hundreds, possibly well over 1,500 have retired.

We don't believe anyone one your end is going to get fired, but we'll bet a few retirement incentives and a hiring freeze does the trick within 18 months.

We haven't advocated anything like what your saying, but we're farsighted enough to see what's on the horizon.

When you feel your entitled to a 6 figure salary out of college, wanting bloated bonuses and hours of lunches and meetings you look to the private sector. You look down on lowly city/county worker making a modest 5 figure salary because you are better than them. The Forest Preserve Police are not affected by this, they will be here because they are all politically appointed. These cuts are directed at the Sheriff's Police only. There is a difference!!!!

My Dad was a Chicago Cop, my uncles and many close friends are also Chicago cops. Like MANY of my co-workers I opted for the County Police job to allow me to live outside of the City of Chicago. I love Chicago and sometimes regret my decision. I tested in Chicago and got hired! I turned the job down because I did what was best for my family.

I attended Detective training at the CPD academy, I have worked with many Chicago Police officers through my career and I firmly believe in "the brotherhood". We have laughed and sometimes cried together. I have attended too many CPD funerals and just as many benefits.

I'm insulted by the comments posted by Chicago Police Officers cheering for and encouraging our demise.

For years I lived in unincorporated Cook County. Every encounterI had with the CCPD was positive. I have noticed most of the officers I met seemed a little older than most suburban cops. However with age comes wisdom
and they are OK with me.
I have a radical idea for this: Why not create one Metro Police Force.If you draw a five mile circle from any suburb it will include many municipalities.
all of them with a police department. Why not return to the township system
And have every township elect a constable who must be a sworn officer.They would be the Township chief .Then elect one sheriff who would be boss. But local control would rest with the constables.
The savings in equipment,redundant duties and manpower would be staggering.
On a delicate matter personal could be rotated within the county a sort of internal RandR. Some of the suburban cops I know might learn a bit about City life while the older officers could use a rest. Face it patrolling Englewood
is different than patrolling Barrington. Perhaps this makes too much sense to be considered but at least I tried.

I suspect that most of what the CCSP does could relatively easily be transferred to other agencies. There just is not all that much unincorporated CC to worry about these days.

It is the same way with the ISP. All of their patroling is within other jurisdictions. It might make sense to just eliminate the patrol function of the ISP and have the state pay county and other local LE agencies to take it over.

Government at all levels is just too bloated and it is no longer sustainable. The low hanging fruit is going to get harvested first. The really painful cuts for the pols will come when they can no longer pay for welfare for the welfare set.

Crook county sheriffs dept (courts corrections police) is all about political patronage, favors being repaid, and envelopes, no question! Most of them guys are good guys earning a decent living, and are in the brotherhood and I support them. Problem is u reap what u sow in the political world! Hope no cuts happen.

I got another idea: how about the Crook County Forest Preserve Police. The guys who are employed year 'round to guard a system of parks that's about 90% closed during the winter months? Yeah, them. The police force that spends 75% of its time driving from one placid Forest Preserve to another?

Great place to trim back a bit, and turn enforcement over to municipalities whose police know the issues locally.

Any of you Chicago Police Officers on here pointing fingers at the County Police for being "political hacks, envelope stuffers, etc" are either blind, dumb or hypocrital. To believe that the Chicago Police Department is NOT LOADED with political patronage, cronyism and nepotism is delusional.

Does the term "meritorious promotion" mean anything? The Chicago Police Department has a ton of political patronage and envelope stuffers....ABSOLUTELY. It is much easier to hide within the ranks of 10,000 than it is within 500.
