FYI:
- There is no provision in the FOP Contract that says you can refuse an assignment to work 10-99 during the hours of darkness. None.
The historical record says this was a "gentleman's agreement" between the City and a group of police officer's wives following the ambush killing of an officer working alone. Nothing was ever put into contract language and the city has never once acted as "gentlemen," even when they were stealing land from the Indians 175 years ago.

When i came on in '86, there either was an order, or at that time it was in the contract. If you wanted to work 10-99, there was a short form you filled out for the W/C stating that you were voluntarily working 99. I believe we lost it in one of the contracts over the years. The hours were 1800-0600 that it covered.
I think this issue came to a head when an Officer Wenzel was killed working a traffic car by himself on L.S.D..
I seem to recall this, a very long time ago, and an organization called the "Chicago Police Wives Association" being involved.
Are they still around? Their logo was a wedding band wrapped around a five pointed star.

Patrolman Robert F. Wenzel was shot and killed during a traffic stop. At some point during the traffic stop, the motorist drew a revolver and fired two shots.

The killer was found guilty of Patroman Wenzel's murder and sentenced to 75 to 150 years in prison. He later died in custody.
Patrolman Wenzel served with the agency for 12 years. He is survived by his wife and four children.

but have following the story of the 11th district( i used to work
in that nieghborhood)
i worry when i'm there in daytime let alone at night( thomas & springfield)
putting some there during the day by them selves is insane let alone at night
just refuse
if everyone refuses because of a safety issue
they can't do a thing about it
remeber the insurance companies will be screaming if some one get hurt or killed because of the cities negligence
it just wont happen

There is an order that says certain jobs the dispatcher must send two officers to. i don't know the number, but jobs that are crimes "in progress" or "just occurred", domestics, etc., require the sending of two officers.
For years on this blog people have said to always wait for backup. this is what they are talking about. for years, people would tell the dispatcher, "i will let you know if i need help." Now look where that has gotten us. when given one of these assignments, demand backup and wait for same. DO NOT put your life in jeopardy. you are covered by the general orders.
i will post the order number when i find it, but til then, if someone else knows they can post. this material will be covered again.
I'm pretty sure then Chief of Patrol Ernie Brown put out an order saying no 99 units on 1st and 3rd watch unless it's a traffic car. That should still be in effect.
Work 99 but ask for assist car for every traffic stop and every job...
When I came on in '81 I believe that there was a contract provision (or an order) that said unless you signed a waiver 2 man cars would be assigned from :dusk to dawn", considered to be 3rd watch and 1st watch. I can't remember if was contractual or and order but I do remember that by the mid to late '90s we lost that right.

Often times they get stuck with some very unreliable partners
Granted, there are teams out there that work great together, but then the bosses break them up so there goes the system anyway.
When I first came on the job, we worked one man cars in the ghetto, but we backed each other up ALL the time.

Yeah, keep quoting the studies that back up your view on the subject.
You guys, we are the CPD, we take care of each other. It is not a desirable assignment but it is an assignment nonetheless and we cannot refuse a direct order. Many officers over the years have been given these stationary foot posts in bad neighborhoods. We take care of each other and we will take care of any foot officers. Heck it doesn't take much for every car that can to slide by the foot guys post throughout their tour to check on him/her. The presence of so many squad visits can't help but send a message to the criminals that no hanky panky will occur. This is not the end of the world. This is simply a call to dig deeper and strategize ways to back each other up. This is temporary because when gangbangers realize they cannot deal and shoot on those blocks they will move outward and we will have to develop a new strategy for yet another crime pattern. It's all we do as police officers is change strategies until criminals adapt and repeat. No sense in wasting energy fighting the orders we are given, it makes better sense to strategize how we will back up our fellow officers in this situation.

That's one of the problems with this job, too many people "think" they have all the answers when they never bothered to study the material. Ignorance is no excuse.
04/04 1:59 has it right....and, if memory serves it correctly, patrol hq has issued memos over the years (even downtown e.b. issued one, seem to recall) mandating that all cars working afternoons and midnights be 10-4....now, who's going to tell McDummy he can't or shouldn't do one person foot patrols....
The only good thing DTEB did was making sure no one worked 99 on 1st watch.

If not, then the officers get everything that is coming to them. I used to remember what this job what was all about- a brotherhood in which we were truly a family and stayed together. Now look at us. We complain and bitch and complain even more. But when push comes to shove, we just keep taking it.

CPD should increase double the beats and make all units 10-99
this would be more efficient when assigned paper jobs and 2 1 man units to a beat would be just as safe for officers .
Each sector should then have a 2 man wagon assigned for transport and disturbance calls .
Until we, "police officers" stick together nothing will change. As we all know from experience that may never happen.

Rick Francis was working a 99 car, by his choice, on the night he was murdered. In 019. And PO's are being ordered to work 99 in 011?

I will admit I am the first to slam FOP. Thier latest move to hire the CTA bus drivers attorneys to negotiate our contract on its face might seem silly but in all actuality its brillant. Hats off to shiields for pulling off a coup. The downside is we will have to work split shifts like CTA bus drivers. 4 hours on 2 hours off then 3 hours on but the city is eliminatinhg the random breath tests. The city knows the shifts are so bad they are going to encourage drinking between shifts much like bus drivers. The city is going to give all northside P.O.s vouchers to be redeemed for drinks at Mo Daileys and southsiders can get vouchers for Bourbon street. Drunk coppers wont complain.....another perk, we will be issued by the city manpurses to carry our bus checks and hole punchers in and it will have a built in handcuff case. I'm jealous Mikey I wish I had thought of it, simply brilliant.

SCC I have read this comment on your fine blog over a thousand times these past few years: Bring in goose eggs and say F-U to the city and the brass. I read it on here all the time and it is a great idea and honestly the only way we can make ourselves heard and be taken seriously by the powers that be without loosing our jobs. The question is how do we do it? We need to all mobilize to bring in zero revenue at the same time (of course we still have to back each other up, answer our calls, and make arrests when absolutely necessary to avoid discipline.) Nobody will do this, or should do it for that matter, unless EVERYONE does it. I propose that we dedicate a post to ideas on how we get the word out to every blue shirt on when, and how we move on this. While every officers' calls for this strategy are righteous and sound, blog comments will not get the ball rolling. This can really work. Does anyone get what I am saying?

When my uncle was in Nam he was in an outpost and was given an order by a jr officer to fire the garbage dump. When he protested saying it would give away their position, he was met with anger, arrogance, and threats! So...
He poured 5 gallons of gasoline all over it and let it sit for an hour or two in the sun. He then cleared the area of all personel and fired a tracer round into it. Blew the fucker sky high. The CO from another company 2 miles away saw it and started mfing my uncles CO. Needless to say shit rolled down hill and the JO was removed and disciplined. They then had to bug out.
Point is that silly orders may not be unlawful, but this is a situation that we need to find a way to "fire the dump!" Not sit and accept that we can do more with less. Again just cause we can, doesn't mean we should.
Well, retired in '93 and want to put my 2 cents in.
Came on the job in 1965. Sent to 005 as my first assignment. My 2nd day on the 3rd watch my partner took 4 hours time due. Here I am all alone and the first time I have driven a squad car. I parked it under the Illinois Central railroad road viaduct at 113th st and prayed that I would not get a job for the rest of the night. About 1 hour later a Sgt came by ( Not a merit Sgt in those days ) looked at me and said what was I doing alone? I explained that my partner had taken time due. He told me to take the car into the station and park it. He went into see the W/C and came back out and apologized for the mix up. He told me to get into his car and ride with him. I will always remember his name. Sgt. Martin Tully. Over the years we became great friends and every so often I would remind him of the incident. His son came on the job in the 80's and I think he was in 006. Those were the days when we took care of each other no matter if you had 2 days on the job or 30 years. How times have changed . . .

FOP Jim Mcarthy wrote a nice piece on the length of ipra/iad investigations and how a cook county judge put 2 guys back to work citing that the length of time hurt them in defending themselves. If this is the case a class suit on behalf of all of us that have been affected that way doesntr sound too crazy. Can you put a paragraph and see how many folks respond that have been at call back 2 3 4 5 years etc and maybe get the ball rolling on a nice basis for a suit ?
I for one have been one of those who was at call back for an extended time period.

The statistics saying working 99 is safer is based on the fact that most 99 units are working days. If everyone on midnights or afternoons worked 99 the statistics would be reversed.

Everytime this Sup gives and interview he puts his foot in his mouth. Most recently in the wgn interview when he suggest the the cure for cancer may come from someone in 007. Prior to that he while giving an interview to chicago tonight(2-3 weeks ago). He stated how units such as msf TRU and SOS would rain "havoc" on communities in chicago. I'm surprised u never commented on these and the other horse shit lines he drops infront of the camera. He really looses his rational when the lights come on. I'm sure u can find the Chicago tonight interview since no one scrutinized him for saying that about our department. This is the wgn link.

If this is the case a class suit on behalf of all of us that have been affected that way doesntr sound too crazy. Can you put a paragraph and see how many folks respond that have been at call back 2 3 4 5 years etc and maybe get the ball rolling on a nice basis for a suit ?
I for one have been one of those who was at call back for an extended time period.

It used to be IAD's policy to wait for the outcome of any court proceedings before submitting a finding. That accomplished two things: the IAD case could not prejudice the court case and the court case could do much of the legwork for IAD.
Don't know if it's still that way, though.
We only have 10-4 units and if we have an odd number on duty, a traffic car goes up.

Never in the contract. That is an old rumor that it was a written agreement or even a gentleman's agreement. Truth is no one can produce anything written to show this agreement ever existed and as we all know, the leadership of this department are not gentlemen. They are not to be believed and as many of us know only too well, they don't even honor written agreements unless forced to by the courts.

The City and Ford cannot come to an agreement that provides for no profit to Ford and late payments from the City. As soon as Ford agrees to give squad cars to Rahm for nothing we will have new squad cars.
McCarthy says the next CEO of Ford Motor Company will come from Englewood but he might have meant Englewood, Colorado.

Somewhat later than you came on I recall a black sergeant in 013 ordering me (never met the man before) to change his flat tire because he didn't want to. I was a PPO.
I said sure and went in the parking lot and got in my personal car and went home. Never saw him again and I was sent to another district a few weeks later.

Ernie Brown did issue an order saying no 99 units on mids and afternoons except a traffic car. Period.
Am I the only one that likes working 99? If I didnt like it I would express my concern to my immediate supervisor and he would most likely change my assignment.Prior to workind cpd I worked for 2 seperate departments that had 99 units 24-7. Always had back up when needed or requested and if I felt the need for additional unit I would ask for one.
Being a retired PO I was working when all this went down. You might not like to hear what I have to say, but we are our own worst enemies. The city and FOP agreed and all cars were 10-4. Then po's for a number of reasons started volunteering to work 10-99 and that broke the agreement. You cant work for an agreement like that and after all the shouting, then have some guys(after claiming a 10-99 car is dangerous) blow that whole argument out of the water by working 10-99 when they didnt have to. Most of the po's that volunteered didnt volunteer because they thought they could do the job alone, but for reasons like they only got paper jobs and didnt get the in progress or domestics and also didnt have to make arrests because they were alone. It was done so self interest
They have officers work 99 on 3rd watch in 013 and deny time due to others. let's see...there are 5 officers from 3rd watch working a burglary/robbery mission team on days. maybe it wouldn't be so bad if those officers were actually working 3rd watch. hhhmmm what is the tact team doing?
