The FTO program will always continue to fail. FTOs should be selected by watch supervisors. Everybody knows who the great POs are. Nobody wants to go to a shit district and work midnights as an FTO. There are a lot of great officers already in these spots that are already helping these recruits. Pay them for it, and not just out of grade, a bit more. They are there in these districts on the watches already. Ask for volunteers and select the best one. You will get better candidates than a testing process, then a bidding process only to result in people giving up the FTO gig like every time before. Give it to people that are all ready there and want it. Kind of like it is now only make it official. Save tons of money on bullshit testing and rules.

Buddy, I was idealistic at one time too. There are very few capable FTOs who do the job because they want to do it. The FTO spot does not pay enough to attract enough capable candidates. Just because capable police officers work with (and are willing to train) recruits it does not mean that they actually want to be FTOs. The FTO pay is a slap in the face. (The responsibilities and extra work far outweigh the extra pay.)
