I remember an earlier post about 006 being the worst place to be, we'll I think it may be true now that forgue just went there.
Feeling some serious pain for my 006th dist brothers and sisters but things got a little better in 3

Does that means they are reinstating the w/c position? Hoot to 016 as a Captain? Or is 016 without an XO? Interesting.

So does this signify a slow return to how things used to be? Does this creation of a "unit" after the fact allow them to save face and say "XOs were just DETAILED TO THIS UNIT, it was never intended to be permenant"? Is this indication of the captains getting it stuck up their collective asses after making concessions to the Rahm Father? Oh, so many questions need to be answered on this one!!!
Are captains being slowly reintroduced to the WCs office because someone with half a brain finally saw that McStupids reorganization is horseshit?
How about they eliminate the rank of captain altogether since its a patronage/clout position? Return those strokes to their civil service rank and let lieutenants run the watches. It'd help with pension issues also.
Too much dissension and distraction from day to day when you have sergeants trying to steer the ship. Most of those goofs can't make it to work on time consistently or handle basic jobs and they're expected to be the boss? Puhhhhhlease.

016 sure lucked out if Im reading the transfer order correctly. Roll out the red carpet boys and gals! John Garrido is one of the toughest, most honorable and courageous supervisors I have ever had the privilage of serving under. This is just the shot in the arm this district needed to whip the troops into shape. Bring in numbers and heads, and you will be fine. Lazy dogs, prepare to be punished, PERIOD! Remember, John is not afraid to stand up to politicians or guys like Mike Shields. At least now John can put Arena in his proper place. Give em hell John. I still cherish the memories of those long nights we would have at the Prohibition Club.

Not a Captain myself, but this might be an end-around play to circumvent what is left of the Captain's contract. By being in the Executive Officer's Unit they can move people anywhere at anytime don't cry about it.
God, except for a few, proud competent people working the streets there isn't much left to this once great police department.

I bid to 023 from 011 in 2006. He was one of the worst watch commanders I have ever worked for. I went from the working police to the super micro-managed do-nothing police. I did not laugh at his stupid jokes or sit in rapt attention at his THREE lame-ass war stories. Captain Lemmer observed that I did not value his bullshit words of wisdom, and I became a target of his Steve Buschemi micro-managing style. It was hell. Dear 003rd District POs. Good luck. You will fucking need it. My advice to you, is to start drinking heavily. And bid out. I did.

Hey! Why not make an Executive FTO unit? It comes with a key to the exempt bathroom and your stool is automatically flushed to the medical section.

Maybe TL will get a promotion to Deputy Chief of 003 for his efforts.
The Captains who did not get an District XO position originally were put in 026 as a holding unit. From there they were detailed to various units, not just patrol districts.
Now that the majority of the Captains have retired, those Captains that were in 026 were detailed to the Districts to be the District XO. The moves listed were just cleaning up details and assigning them to the actual Districts they were working in.
Don't read too much into it. 026 is just a unit that was created for the "overspill" of Captains that were not originally assigned to districts as XO's, i.e. Inspectors, Outside Units, etc.
They are not bringing back Captains as Watch Commanders. There is still only one Captain as XO in each district. 005 still does not have an XO. Only a person the rank of Captain is an XO in Patrol Districts.
012's loss 016's gain Cathy Tendon was a great boss. Best Wishes Lt.
Forgue couldn't lead a mouse to some cheese but he will find a ribbon to put on his uniform for his time in 003. Forgue is as smart as a corpse in the morgue.

Relax, relax. These were the captains who were not originally assigned to a district when the whole XO thing began. They went to specialized units, now that there's only enough captains for each district, they're being assigned to the districts that had no captain ( due to retirements ).
And please, for goodness sake, remember that Executive Officer is NOT a rank or title code, it's just an assignment. Captains are district XOs, some commanders are XOs for chiefs and deputy chiefs in other units.

Sorry to ruin the drama, the 4 Cpts on list were not originally assigned to a district. Those Cpts were all assigned to 026 and were Inspectors and XOs in specialized units. Now that the Cpts numbers are down, there are only enough to fill the districts. On paper, they were moved from 026 to a district.

All this means is that when they either f*ck up or the unit goes tits up, they can't roll back to their cushy gigs in Medical or Patrol Admin. It also means that, if they decide they have had enough Kool-aid, they must get rotated back to whatever southside districts needs an LT on midnights. Incentive to stay, even when you know - and have told others - that the office is an assembly line for bullshit numbers.

God be with you officers in 003. It's bad enough having to work there and dealing with the daily ghetto bs but now you have to deal with Lemmer. The same one who bitched to a roll call of officers about how they should call their co-workers who were on the medical and harass them because he did not like the fact that so many were on it. Guess it never occurred to him that maybe they were all sick of him and his droning on and on how he was so great when he was a patrolman at roll call. And downing 3 rapid cars every night on those stupid missions for hours while the beat cars get stuck handling late arrests. He makes a captains' salary AND teaches at loyola and still has the worst set of chicklets on the job- you could open pop bottles with that mouth. Spend a few bucks and get your grill fixed already!

Just like when they promoted more Captains than positions to fill on J-Fed. There were some captains waiting for a position to open before reporting to said position.

What a dump 006 is. Can't wait to go to Englewood where for years was the worst place on earth, now many say its an awesome place to work at. I love working out there but when you get mngt. that just makes it miserable lets face it no one wants to go to work. Forgue is the biggest stroke. He and a team from 003 were just in the 009th Dist. couple of days ago. They had some informant that that led to large dope arrest in 009. Anyway, the jackass comes in on his RDO, and right from the getgo sarts giving the desk Sgt. a hard time because he felt he didn't have to identify himself when he came in the front door. Then he leaves the the prisoner alone in the processing room and says "I'm a Lt. and I trump the desk Sgt." what a stroke. Because you are a Lt. you think you can disregard the rules. Then has to be ordered by the DSS to watch the prisoner in the processing room. All this, and the jag is "visiting 009". You dont come into someone elses unit and cause all kinds of problems. God help us... this idiot is a Lt.!!!
Residents of the former 013 were not happy to see Capt. Anderson lost the XO lottery with the merger with 012. He was very accessible and even handed. Pontacore seems like a powder keg ready to go off at the slightest provocation.
016 just got THREE great people as bosses! Hoot, Rendon and Garrido. I know the Garrido bashers will be out in full force, but I'm glad he's in the homeland! Rendon should have been the next Commander of personnel but she got shafted and we got that civilian nightmare. Hoot, he's just a nice guy, although I've heard some Captains don't like him because of some union beef...as long as he treats the troops right!

I sure the hell hope this is the case. But is sure appears, as an earlier poster alluded, that they're trying to slowly filter captains back into the fold.
Like the existence of an "XO Unit" created after the fact to help obscure their latest gaffe, maybe? Perhaps the chain of command was too skewed even by City of Chicago standards? Did the city's attorneys smell a loser with all the circumventing of contracts (other than what the sell-out captains agreed to, of course).
The rank of captain is synonymous with "redundancy". Said rank created solely as a means of rewarding the politically connected - nothing more, nothing less.
If the city's end game is to fuck the sell-out captains, I say bring it on. For all the obvious collective reasons and those that are unique to individual captains (we all have stories), it is with great anticipation that I await their collective ass getting fucked. Hopefully dry.

Garrido is a tool and shyster. I wouldnt worry about him if I was the police in 016. After pissing so many people off and getting his ass handed to him over the years on the blog he has gotten really sensitive and will suck up to everybody so people will like him outside of Kenny.

Has Looney ever worked a day on the street except for a couple of nanoseconds in retirement districts? Where does his whack come from? He always struck me as a strange duck. Ah yes, Capt. TJL..... when in 023 he was a micromanaging paper pushing numbers cruncher... always had a story and always had a way to do it better. We all couldn't wait for him to go. Well now we all want him back becaue you have now idea how awful our XO here in 019 is. I mean old timers here who couldn't stand Capt. TJL yearn for his return to replace our current XO. We all thought that he would get moved because he is so detrimental to our DC and really is a liability to him and just destroys any drive that us PO's have to do any police work. But alas it isnt so, with all the district's now staffed with XO's we are stuck with him, and since he didn't get promoted last round me thinks he will never get that that elusive gold star that he just soooo much wants. Yes we will continue to suffer under his oppression and verbal abuse, under his burst of rage and anger and psycho babel and his brooding and walking around the station walking up to coppers trying to hear their conversations and being included in the discussion only to hear us deflate when he makes his presence known. Yes Capt.TJL was a piece of work but their are worse people out their and we are living it.

016 sure lucked out if Im reading the transfer order correctly. Roll out the red carpet boys and gals! John Garrido is one of the toughest, most honorable and courageous supervisors I have ever had the privilage of serving under. This is just the shot in the arm this district needed to whip the troops into shape. Bring in numbers and heads, and you will be fine. Lazy dogs, prepare to be punished, PERIOD! Remember, John is not afraid to stand up to politicians or guys like Mike Shields. At least now John can put Arena in his proper place. Give em hell John. I still cherish the memories of those long nights we would have at the Prohibition Club.

003 went from having two of the best Captains on the job, Ken Johnson and Gerry Carroll, to getting this idiot Lemmer.
As big as a shithole district 003 is, at least the coppers knew we had Johnson and Carroll watching our backs, now we have a backstabbing a-hole captain heading here. We're totally screwed. At least Johnson and Carroll treated the lts as equals and would listen to their sgts. If you want to see what Lemmer is like, watch the old movie "the Caine Mutiny!"

This is old news Lemmer has been in 003 for 2-3 months.Ive heard the horror stories but the fact is its not a slow district bosses have little time to micro manage between shootings and other shit.You must be one of the many people we have riding that medical for months.One thing these clout hacks don't understand is that if a beat copper doesn't trust you he ain't going above and beyond for you especially if he knows you made your bones under some desk at HQ.
Lt Bill Looney here. No whack needed as made Det, Sgt and Lt off the tests(Although it took me 3 tests to make lt.)I live on the N/S and I did bid from the "retirement" V/C Det Division in Area 1 to the Area 4 VC "retirement" Det Division to get closer to home. Other than that I went where I was sent and never asked to go to a particular district or unit. Obviously you know where I work and anytime you want to stop by and discuss my career I will be more than happy to meet you.

All this means is that when they either f*ck up or the unit goes tits up, they can't roll back to their cushy gigs in Medical or Patrol Admin. I worked with Bill Looney as a P.O. and a sgt. He's a good, hardworking guy who never hurt a copper. Smart and always watched out for his troops. So you sir ... can go fuck yourself and have a great night.

You're right about Lemmer. Back when he was a Tact officer in 009 he found his niche by locking up "criminals" for such major crimes as selling loose cigarettes and public fornication. Yes public fornication.
What a huge tool this prick is.
Capt TJL was def a super micro manager with his million missions a day and control over every little aspect of the watch. BUT, at least he had a heart. I believe he truly cared about the troops under his command. His roll call stories for the most part were long winded and unnecessary, but once in a while he would have some good funny stories and some inspirational words. He ran a super tight ship, but at least you knew what you were getting. He was smart and kept the watch up to date on any law changes and new dept crap. Other w/c just come in and read the roll then walk out. Personally I'll take the boss that takes a few extra minutes to keep me informed and away from lawsuits.
At his heart he is a good man and if u do your job you should not have any problems with him.
Captain Ryczek is the best .

I can't believe I'm writing this but I must for respect of being honest and fair. I worked for Capt Anderson in 017 on midnights and lead the watch with TRRs. In fact I was person who was subject of his first and last approved TRR in 017. I may not agree with Anderson and he may have looked down at my justifications but he did not arbitrarily issue CR# with my TRRs.
No disrespect Lieutenant Looney, but in order to get to the Detective Division as a sergeant or a lieutenant, someone has to like you....
