CPD Grant Application

  • City officials last year applied for a federal grant that would have allowed them to add more than 1,700 new police officers to the rank and file, NBC Chicago has learned.

That's more than 300 more than was called for by a Chicago Crime Commission opinion released last September.

A police spokesman said he wasn't aware of the grant application so it's unclear if it's still being processed or was denied. Still, Mayor Rahm Emanuel and police Supt. Garry McCarthy have repeatedly said that hiring new officers wasn't necessary. The department currently has about 12,000 sworn officers.

"This is acknowledging that they actually lied to the public and they lied to us," [some FOP guy] said Friday. "The Fraternal Order of Police has stood by the 13,500 [staffing number]. You've seen other groups come out saying that the correct amount is 13,500. ... Now, you see in documents filed for federal grant assistance for more police they're asking for seventeen hundred more, which actually brings them up to greater than 13,500."
So evidently, we're up-to-strength when Rahm has to pay for it himself. If there's federal money available, then he's going to try to get a cut and claim we're down 2,000 cops.

If the money comes, will it really go to hire cops or will it wind up in 9.5's slush fund? Would his buddy Barry really hold him to the hiring? I doubt it.

Which lie are we to believe?

Hasn't the city gotten in trouble before and had to pay money back to the G for misusing it? The one that comes to my mind is the FAA money we had to pay back after using it to "improve" Northerly Island. Trouble is, it was money earmarked for Meigs Field, the one Dick Daley tore up.

With them spending up all the OT budget, you just know they're going begging for more federal funding.

Cut all those inside and desk jobs. Do they really need four or five on the desk? Even the "station" security officer works the desk instead of patroling the station and the lot.

I remember the Chicago Tribune reporting in October 2012 that City Hall wanted CPD manpower to be "about 12,500":

"Before year's end, the city plans to hire 263 more officers, city officials said. And the mayor's proposed 2013 budget calls for hiring an additional 500 officers — four quarterly classes of 125. The goal is to keep the total number of officers at about 12,500."

To use the crisis for maximum personal gain you have to wait unitl just before election time to hire people -- it puts people into a good mood so that one can get re-elected.

We will see it in CPD with new hires.

We will see it with the new casino licenses and Chicago gambling.

Sure the safety of the citizens is put at risk. Of course it effs-up millions of peoples livelyhoods. But who cares about that stuff when you are a pathological politician? It's not about us it's about them.

Six months prior to election many will think hey this ain't such a bad guy it just tooks awhile to turn the ship around. HA...six months after the election it will be back to business as usual layoffs, cuts, more pension thefts etc..

The system is corrupt to its core.

Almost time for the city and state to do some more borrowing with more bond "offerings", yeah?

After all the money owed to the bond holders creates the crises necessary to increase taxes or seize pensions, bank accounts, cut healthcare plans, etc.. Look at Greece, Cyprus, etc..

Negitive interest rate.

You have to be an idiot to buy a 10 year US treasury bill that is paying about 1.7% interest today. Hell look at Washingtons current economic policy for crying out loud. The Federal Reserve Bank wan't a 2% rate of inflation and is printing money like crazy to get there, meanwhile bondholders are going to get 1.6% return!!??

When and if the fed is ever successful in creating that 2% inflation the bondholders will get a negitive return of .5%!

But it's even worst than that because the resale of the bonds that people will try to get out of as the rate of inflation exceeds the rate of return, the price of those bonds are going to go down, down, down. Who will want to buy a bond offering 1.6% interest as par value when inflation is double maybe triple that? That's a losers game. You are not making money you are losing money.

Ha and some are sitting their smugly thinking I don't give a sh-t because I don't have money in the bond or stock market so, so what who cares.

To them I say what funds are your pensions invested? Your 401K'? IRA's?

It's just another tool as garry would say. A tool used to steal savings, pensions, retirement money via the manupulation of interest rates and money printing. Here, we'll give you 1.6% interest on your money as we work against that return devaluing the dollar by 2% through inflation.

A system corrupt to its core. It's not about republicans and democrates as they are ALL in on the scam.

Show me a regulatory agency that is working right now! DHS, FBI, SEC, CIA, SEC, OCC. Billion and trillion dollar frauds in broad daylight going on and if anyone should get caught they get a hundred thousand dollar fine if that and a slap on the wrist. Don't admit of deny anything ...here, here's some money just go away.

DOJ gun running. Texas factories exploding no OSHA oversight. No DHS Homeland Security monitoring the component mixtures that blew the factory up today.. the same componet used in the Oklahoma City bombing years before.

Ongoing Wall Street security fraud. Office of the currency controller dead silent. Security Exchange Commision dead silent. Banking regulators no-where to be seen.

And here on a local level what does our mayor care about? HOW MUCH CORPORATE MONEY HE RAISED VIA CAMPAIGN CONTRIBUTIONS, that's all. When's the next dinner party as the bodies drop in the streets. Don't do anything that would have a significant impact. no-no-no not yet. The crisis is not bit enough and it's not close enough to election time.

He's counting on the people having a short memory so now it not the time. Let the crisis build and build because then you can look that much more like a hero just by doing the littlest thing in the end

Political Jackazzes.

FYI...

Rahm is shit-talking about running for a second term.

His vengeance for things not going totally HIS way during his first term.

He has already fixed blame for the shine being knocked off the ass of his presidential aspirations.

Is this motherfucker capable of playing "nice" with anyone?

The thought of Rahm Emanuel with the access codes to the "Football" unnerves us more than the Fakir of Fuckery having the same access...

CPD manpower?

The numbers are STILL cock-eyed.

The fact is that over 5k Officers have retired since Y2K.

THAT does not square with the numbers coming out.

Especially in multiple years of no hires or 100 to 200 hires...

Rahm had NO INTENTION OF HIRING during his planned one term in office.

His main talking point for sliding into the White House?

*I balanced the budget. Broke the unions. Decreased crime. Increased public safety. Reformed CPS. Forged partnerships with business.*

Yadda Yadda Yadda...

Bull-Muthafuckin'-Shit, you twerp!

You wrecked this city even more!

How many deaths can be directly attributed to Emmanuel and McCarthy's depletion of manpower of the Chicago Police Department? Guess the childrens bodies can be written off as collateral damage from these 2 morons who do not have the common sense God gave wild geese. How may people were seriously injured, shot, stabbed or beaten because of the manpower shortage that they created. How many homes were burglarized, how many cars stolen or personal property taken by force because of their experiment with live victims, many of them children? Is anyone going to hold them accountable? Or do they answer to no one? Many questions, not many answers but a lot of kids maimed and kilt dead as a result of "We don't need more Police Officers we just need to be smarter about where they are deployed". Results of your experiment are in and the results are not looking too good. Just write of the above mentioned deaths, disfigurements and thefts as known side effects.

The clear system lists every sworn member by rank and totals the ranks up Not hard to find. Also pension board knows EXACTLY how many active duty pos there are because they pay into the pension You think they make that figure up

At least another 10 in each district in the commanders and the front office Thats a total of almost 250 plus probably more than that in the special units

One thing Rahm knows is, "Ya' can't lie to the Feds."

He could strut it and say we can handle BOTH G-8 and NATO but when the Feds, the F.B.I., the Secret Service, Homeland Security and all the rest had to look at the true numbers and the effectiveness of the C.P.D. we were far short of what was needed.

It would be interesting if some national investigative reporter (no local reporter would touch this) could file a Freedom of Information Request on the manpower reports to the Feds for planning of those those two events.

If we have all these people, where the heck are they? Could we have "Ghost Payrollers" on this job? Why do we have all those holes in the line-ups? Why does McGoofball put in all those restrictions on taking time off? Why can't we see the police in our neighborhoods?

We need to get rid of McCarthy, (Rahm first), get some Old School CPD Bosses back and then do a Forensic Manpower Audit.

It will take years to un-do the damage from McCarthy.

What a dumb ass example to use. They said we had enough manpower and guess what, we did. It was handled with minimum problems, damage to property and injuries.
All the doomers said the city will go up, thousands of injuries, send your family out of the city, does the city have evacuation routes and what happened. The CPD handled it

Wasn't the task of writing the grant applications assigned to a private law firm? Where is all the tax money going? Why do you think all the exempts are hand picked. What is the city doing with all this tax money allocated to the dept as documented in annual budgets? Maybe if every check the city writes outside payroll checks were electronically photographed in a PDF format with banking routing numbers clearly displayed, taxpaying Chicagoans would have a better understanding of the legitamcy of public finances. Lets say this could be prominently displayed on the individual department websites. Taxpayers would also be able to rationalize tax increases and objectively question the use of public monies. Use the private sector model where checks are photocopied and archived and available for all to see (credit bureaus, other financial institutions, data mining firms, etc). Why shouldn't the public sector have their checkwriting and spending allocations transparent and available for public to see. And the same goes for the state and federal govt.
