But compared to 2011? Our friends over at heyjackass.com show that we're actually ahead of the 2011 homicide totals (and as we've said here a dozen or more times, 2012 was the outlier):
- 2011 - thru April - 97 homicides
- 2013 - thru April - 98 killings
So all those millions spent on VRI have yielded an increase of one.

Off Topic but VERY IMPORTANT
This Sunday is our annual St. Jude Parade to honor our fallen and injured comrades. Please march for them no matter who may be on the reviewing stand.
It's always a chance to see old academy classmates, old partners and renew old friends. As you get older on this job you will find you know less and less people in the crowd and some you only see at funerals.
That being said and considering what happened in Boston what a target we would make for some crazed bomber. Right now we should have a car sitting on the memorial 24/7 as well as video of the area. Prior to the parade there should be a total sweep of the area with man and dogs no matter where we have to get them from.
It a little late but it would have been a nice gesture to have a contingent of Boston Police there to show our support.
A side note: I hope the Chicago Park District does not spread all that fresh organic fertilizer around the area before the march like they have done in the past.
Finally, many of us will attend a breakfast after the parade. Whether it is paid for by your Commander or a grateful merchant or civic group please don't be a cheap bastard; remember to tip the wait staff.

O.T. CompStat for CeaseFire? Apparently there was no Compstat meeting for the exempts on Thursday but instead they held a compstat session for CeaseFire and they put the Director, Tio Hardiman, on the hot seat. The Compstat Chief started by grilling Hardiman about the number of workers they hired, how slow they were in getting the program started and where all this grant money was going. A CeaseFire "evaluator" admitted that they had not been doing a good job at keeping track of the results. Tio tried to give Tracy a snow job about the program history and other fluff but was cut short and called on the rules of compstat and to stick with the beats in question. They also called the 10th District Commander to stand side by side with Tio and go over some of the events that occurred in the district.
It was very interesting to note that when Tio tried to pull a McCarthy and use percentages to show that crime was down in the three beats where they were present during the short period the program has been around, Tracy immediately called him on it saying that he was misrepresenting crime stats by combining crime stats on two beats and only using stats on one beat to show homicide results. If only the media was this cunning and smart. The Commander of 010 was also praised for bringing the violence numbers down in the district overall with the exception of the beats in which CeaseFire is present. The question was "Why?" Is it because CeaseFire is there?
Apparently there were events that were documented by CeaseFire that do not show up anywhere on CPD records including shots fired, domestics and other serious crimes that their "Violence Interrupters" supposedly handled.
One such crime that supposedly occurred involved a domestic violence conflict between a man and a woman with her family coming out and a fight breaking out with gun shots being fired in the air with the "Violence Interrupters" mediating and resolving the issue. This event does not show up anywhere on CPD records or 911 calls. Although there was no proof of a crime, it was still submitted to the city as proof that the program is working.
Another crime involved a stabbing that supposedly occurred at a party
but there were no calls for service or hospital records. When the program director, Rev Hood, was asked to verify this, he was unable to show any proof that a crime had been committed. He went on to say that there were several parties and he did not know which party was being referred to. Tracy then asked how it was that there were so many incidents at these parties and how it was possible that the "violence interrupters" came to be at these parties but the police were never called.
The best one is the supposedly robbery victim who was shot in the abdomen which was supposedly a gang retaliation. The violence interrupters supposedly mediated it with the gangs involved and knew who was involved and what gangs were involved but they refused to identify the gangs by name because they do not look at them as gang members but as community members or residents. When the Commander was called up to describe the incident, she identified the victim, the gang and the possible offenders. It turns out that the "victim" was actually with the "offenders" who were actually a robbery crew and that the wound was self inflicted while they were setting up to do robberies in the area.
As much as I hate to admit it, the compstat "Chief" was very good at holding CeaseFire accountable with all the numbers he keeps track of and being direct that he did not think they were doing a good job. He kept reiterating how the crime was down in 010 but that the crime was up on the beats where CeaseFire was present.
Thank you Mayor for wasting our hard earned money on such a "great program" instead of putting it into hiring more police officers who know how to investigate and report crime.

Why can detectives only get VRI supp? They are PO'S assigned as detectives. They are covered under the exact same contract as PO'S and Detective is not a considered a rank promotion. Other than being a different pay grade what is the difference? Last I heard FTO'S were also a different pay grade and are allowed to put in for VRI.
I am a PO but have heard others talking about this and I am just wondering what the difference is?

So, the idea is for..... Wait for it... A new citywide unit. Allegedly, and it's only preliminary but it will be a mirror of VRI. A car covering a two block area and can't leave. Same concept and rules of VRI except it will be an everyday unit. Gmac assigned two whTs and a Lt to explore the options/locations/ manpower requirements etc to get a unit up and running by the 10th period. Activity will not be a requirement. Sounds like the are looking for a bunch of scarecrows for visibility. There will be both days and night teams based on seniority. Obviously none of it is set in stone, it's just preliminary ideas from the phone meeting with the exempts yesterday

I am sick and tired of hearing you spout your rhetoric about how 100% of any revenues from a Chicago Casino should go directly to Chicago Public Schools. In case you haven't noticed the Board of Education is just like the Deep Tunnel Project. We keep pouring money into the deep tunnel and only to watch our basements flood. Then we’re told that we need to complete another expansion for it to work effectively and still our basements flood. Similarly, we keep pouring money into the Board of Education for new programs, head start, free breakfast and lunch, busing to the tune of 50% of our property taxes and nothing changes. The Chicago public schools spent $12,193 per student in 2011 while the average cost of a student sent to a Chicago Archdiocesan school was 6387.00 if we’re spending almost twice as much per student and only getting half of the students to the state norm then we’re throwing money away. To put it another way if the United States Secretary of Education, Arnie Duncan, who your president declared to be the best and brightest, could not fix this problem while he was here then obviously there must not be a solution. Stop throwing our tax dollars in CPS deep tunnel and demand they do more with less. 100% of any Casino profits should be used to pay back the Chicago Police Pension Fund shortage that you helped foster by shrinking the size of the police force by 2500 officers and not conforming to the actuarial studies done to the Chicago Police Pension Fund by paying only the mandated minimum. As you are learning, there is strength in numbers; otherwise you would not be hiring back 400 police officers per day on their days off at 150% of their normal pay rate. Hire more police so the current police officers working your overtime initiative, who average 4 days off per month, are not burned out before summers end. Make their pension fund whole and then the kids might have a chance to make it through 12 years of school before being gunned down due to the lack of police preserving life and property. If you have a lawful society then everything else will fall into place. I just don’t understand how murder and maiming benefits the kids. After all isn’t it all about the kids? How about we start by giving them a safe environment to attend school and participate in sports. That would truly benefit the kids.

Today in the breaking news in Chicago tribune reads about the Petrov family and how the females have killed 3 of there children. Well the girls father now lives in 16 and is renting from a Chicago fire fighter who know who he Petrov are all about but likes the cash rent. So those who live in 16 beware and keep your doors and windows locked everyone in the family had been arrested for burglary at one time.
