A Glimpse of the Future

Thanks to Wal-Mart and Xerox, we now have a preview of what will happen when the system fails. And fail it will - it's an unsustainable scheme. First, a bunch of EBT cards (electronic food stamps) failed to read a balance:
  • Customers staged a disturbance, took unpaid for groceries and walked out of a Mississippi Walmart after they were unable to use their food stamp cards on Saturday.

    People in 17 states found themselves unable to buy groceries with their food stamp debit-style cards Saturday after a routine check by vendor Xerox Corp. resulted in a system failure.

    The mini riot, happened at the Walmart in Philadelphia, Miss. Shortly thereafter, managers decided to temporarily close the store.
And then when the system was fixed, numerous cards started reading "no limit." Any guesses as to whether people did the honest thing or did they try to take advantage? C'mon...you're (mostly) cops...you know exactly what happened:
  • Wal-Mart Stores Inc and Xerox Corp blamed each other on Monday after Louisiana food stamp recipients stripped bare the shelves of some Walmart stores when a computer glitch left their debit cards with no limits.

    Managers of Walmart stores in the small, north Louisiana towns of Springhill and Mansfield alerted police on Saturday night that throngs of shoppers had flooded into the stores and were buying groceries using electronic benefit cards that contained no credit limits.

    EBT cards are debit-type cards issued under the state's food stamp program and coded to show the amount of money available for individuals to spend. Food stamps are a federal government subsidy program for low-income people that is administered by the states.

    When word got out Saturday that the EBT cards were showing no limits, card holders rushed to area Walmarts to take advantage.

    "Some people had eight or 10 shopping carts full of groceries," Springhill Police Chief Will Lynd said on Monday.
We sure the Department has a plan in place in case something like this happens around here.

Evidently in 025 on 3rd watch, officers are playing games with two supervisors. Whenever either Sgt. C.A. or Sgt. C.H. get on the air, someone cuts them off. If they ask for an assist car no one wants to help out. Both Sergeant's are professional and polite. So guys stop messing with them and grow up.

I think most of the officers are intimidated by Sgt. C.A.'s good looks. Also a lot of people are jealous of C.H.'s vast and deep knowledge of general orders, special orders and those training bulletins.

no professionalism anywhere in that building.

always making comments on the radios tying up the zone making for dangerous situations. always goofing around. everything is a joke.

Hunger and incipient starvation will cause people to misbehave. When they are kept stressed out and on the edge too long, major initiators can cause them to snap and run amok. Usually a comforting governmental presence will calm them back into normalcy.

Hmmm, so the card showed 'no limit'? But, it was used to purchase carts full of groceries. And, the total amount of those groceries is registered on the card; it shows in the history of use of the card.
Doesn't it seem the FUTURE benefits on that card should and will be withheld to defray this week's 'impulse purchases'?

imagine if they just cancel out the dollar -- one day you wake up and all those dollars that you're hording can't buy shit.

of course that would never happen right.. more likely would be the atm's stop working, bank account balances over a certain level just seized and if that's not enough money then you print new dollars and cancel the old dollars which you will be allowed to turn in the old dollars for a limited time for ten cents on the dollar.

Recent headlines about the financial difficulties of local governments across the country have raised questions about the safety of participant assets in government-sponsored 457(b) deferred compensation plans.
Can the sponsoring employer access plan assets to cover budget shortfalls? In the event of a bankruptcy, can the employer's creditors gain access to plan assets? The answer to both questions is no.
Fortunately, the law on this is quite clear. Section 457(g) of the Internal Revenue Code provides that assets in "eligible" governmental deferred compensation plans – including the City of Chicago Deferred Compensation Plan – must be set aside for the exclusive benefit of the plan's participants and their beneficiaries. These assets cannot be diverted to any use other than paying benefits to participants or, upon the death of the participant, to their designated beneficiary(ies). To ensure compliance, all plan assets must be held in a trust, custodial account or annuity contract.
There are other types of deferred compensation plans, which do not contain Section 457(g) protections. These plans may have "substantial risk of forfeiture" provisions that do not apply to eligible governmental deferred compensation plans. But, as with all governmental deferred compensation plan participants, your assets in the City of Chicago Deferred Compensation Plan are protected for you and your beneficiary(ies) – by law.

It is disturbing to see where our country is headed. It is headed towards a path of more and more government dependency. We used to live in a very aspirational country. People aspired to be better and if they saw someone who was more wealthy, more educated, had a better house they aspired for that. Now they see someone with more money or a better house they want to take it away.

That story has not gotten the investigative coverage it should have received. What if that 'Glitch' was an intentional Cyber-Attack or probe from Iran or China? Imagine the consequences of this happening nationwide; would there be looting, rioting absolute chaos? There are more people on Food Stamps today than ever before, could they be controlled if they were not fed? This may have been an attack on us and nobody seems to be playing it that way: Why?

I commented on another website. Walmart is a huge supporter of food stamps (EBT) and has lobbied for them. JPMorgan runs the EBT programs makes big dollars doing it. Other companies that lobby for EBT are target,pepsi,coke and the whole snack food industr¥. Of course you have 7-11 and others who lobby for more EBT. There are some estimates that Walmart makes close to 30% of it's profits from EBT.
Then we have the farm groups who are also huge supporters of EBT. The farmers love it.

You'd think as much, but I doubt the gov't will go after any but the worst offenders. The gov't can't let them starve however, so don't expect them to try and recover more than a symbolic amount of the stolen goods.

This is NOT the story I initially heard. I heard that the system was DOWN. I think the policy is to let them have a temporary voucher. Maybe $50.00??? And charge the card later.

But these Walmarts either out of kindness or fear for their stores let them go with "unlimited" temporary vouchers. Good news spread fast.

To the genius chirping that the city can't take the money out of the Deferred Compinsation plan it is also written that the city can not reduce or deminish our retirement benefits too. In fact it is stated in our state constitution. "Rahm the Rat" Dosen't seem to care about rules and laws he does what he wants and the spineless courts let him. I am taking the remained of my deferred comp in January. I hope I make it!

Apparently 18 USC 111 still only applies if an agent sustains serious injuries. How many times has the AUSA asked “How badly is the agent injured?” when presented with a case of impeding or assault on a federal officer? No serious injury sustained by an agent almost always = no prosecution. That has been a running joke for many years (along with the ridiculous threshold amounts of dope to trigger a prosecution). So when dozens of “protesters” impede, resist and otherwise interfere with Border Patrol agents and the carrying out of our duties, what happens? Nothing.

Before the next pinhead gloms what they believe is another chance to union bust, both the state and the city have been repeatedly sued to force them to fund the pensions. In every case, the rulings all used the same excuse, the pension protection clause does not guarantee any funding levels, only that benefits can't be reduced. The trick is, does any new law guarantee funding levels that can't be diminished.

As long as pensioners are paid, there is nothing that can be done barring the latest real estate funding requirements.

What else did you expect to happen? All these welfare mongers know is to take take take. Why work when it's free? You want ssi- go to the soc sec office and apply for disability. All you need is a doctor to diagnose you as depressed, or have an addiction, or a low IQ, or back injury. The doctor will have no problem confirming your disability, as he will now have guaranteed income from all claims he will submit to medicaid for your lifetime treatment. You want medicaid- all you need to do is qualify for ssi. You want a free phone- you already get one if you qualify for one of the previously mentioned assistance programs. You will also qualify for that EBT card too. You want more money- have another kid. Being disabled doesn't disqualify you from having kids. Have as many as you want because if you are on ssi, they will give you additional money for them as well. Send them to public school, and they will get free breakfast, lunch, snacks and be exempt from paying for school fees/supplies. When the kid is old enough he/she can jump on the welfare wagon too- especially the girls. Get pregnant at 15 and have a kid or two then she will qualify for another special program called "thresholds"- its another wonderful government subsidized program where all unwed teens with kids get to live in an apartment building for free, they don't have to work, all food is free, they come and go freely, and they are supervised by staff workers all paid with tax dollars. Isn't welfare great?
P.S.- the above account is based on actual contact with those in the community through a decade of police work. This is NOT made up.

Relax! Nothing malicious is ever intended. It's all in good nature. Yet you make a big deal out of it. Having fun and joking around is part of our culture. If any officer had malicious intent then worse things can happen, yet it hasn't. So relax. You don't like it, then go bid to another district. And yes, we are great police officers.

Before the next pinhead gloms what they believe is another chance to union bust, both the state and the city have been repeatedly sued to force them to fund the pensions. In every case, the rulings all used the same excuse, the pension protection clause does not guarantee any funding levels, only that benefits can't be reduced. The trick is, does any new law guarantee funding levels that can't be diminished.

Wrong, a bill passed and took effect Jan 1, 2011 mandating the city put in its required pension funding or the state by law cannot give the city its share of revenue sharing. The law has been passed and goes into effect 2015 and by 2040 it guarantees the pensions will be funded 80%. Thats the law right now, Rahn wants an extention and tried to get one by hjaving the sgt association agree to it

To the genius chirping that the city can't take the money out of the Deferred Compinsation plan it is also written that the city can not reduce or deminish our retirement benefits too. In fact it is stated in our state constitution. "Rahm the Rat" Dosen't seem to care about rules and laws he does what he wants and the spineless courts let him. I am taking the remained of my deferred comp in January. I hope I make it!

Other companies that lobby for EBT are target,pepsi,coke and the whole snack food industr¥. Of course you have 7-11 and others who lobby for more EBT. There are some estimates that Walmart makes close to 30% of it's profits from EBT.

Finally someone who actually thinks for themselves. Too often a lot of people just blame "the poor ghetto trash" for the ebt/food stamp program. A lot of people in between benefit. They benefit just as much as the person.

If you can't put food on your table then too fucking bad. How is that for motivation? Trust me, if that was the case, each and everyone of those people on ebt/food stamps would move heaven and earth to make money so they could eat. The only exception should be for people who truly need it; someone who is mentally retarded, a senior citizen who already has paid their dues, etc...

There might be a few farmer cooperatives that support EBT (non-farmers headed by liberal corporate suits), but no actual farmer supports the proliferation of SNAP/EBT/WICK. I can vouch for my answer because I am a farmer. Those in my profession would much rather our crops feed productive citizens, the antitheses of the type of citizen that stole from the United States taxpayers this past Saturday afternoon.

Farmers are conservative by nature and respect those who are willing to breaking a sweat to earn an honest living. Breaking a sweat pushing loaded grocery carts of stolen merchandise, not so much.

I used to work in that field. Rest assured I have seen the State of Illinois go after people to recoup food stamps overpayments. Don't doubt that these other states , generally less wimpy than ours, aren't going to do the same.

While that's great and all..food stamps are USDA monies. And let's not pretend that "all farmers are created equal." My grandfather just passed and he's farmed almost his entire life. He basically died without a pot to piss in. If the government stopped supplying food stamps to whoever they can get on it, big time farmers would lose mega bucks. Those big time farmers have more say so than you or my grandfather ever did.

State Rep. Naomi Jakobsson, D-Urbana, recently revealed a new progressive tax proposal with rates that hit Illinois’ middle and working classes hard.

Under current Illinois law, the individual income tax rate will be 3.75% in 2015. Under Jakobsson’s new plan, however, a higher 4% rate kicks in for people earning just $18,000. That income tax rate targets Illinois’ working class.

But Jakobsson’s progressive tax rates attack the middle class as well. Her 5% tax rate applies to people earning just $36,000. When an Illinoisan earns more than $58,000, Jakobsson’s tax rates jump to 6%, and again to 7% on income earned after $95,000 — nearly double the rate Illinoisans will pay in 2015.

It’s no surprise that Jakobsson’s progressive tax hike proposal targets the middle class — it’s how progressive income taxes work. That’s where a lot of the money is.

Just look at where the top progressive tax rates — the rates that are supposed to “make the rich pay their fair share” – start in other states.

In Georgia, the top tax rate of 6% is applied to all income earned above $7,000. In Idaho, the top rate of 7.4% kicks in at $10,350. And in Maine, the top rate of 6.84% starts at $20,900.

So don’t be fooled when lawmakers say a progressive income tax will only affect high-income earners. The newly proposed rates in Illinois make it clear that lawmakers are gearing up to raise tax rates on Illinois’ working- and middle-class residents.

At the union meeting tonight we learned that Mike Shields has lost his way. His integrity is gone by his appointing of his friends to hear the case bright against him over failing to send the city the letter.if he had any integrity he would have recused himself and let 2nd VP Frank Dimaria appoint the panel. Dougherty would have recused himself because he is considering a run for the presidency and he should not be allowed to pick the panel. Shields refused and wanted his friend Gorman to pick the panel, again no integrity. My friends we are at a crossroads with the FOP. When your leaders lose integrity it is time to look elsewhere. How can these guys represent us?

When questioned at the union meeting about the big increase in retiree healthcare Shields deferred to Ken Hauser to answer the question. The city is raising the cost of retiree healthcare high enough to force retiree's to opt out and into Obama care. Shields could only offer the tried and lost Korshak case now renamed the Underwood suit. This case has been lost before so this is just more FOP smoke and mirrors. All retiree's will get the shaft.

If the cards were "down", I highly doubt there's any recording of the transactions anywhere. It would have had to have been recorded manually, and if your store is in a state of chaos, what are the odds of that happening? Walmart probably thought they would get fully reimbursed by the government regardless.

As far as the people doing this, what, really, would you expect? They behave how they're raised. And if they've been raised to just grab as much as they can for free, well of course they're going to act like feral dogs. Try having a picnic in the park sometime. Every freeloader and their brother comes sniffing around, asking for free shit from you. It's ridiculous.

I'm wrong about nothing, the only factual information posted is just that, fact. In regards to what I assume you were referring to, just because Madigan's law has mechanisms to ensure funding, nothing in it precludes the general assembly from giving the city a pass when they want. I'm well aware of this law, and nothing has changed in regard to the legislature granting pension holidays.

Being a furloughed Federal worker, and waiting to see how much I would get paid last Saturday. I paid my bills and went and bought a few groceries to tied me over. Having to spend as little amount of money as possible I went to Food 4 less. I was amazed how empty the store was on a Saturday morning. To my surprise signs where up every saying sorry Link system down. Different story at Sam's Club. The Link system was down but Sam's was over riding the system and pushing the purchases through. The irony was here I am in line and the young girl in front of me with the designer jeans and expensive haircut with a cart full of junk food and stuff I only wish I could afford to purchase was using her link card.

Not so sure about that The formula goes something like this. The city is the insurer and at the end of the year the city totals all the costs of the BC/BS. Until now they paid 55% of the cost, pension fund pays like 13% and the retirees pay the rest. Now whats changed it that the city will pay less than their 55% share in the next 3 years, the pension will pay their same 13% and the retirees will pick up the difference in premiums. That is how the formula works
Every year since I retired 7 years ago the city collects the monthly premiums(usually a little more than the costs are) and after the first of the year I am sent a refund on the overcharge of the premiums. My guess is the city does this just to make sure they have collected enough in premiums to cover the yearly cost of retirees healthcare instead of having to try and collect the additional costs from the retirees.

You might be right about that. My UBS stock account lists my name as the account holder and then my statement lists all of my stocks. But in fact all the stocks are held in the name of UBS so they can sell when they want. Its common for companies to do that when dealing with stocks and mutual funds. If you redeem a fund its redeemed in Nationwide title or name, not you as an individual
