Um....Duh? Again.
Guess what the eggheads at the U of C discovered? If there is actual punishment, real honest-to-goodness penalties for committing crime, people usually stop committing crime. Honest! And if there is no punishment, then guess what they do?
- Mayor Rahm Emanuel’s argument for stiffer firearms sentences is bolstered by a new study showing gun possession offenders placed on probation are more likely to get re-arrested for murder than other felons, his police superintendent says.
The University of Chicago Crime Lab studied whether those convicted of aggravated unlawful use of a weapon — a gun possession charge — have higher arrest rates for murders and non-fatal shootings than other felons.
Using Chicago Police arrest data, the study found that aggravated UUW offenders were four times more likely to be re-arrested on murder charges and nearly nine times more likely to be locked up for nonlethal shootings than other felons.
Golly. If these guys spent as much time studying pathogens, their effects on human physiology and how to reverse it, as they do on something a Probationary Police Officer is taught his first week on the streets, we'd have a cure for cancer already.
There is a bill before the legislature to increase the penalty for felons caught with guns, but as usual, Chicago pols have screwed up the language and the NRA has helpfully pointed out how a simple change would actually garner their support for the bill:

- A bill backed by the Emanuel administration and Cook County State’s Attorney Anita Alvarez would raise the mandatory minimum sentence for aggravated UUW from one to three years and would require offenders to serve 85 percent of their sentences — a “truth in sentencing” provision.
[...] Todd Vandermyde, a lobbyist for the National Rifle Association in Illinois, said he remains opposed to the legislation because he’s concerned first-time offenders could get trapped in the same net as felons.
[...] Vandermyde said he doesn’t have a problem with boosting the penalties for felons caught with guns. But he’s worried about first-time offenders getting three-year prison terms.
Well, you can pretty much be sure that they'll never change the wording now. God forbid the NRA makes sense.

The way I look at it, mere possession of a firearm isn't the problem. What you do with the firearm, your intend to commit a crime with it is a problem. Maybe our problem is that we try to make possession itself a crime. An honest decent citizen ought to be able to protect himself from the animals.
We don't need more penalties. We've GOT penalties. We've got 'em up the wazoo.
First, someone needs to impose them. Then, someone needs to make sure they're ENFORCED.
this is a bait and switch. they don't want to get tough on the felons. they want to put fear into the legal gun holders and conceal carry crowd.
I thought the Illinois Supreme Court tossed AUUW
How about cutting a deal with Mexico for housing our prisoners there? I've heard they have nice upscale prisons.
Tell it to the liberal puke judges THEY appointed
If anyone is fortunate enough to be around the superintendent, mayor or media please let them know we do have a minimum 3 year sentence for a first offense gun crime by a gang member. The Alex Valadez charge is a minimum 3 years and does not qualify for probation. Charge your gang offenders with it. You just need to document a few particular things. Familiarize yourself with it and use it. Perhaps we can keep track how often the state denies the charge for a lesser, could be good study for the new running states atty.
If there is actual punishment, real honest-to-goodness penalties for committing crime, people usually stop committing crime. Honest!.......I could have told you that. Had a step son that stole a car and wanted dad to bail him out (after all mom always did), dad said "No". Found out he had warrants in 3 counties.
He sat, did his time and is now a model citizen.

Then the average citizen should legally carry the weapon or take the risk. You can't just ay I'm carrying for my protection or else they all will say that.
The U of C could have discovered this years ago if they used the money for research instead of no show, six figure income jobs for Michelle,Axelrod and other prominent Socialists.
Unless I missed something
If you are charged with “aggravated UUW” once, then, you are not a first-time offender getting a three-year prison terms.
And if you are a “first-time offender getting a three-year prison term” you may think that you do not want to play with guns anymore…
"We've lost the war on guns. Let's just legalize them."
Funny how I never hear anyone say that.
Pardon me now while I holster my "medicinal" Glock.
The NRA is correct on this one. The liberals want to model the NY State law which put a football player in the joint for two years for carrying a gun and accidentally shooting himself. The athlete did not have any prior record. This will happen to people who are generally law abiding who will be caught up in the law. A convicted felon already has a prohibition on carrying a gun. What they should do is increase the penalties for using a gun to commit a crime. I say no to this one
Watch for them to drag out their proceedings so that when they get sentenced the "time already served" (in Cook County Jail awaiting trial....close to home with their homies) will be already over. Sex offenders do it all the time. Why aren't they using the federal statute already on the books for felons. This is feel good smoke and mirror nonsense.

Bad guy O
Cops 1
exactly , society isn't worried about the store owner with a gun or lady trying to protect herself .
it's the gang banger , dope dealer , people with armed robbery , agg assault , agg battery convictions
politicians in crook county , state of Illinois are the worst
Will I be able to be a CCW holder at the age of 20 here in Chicago? I assume someone on here would know better than someone on yahoo answers lol.
Mandatory minimums are always a political answer to a legal question
So now the geniuses think punishment is necessary. Well isn't that a revelation. How about hard time in a tough place? Maybe that ought to work even better. Ya' think?
Maybe we ought to build a really tough prison for the worst of the worst, someplace where even the baddest of the bad are afraid to go. Sort of a SuperMax prison. And we can call it , umm, how about Tamms Correctional Center! Wow, what an idea. Someone tell Gov. Potato Head, quick.
Doesn't matter. Quinn will just let them out anyway.
No can change the language.
If they did that then Rahm's Chicago Mob friends might go to jail if caught with a gun. Same for the gangs that donate to his re-election campaign.
Gotta keep those loopholes! Never know when you might need them.

No. Min age of 21.
This law is not to punish the prior felons from carrying it's to scare as many people as possible to not carry a gun, even with a permit.
The slightest mistake with our new overly complex law will put you away for a 3 year stretch.
Very good Dr. Whatsamattau. Thx for telling us that. Now go suck t big thang asshole.

I agree, just wish we could bill Mexico for their citizens schooling, health care and housing their criminals.
Friend of mine, a FF, goes to Mexico with his wife and 2 kids. One kid gets sick, 102 fever. They won't see the kid until he pays up front. Had to pay the bill with a credit card.

No. It is conceal a handgun license. You can't legally own a handgun until 21. It's the state and federal govt on this law.
I am as conservative as anyone else, and am all for locking up the bad guys and throwing away the key, but realistically, in a state that is billions of dollars in debt, is barely paying its bills and is eventually going to screw its pensioners, we are not going to have mandatory minimum sentencing. There just isn't the money or facilities to house the bad guys. And it won't change anytime soon.

And how much was that credit card bill? Medical care is dirt cheap in Mexico and pretty good, too. He was probably 'forced' to pay far less than a hundred bucks up front.
The nut jobs are running the whole country that's just a fact keep the dems in office and you won't recognize this place in a few years...........comrade.

Yes, and this is the policy of many European countries, pay up front with credit card. And, a few Eastern European countries won't even let you in unless you carry travel medical insurance. But, the price for medical service is very low. A CAT scan is only $300 US in most western European countries while at Northwestern Memorial Hospital in Chicago they will bill you for $7000. Big difference.

Get little Louie Guttierez to help organize a protest against the mexican government until you are treated properly! Get Guttierez to hold his breath until he turns purple. Do marches, protests, demand more welfare and food stamps. Demand more, more, more!
