Stop Working

No, that isn't a suggestion to the readers. That would be a violation of the Rule stating that advocating a job action is punishable by termination. We aren't falling for that one.

That's the title of an interesting article that appeared at "LawOfficer.com" about a month ago regarding the state of policing in the country today.

Now, he doesn't literally mean "stop working" in the most basic sense. Unfortunately, many took the title as it was written and it necessitated a follow-up article entitled "A Reply to My Critics" to clarify what we found to be a pretty obvious message the first time around.

Both articles are recommended reading. Any bosses or politicians who have trouble with the bigger words are welcome to post questions here or ask someone to help them find dictionary.com. It explains a lot of the frustration that we see on a daily basis and why morale seems to be in the basement not just in Chicago, but in many departments nationwide.

I think many officers, including myself, adopted this policy YEARS ago. For me it started with Weiss and the memo that went out stating an ASA should be notified any time an off-duty PO was involved in an incident to determine if felony charges against that officer were appropriate. I remember raising both hands straight up in the air and yelling, "DONE!"

Our department never recovered from Weiss. Guys hung up their spurs and new POs learned from the guys who quit working. Instead of learning how to aggressively police, they learned how to keep their heads down and avoid CRs and lawsuits.

This is just one of the many contributing factors why Chicago is such a shithole. And I'm just as guilty as the next guy. I also haven't been sued in several years.

As someone stated in a previous thread, the hippies from 1968 are now running both the city and country. This is part of the reason that things are tough for law enforcement nation wide.

I had a sinking suspicion thta most depts. Big and small are contending with the same thing.

It's chicago fever. I say that because I think the potus bears some culpability. It's like al sharpton went mainstream and suddenly became seen as a reasonable voice, but under a different name and tact. His new name is barak obama, he with his supposed thoughtfulness, while laying claim to ridiculous assumptions as though they're inarguable truths. Such as making the incredulous assertion that though he, "did not know all the facts," he coud confidently state that it was "another case of the police acting stupidly," when first asked about a black professor being made to provide proof of residence upon a police officer's response to a possible burglary in progress.

we are the nation's newest and easiest target and recipient of all the blame and ire for all that irks a fickle populace.

Hi, it's me, Police Superintendent Garry McTwitter! Yes, police morale is in the shitter throughout the nation. It's by design, created by none other than the Clintons! That's right! Remember that silly Booz-Allen report about how great CAPS was going to be? Clintons! In reality, CAPS was nothing but a huge failure. And not by accident.

You see, back in the early 1990s, before Socialist Clinton got in, police officers locked up bad guys. Lots of them. And coppers were recognized and proud of their efforts. Nowadays you play 'real police' and you'll get fired, sued and jailed for keeping the streets safe.

For example, take a look at TODAYS Magnificent Mile during the summer. It's fucked up. It wasn't always like that, even when Cabrini-Green was at full throttle and a few blocks away. . The wrong element knew there were parts of this city you couldn't act like an animal and the Magnificent Mile was one of them. It was well known if you acted like an asshole in the good areas, you got locked up.

The unwritten message was stay in your own neighborhood if you wanted to fuck up. Fuck up in 'The good part of town' and you'll get a disorderly conduct charge. Nothing major, but it kept the jagoffs off the streets for 24 hours.

It sent a clear message, "You can fuck up all you want. You just can't fuck up here."

Today's law enforcement officers are neutered by the politicians. And the politicians and the Ruling Elite that own them have good reason to want a weak and ineffective police force: To stay in power.

An ineffective police for e allows the thug to roam and keep the in innocent inside because of fear.
Fear of being on the street.
Fear of being in the park.
Fear of going to school..
Fearful of your neighbors.

If you fear places to go and you fear your neighbor, you'll never organize to get rid of the ineffective and corrupt politicians that rule you.

You doubt me?

Take a look at today's America and its leaders. That's right, they're pretty scary. And it's not by accident. It's by design.

You are all very decent heroic people. Nor having toured the world are you anything like the evil cartoons your enemies portray you [I've been to those places]. That too is POWER. Not for you, but for the very people who villify you with the other hand, having with the one hand raised you to impossible to meet expectations. On the other hand you're all criminals...please take note of the method. The Arabs do the same thing in war.

Don't give in. Just change tactics. And recognize your friends and foes ..and proceed accordingly.

he enemies of society are not the police, they're the scumbag criminals who prey on society. Some of whom seek safe employment in politics, media, academe. Their guilty consciences and fears make them fear the constable, for they know they deserve arrest. Hence all the neurotic fantasies about the constable, both as supervillian and Jedi Knight. With one hand they are raised to impossible expectations of the all just all powerful protector, on the other hand they're actually criminals. Neither is true.

As a civilian, this article is spot on and I am very sad to say that. I don't blame any cop who adopts this posture given the political/public climate these days. Stay safe and watch out for each other.

I didn't read the article, but my opinion is a general lack of respect for authority in this country. There is a certain class of people now who have been conditioned to question everything and never take responsibility for anything. They contribute nothing but feel that they are entitled to everything that people who have made an effort at their life have. When a police officer tells you to do something, you do it. Lots of people nowadays have a problem with that very simple concept for some reason.

Look at how people treat the police today. They treat us with such disdain. I never would have spit in an officer's direction or gave the police the finger or said fuck you to a police officer. Don't even mention how many people attack us and try to cause us harm. Look at the very scary and disturbing trend of going after police officers' personal bank accounts in law suits! Expect that to happen more frequently. I don't like what's happening in this city or country. The liberals made the bad guys the heroes and the good guys the evil bad guys.

A very cogent and well written article, which tells it like it is. Of course his theories of working within a bureaucracy are nothing new, but as old as bureaucracies. Nor, does it apply to all police forces. There are many forces, in which the LEOs are well like and accepted by the populace, the media and local politicians. Of course these forces are usually in smaller towns, cities and rural areas. I should imagine that the Texas Rangers get more respect and appreciation, than do the Illinois State Police. No one would dare accuse the Rangers of corruption, and with good reason.

If you are a boss and don't see your guys running from job to job you are blind or just plain ignorant. If you are an actual BOSS you should be reinforcing one thing, back up your brothers. Some people just don't get that we are 4,000 people down from where we should be and the added workload is relentless. Revenue should be secondary to Officer Safety. It very simple are you a White Shirt or a White Chin?

times change and PDs need to adapt to those changes just like everyone else has to adapt to the way things are now rather then the way things are perceived as being in the past. Lots of departments are doing quite well because they have made the necessary changes instead of whining about going back to the good old days that really were never all that good to begin with.

Why does it seem like certain tac officers are only working 4 hour days in the 019 district. Only thing you are doing is cheating your fellow officers. Also ,officers from tac are working side jobs at Murphy's bleachers bar while they are supposed to be working. I would hate to see an officer get jammed up. Let this be a wake up call. They are trying to hammer us. Don't make it easy on them.

The 18th District was the place to be. There were working coppers there at one time, but now all the hair gels are there. The coppers assigned to the mag mile are useless, lazy, dog asses as well as coppers on the watches. Just drive by and see them chilling in their squads or ramping up their appetites at some free hotels they chill at. No supervision, no accountability. No wonder these criminals like robbing and thieving up there. The gels could care less as well as their bosses.

I was very proud to become a Chicago Police Officer 20 years ago, I beamed with determination and enthusiasm, Over the years I have seen other officers who should have been fired from the job promoted not once but several times we all have! Yes I have taken some of the tests and scored very well but not good enough only to see the top 200 on these so called honest lists a virtual who's who of the ranking families of CPD, one son or daughter, niece, nephew or member of a particular clique be made time and time again! We would sit at roll call and comment who connected to who, we all did it! The tests don't come to often here as we all know but give us a fair chance! "Never". This can and has destroyed the very heart of this department the moral and determination, and now we hear and see in the news how Rahm wants to take away our health benefits and switch the retire's to Obamacare and soon ALL active city employees will be in the same boat, while exempting themselfs and the city council. They NEVER cut welfare or link! We all came here for the benefits and decent pay as we all know maybee we can do better in the private sector who knows but we answered the job notice! When I took the test there were 36000 apllicants now he has to ask 18 year old's to apply just so he can say look how many applied, but how many eligable to get hired, maybee 3000! He talks how the citys doing 1000 times better since 2008 but when it comes to you, me or any other city worker "Chicago's broke". Maybee we should send him a message without POLICE OFFICERS FIREMEN and other city EMPLOYEES doing your job what really would be the crime rate and murders in Chicago? If Rahm wanted to he can afford to pay for the benefits and pension fund remember you have NO social security, we paid our share but he continues to have money for everything but the employees, Catholic church Depaul, big business tax breaks, moving expense for companies, Riverwalk and so on! Maybee Rahm you need a reality check without US City employees this city will and can shut down!

For all of the talk about the police not policing anymore, I don't see it. I work in 025 and a lot of officers are pro active. Good for them. As long as you follow the rules, the department will support you. If you don't follow the rules you'll be screwed. Call me naive, call me young and dumb. But also call me a working police officer who isn't afraid to stand up to shit heads.

Weis did more good for the dept then any other Supt. He didn't destroy it like McScotch. The only bad call was the Cozzi incident and that was Kirby's call. Who brought us carbines, the Glock, relaxed uniform standards. He didn't fuck with the Detectives Division or close district. Did you forget the idiot beating up the bartender? That made national news. We are our own worst enemy. Go sleep it off on mom's couch.

Well here I go again. I get to work and there he is in all his mustachioed magnitude. XO M.R. Flittering about the station scowling at the desk crew, scowling at the street cops, he even looked at me once with a look that said to me "I need booze". I go to roll call and find out the XO is upset that cops want to better themselves and study for the upcoming sergeants test, he's upset that cops want time off, he's upset that he has made the blog, he's upset that his power lifting hasn't made his bloated beer belly disappear. He's upset his bowel movement can still be smelled throughout the station. Most of all he is upset a lt in another district put that letter demanding more work before he did. Let me tell you I came into work today not only to work my warrior watch with my comrades in arms but because I wanted to help the citizens of this great district who are under siege by ne'er do wells from the south side. I wore my best uniform shirt with the extra crisp fold lines, I shined up my shoes, my god man I would make a drill sergeant in the marines pee himself with pride! Then I have to hear that a man making well over 100k a year is all pissy because no one likes him so he is going to take it out on everyone who doesn't drink with him. You know what I decided to do? Yep I requisitioned my cruiser and went and found my spot in between shrubbery and began studying my orders.
How bad as the once most desired district in the city become? I would rather make sergeant and get sent to 003 than work for this alcoholic dogfart.

Why would you think the number of responses indicates how important we think a topic is?
I don't need to post anything about Emanuel's plan to financially destroy CPD retirees. I have my plan in place already. And, how many times can we respond, "Yes, the mayor is intentionally, systematically bankrupting City employees and retirees"?

My humblest apologies to working coppers everywhere, I am so sorry to see what passes for leaders on this job today.
I came on in 1982 and learned that my Sgt. was supposed to look out for me and be a buffer between the WC and other bosses.
When I miraculously made Sgt. I set about doing what I had learned from great men before me. Too often I see my fellow supervisors challenged by the simple task of looking out for the guys working.
I salute you as I head out the door, 55 is just ahead and I'm gone.

Lets see, 12 captains, 5 from districts. Units are the place to be with a 59% win! Districts are losers with 41%. Keep this in mind while you are studying for the Sergeants exam if you are in a district.

200 promotions - 30% 'merit"
=140 spots for non clouted. - 59% for units = 57 spots for those in districts.

So, if you are in a district, be sure you score in the top 50.

Well here I go again. I get to work and there he is in all his mustachioed magnitude. XO M.R. Flittering about the station scowling at the desk crew, scowling at the street cops, he even looked at me once with a look that said to me "I need booze". I go to roll call and find out the XO is upset that cops want to better themselves and study for the upcoming sergeants test, he's upset that cops want time off, he's upset that he has made the blog, he's upset that his power lifting hasn't made his bloated beer belly disappear. He's upset his bowel movement can still be smelled throughout the station. Most of all he is upset a lt in another district put that letter demanding more work before he did. Let me tell you I came into work today not only to work my warrior watch with my comrades in arms but because I wanted to help the citizens of this great district who are under siege by ne'er do wells from the south side. I wore my best uniform shirt with the extra crisp fold lines, I shined up my shoes, my god man I would make a drill sergeant in the marines pee himself with pride! Then I have to hear that a man making well over 100k a year is all pissy because no one likes him so he is going to take it out on everyone who doesn't drink with him. You know what I decided to do? Yep I requisitioned my cruiser and went and found my spot in between shrubbery and began studying my orders.
How bad as the once most desired district in the city become? I would rather make sergeant and get sent to 003 than work for this alcoholic dogfart.

First of all, I have found that most people who utter the phrase "grown ass man" aren't usually much older than about twenty-five. Secondly, I have a right to believe what I believe based on fifty some years of life experience. Therefore, I stand by my prior statement about "a certain class of people" since it is becoming a full time job keeping them out of my pocket. Lastly, when a police officer is conducting an investigation, making a traffic stop or acting in his or her capacity as a law enforcement officer, the least I can do is be polite, answer their questions, etc. If I have done nothing wrong, I have nothing to hide and nothing to worry about. While I do respect the police and appreciate that they have taken an oath to lay down their life for me should the situation arise, I'm also aware that they have rules about something called the use of force. So, when people start acting stupid and something bad happens a grown ass man has nobody to blame but their grown ass self.

You are a young or very short minded police officer, and I don't mean that disrespectfully.

Each Superintendent makes very small but effective changes. Each of which benefit a political agenda that empowers the mayor's office, and weakens the FOP and its membership; that being you.

Corporate strategists (CEO's) learned a while back that if change came to workers in slower modes, over longer periods, the majority of workers wouldn't notice the changes. They were very right.

Picture CPD 10 years ago. Now picture it today. That's a major change in both daily patrol function and political rule.

Look at the bigger picture: Who was appointed to the police and fire board and why?

Who was appointed to IPRA and why. Who called on her specifically, and who did she hire as assistance and why?

Why was Weiss called to fill the Superintendent spot, and not CPD; it wasn't to prevent Federal oversight- intervention, it was to scare the shit out of the top brass, and to piss off Cline.

In the last six years your entire top level administration has been civilianized. And there's more to come. Slowly, over time.

What state senators and lobbyists have been changing laws that prevent you and I from reasonably doing our jobs?

Do any of you know what laws were changed? The D-unit does.

Slow changes, and civilianized police administrations who are loyal only to the political head.

One, that is the same logic used in the run down areas and gang infested areas of the city. "no one likes a rat" "no one likes a snitch". Verbal aswell as mental and physical abuse also usually follows(apthough I doubt you guys are pounding each other... Save that for little ol' bartenders). So anyway, im scratching my aching head as to why a certain group of people complain about another certain group of people never want to be "rats" when they them selves have a blue line of silence... I mean should just pull their buddies to the side. I dont care if it was a murder or a cookie, guy.

Now, "not a cop", I am 47 years old. Of course if Im walking down a public street where officers are conducting an investigation on a crime scene and one yells "move!", im moving. Of course if I get pulled over for a traffic stop Im going to follow compliy with what officers want me to do. Does that mean becuse he/she is my "authority" that when they ask(and sometimes tell me) that they want/will be searching my car I allow them? No. I keep using a search as an example because that is exactly where officers let "authority" go to their head, and the naive allow them. The way you use the word in your 2nd post is very different in your second. "authority" is what parents have over anyone under 18. Police officers don't have authority over me, they do have my respect and willingness to cooperate, but I do k ow my rights. People on the south and west sides, that certain class of people, don't. Not everything in life is black and white. There are many shades of gray in between. To compare someone turning in a murderer, rapist or other offender of a serious crime to someone telling on someone leaving early is ridiculous. How does someone know why someone else is leaving early? I'm sure you're the person in the office who monitors what everyone else is doing and runs to tell the boss, yet when you do it, it's different. Again, if you're at work watching what everyone else is doing, you're not doing your job.
