Amazing Numbers by NYPD

Can a major metropolitan city survive without an engaged police force? We might be finding out shortly:
  • It’s not a slowdown — it’s a virtual work stoppage.

    NYPD traffic tickets and summonses for minor offenses have dropped off by a staggering 94 percent following the execution of two cops — as officers feel betrayed by the mayor and fear for their safety, The Post has learned.

    The dramatic drop comes as Police Commissioner Bill Bratton and Mayor Bill de Blasio plan to hold an emergency summit on Tuesday with the heads of the five police unions to try to close the widening rift between cops and the administration.
Look at these numbers:
  • It has helped contribute to a nose dive in low-level policing, with overall arrests down 66 percent for the week starting Dec. 22 compared with the same period in 2013, stats show.

    Citations for traffic violations fell by 94 percent, from 10,069 to 587, during that time frame.

    Summonses for low-level offenses like public drinking and urination also plunged 94 percent — from 4,831 to 300.
    Even parking violations are way down, dropping by 92 percent, from 14,699 to 1,241.

    Drug arrests by cops assigned to the NYPD’s Organized Crime Control Bureau — which are part of the overall number — dropped by 84 percent, from 382 to 63.
THAT is how you stick together. THAT is how you bring politicians to the table, hat in hand. We wouldn't be surprised to see the unions demand the mayor's resignation. They probably won't get it, but they may ask, just to make a point.

All major metropolitan police department union leaders should get together and respectively tell their departments to do just what out job entitles for a couple days to a week. No proactive police work, just answering calls and acting if need be. Nypd, CPD, lapd, ppd, etc... Just for a couple days. It would be beautiful. It would show the politicians the people are still in power, and police aren't mindless morons who are there just to serve "your" agenda. It would show police aren't expendable and shouldn't be treated as such.

I work in New York city. The police are excellent, and the mayor is an embarrassment. He showed his true feelings with his outlandish statements about the police department and they should never let up on him, regardless of his mealy mouthed, insincere statements since the officers were shot.

Way to go NYPD! Keep sticking together and see if you can drop the numbers even more. This is what the Mayor and his friends asked for. What they did to you guys deserves nothing less and should never be forgotten no matter how much the Mayor and his suckhole Bratton try to play nice and fool you. Bratton should be ashamed of himself. He knows who Delblasio is but he would rather support the Mayor than the troops. Keep up the good work!

I read something right after the two NYPD officers were killed where their union leaders (I think it was them) said for the p.o.'s to only respond to calls with two units, and to only make an arrest when absolutely necessary. The first part about handling jobs with two units sounds good, but is it just me, or does the part about making no arrests unless absolutely necessary sound like it may constitute a job action? Would that fly here or does that violate state law? I know that our union wouldn't even get close to what the NYPD union guys have said, but Im wondering if that was said here would be illegal. Some of those numbers were amazing...10,000+ movers to 587?!?!!!! That's great. Almost 15,000 parkers to just over 1,200?! Mind-boggling.

We want law and order. We want our grandparents and our wives and children to be safe. We will support the police over the socialist politicos as long as the police are supporting law and order.

If you want police support from the common people across the US to evaporate like spit on a griddle, make this a craven political power play. If people see this as a squeeze play to get fat raises in next year's NYPD contract, the police will be despised as much as DeBlasio.

Here, some double-merit promoted lieutenant with less than 20 years on the job whose ass hasn't seen the seat of a beat car since they got off probation will have the blue shirt hairgels straying into gray areas daily to bring in bullshit activity.

Noncompliance will be met with your start times being fucked with, separatation of partners, denial of time off, being stuck on undesirable details and having sergeants haunt you all tour for bullshit.

Guys here talk a big game on how they'll refuse to take out a car that's less than roadworthy and down any car with so much as worn wiper blades.

They talk shit about not writing contact card the first without a direct order or having the WC put their 'quota' on paper.

They swear they won't do anything proactive or generate revenue for the city everytime their lunch is denied.

And then...?

They're writing Movers, Parkers and ANOVs like they're going out of style. They're impounding cars like there's no tomorrow. And they're performing like circus seals to stay on Tact or that early car.

And then there's VRI. Coppers that can see past the fast cash know exactly how detrimental that program is to both CPD's camaraderie and the state of our pension - and how such programs ultimately benefit the city, NOT US.

The majority of CPD coppers that had enough balls and intestinal fortitude to pull off what NYPD is doing now left the building sometime circa mid 90s. The old timers that would tell a jagoff sergeant or WC to go fuck themselves are pretty much extinct. Current day CPD coppers (using that term very losely) fawn over McBoozehound at social events and can't wait to shake Tiny Dancers limp hand at awards ceremonies. They wouldn't dare to forego the handshake and photo.

God bless the NYPD. Keep up the good fight brothers and sisters. We are proud beyond words.

My maternal uncle is a cop in New York. I'm sad to say that you can't compare the two.

There is still a Predictive Policing Project. Still mostly funded via NIJ grants, And no one from the "CBU" was promoted. Goldstein left for the private sector and the Sgt and handful of PO's are still at the same rank.

As for NY I doubt anything will change. Delblasio will stay quiet for awhile and then go back to seeking Al Sharkton's advise. There is a TWO TERM LIMIT for Mayor of New York. I am not sure where De Blasio is on that timetable.

But here is a nightmare scenario...

De Blasio stops hiring cops.

He then hires or contracts Acorn or SEIU to become some kind of just over minimum wage bunch of ticket writing machines to turn loose on the public.

He buys off the police union heads with cushy and lucrative retirement jobs to keep them quiet.

Fudge the crime stat numbers so he can say crime is down when everyone knows it ain't.

He brings in a Hatchetman to cut the NYPD down to size.

Could that Hatchetman be McCarthy?!?

Like I said, a nightmare scenario.

OK Dim-bulb, nobody said NOT to do your job. There is a big difference between enforcing the law and generating stats and revenue for the bosses/city. NOWHERE in the police job description does it say anything about generating revenue through tickets.
Nothing says you have to write tickets (parkers, movers, ANOVs). If you stop a car and give them a break by not writing a ticket, you still have enforced the law and according to legal standards you have made the roadways safer. A dope arrest: if the person is "turning in" the drugs that they have on their person, and you inventory that as a piece of found property, haven't you accomplished the same thing?
Nobody is saying "just show up and sit in your car". They are saying to use discretion in handling assignments and to avoid generating revenue.

The taxpayer deserves a police force that continues to make arrest and actively deters criminals that should never be slowed down. Work stoppage??? No, I call it 'preventive measures to stop public negative opinion'. Public constantly berating cops as if they are NOT human WHEN THEY ARE DOING THEIR JOB! Cops get the bad image of being a bad guy because let's face it - people don't like when they give out summonses and those who get summonses say cops are wrong because they didn't deserve it, cops have no feelings or even that cops are doing it for the money. Then on the other hand, when people get arrested, people complain that cops are abusing their civil rights, cops are doing it for their quota, cops are wrong for arresting them, Then you have people spreading stories and complete LIES against the police when arrests go bad. The next thing you hear is that the cops broke every bone in his body, STRANGLED him, KILLED him.... FOR NO REASON because they are only RACISTS - and yet, nothing is mentioned that the mayor himself WANTED the very law enforced that STARTED a certain incident where someone died. Parents WHOM TELL THEIR KIDS that they have FEAR the cops now can tell their kids their chance of even meeting a cop when they hang on the corner LOITERING, SMOKING, DRINKING is almost non-existent now so they have NOTHING TO FEAR- right, Mr. MAYOR??? Now the public can't complain about cops when they interact with the public while enforcing laws and then calling them the gestapo, POS, CORRUPT, Violators of Civil Rights or threatening cops with DEATH, threatening violence against cops families and homes.. I remember when I came on the job in 1989 and we had a ticket slow down which the majority of the coppers stopped writing but you still had the suck-ups that wrote because they were worried about their car, days off being canceled, etc. NYPD truly are impressive in how they stick together ~ we could learn from them!

Something like this happened in Chicago in the late 80's. It never worked because some of the most vocal Union people were still writing tickets. They were bringing the tickets up to the commander's office on the sly. The WC in 007 called us in to counsel us ( per the commander ). I was looking around for the rest of the people. There is nothing in any contract or general order that say, "police must acquire revenue." There is nothing that says we have to be proactive and conduct field interviews in nothing suspicious is going on, or conduct traffic stops, parking enforcement, etc.... Police just have to answer their calls, and act when they see something illegal that will cause harm to others.

A lot of people are saying this department used to stick together. I don't see it. I don't think anything changed, Its always been a Whats good for me department. It's stuctured that way. They keep us in the city (nypd doesn't), no promotion test for 9 years (not with nypd), keep man power low here, a constant stream of the same merit hacks making it sgt then lt, then appointed to captain. Chicago is constantly losing jobs/businesses, while New York seems to be attracting them.

Don't fool yourself, Cpd was and still is being ran this way on purpose. If CPD ever did what nypd is doing, the politicians wouldn't know what to do. they are terrified that what the nypd is doing will catch on. The police have the political power. We make a pretty good buck to do what we do. We get time and a half to work vri. The mayor has never to my knowledge came out and said anything negative about our police force. The supt is probably as supportive of us vocally as ur gonna get as a supt. He might have some unconventional ideas that I don't really think are working that great, but he's trying something new and different and we reap the time and half benefit from it. So, what's so bad about working here? Maybe the clout promotions, I'll give u that. But outside of that, it's not bad here at all. At least I don't think so.

honestly, I think that every PO should look at the history of Policing, to understand that from the 1972 onward, the game has changed. Prior to 1960s, comparitively a PO made the equivilent of about 50 dollars an hour.

Today it is in mid 30s. you are asking yourself why? There are more dumb ass POs. from 1960 there were 220,000 POs nationwide. by the mid 1980. the numbers were 650,000. Why? The ramp up of the war on drugs and the delegitimization of the Police as a muniple entitity to a revenue generator.

Policing should not be viewed as a way to make money, it is a deterent. And in the end, You get a police department that hires $12cops. and there is a line through the door.

The deaths of two officers is a powerful motivator and spurred our New York brothers to act. Don't be too hard on our officers for not being as motivated, but Mayor is just as dangerous to us.

I hope it won't take a double homicide of our officers to get the Department to fix this problem of a razor thin blue line of officers in the Districts. there are so many officers wasted in areas other than Patrol. This is a management crisis and falls on the shoulders of our Superintendent.

No one is stopping doing their job, you fucking douchebag. "Real cops" will always do what is REQUIRED - any copper worth his salt and who respects his oath will never lay down when it matters and when things HAVE to be done.

That said, "real cops" with a lick of common sense will use the tool called DISCRETION in making their way thru day to day activities. We DON'T have to write every illegally parked car we see. We CAN give warnings instead of issue tickets. We CAN shoo the mopes off the corner instead of arrest them. Sans a real complainant willing to sign complaints, our imaginations are the only limit when it's time to decide whether or not to enforce just about any violation in the ILCS and MCC.

As far as handling adversity and criticism every day? That much is true, depending of course, where you work. However, no one should have to endure exorbitant amounts of adversity and criticism from the upper echelons of the very organization in which they're employed. In most professions, affected employees have grounds to seek redress for harassment or being subject to a hostile work environment for such bullshit. Are the police just supposed to lay back and take it in the ass? I got news for you pal - that ain't gonna be happening.

When the president, mayors of cities, prominent community figures, celebrities and even police chiefs openly back the criminal segment of society over the men and women sworn to maintaining the fine line between law and order and complete chaos, pushing back and sending a message that the police aren't the enemy is mandatory.

And in case you haven't been paying attention, "half reasonable citizens" don't appreciate flash mobs tearing up their malls and tourist attractions. They don't like being the victims of racially motivated thefts/robberies/beatings on public transportation. They don't appreciate the lies being force-fed to them via the MSM portraying pieces of shit like Mike Brown, Eric Garner and Trayvon Martin as martyrs who were senselessly "murdered" by police. And they sure as hell don't appreciate having their police officers murdered while serving and protecting an ungrateful segment of society that most "half reasonable citizens" wouldn't miss if they ceased to exist tomorrow.

Liberals like yourself are getting the police you want. All that marching with and coddling of the criminals in protest of the big, bad, heavy-handed racist police? Well, what you're seeing is the dividends of all your hard work. You can't have it both ways, Mr. Antiestablishment. The police have adjusted accordingly, and self-preservation is their primary objective. People only employ the police as long as the police contribute to the maintenance of order.

I concur with SSC that politicians vomiting endless new laws for law enforcers to enforce makes the cops a contributor to DISorder, but the trend is not our friend.

Work stoppages that contribute to increases in ACTUAL crimes will cause people to question why they're bothering to pay cops' salaries and pensions. Go ahead and stop enforcing the picayune BS victimless crime laws, but if you think you're a true monopoly, recall that there are zero things for which no substitutes exist.

Where cops sit down and do nothing, citizens will by necessity fill the void. "Vigilance Committees" are a predictable result when violent or property crimes are not suppressed. That's not the most orderly way to do things, but as the USA's "just-us" system fails around us, it seems inevitable.

As a retired guy, it is easy for me to say anything about the job and not feel the effects. But, I can tell you that if I was still working ( and I did aggressive pro-active work) I would just answer my calls, do reports. Nothing more. No tickets, no arrests unless no choice and wait for lots of back-up for everything. I do believe that most of the citizens are behind the police, but as you can see, no one and I mean NO ONE is coming to the defense of the police. Not the media which stirred up the latest events, to the mayor or elected officials. If you are caught up in some controversial event you will be strung out awaiting your fate. The stress alone can kill you and you might even be a loser in a civil law suit. The left wingnuts of this country do not want proactive policing. They say you are criminalizing the black youth and you are the cause of the high crime in black areas. They want you to stop all pro active work. So do so and give them what they want until the political class calls a halt to the slow down and comes out in support of the police.

However, I don't think it's going to be received by the general public as anything but a temper tantrum. Especially in a time where cops are looked at cross-eyed for everything. Especially if crime doesn't go through the roof as a direct result of this slowdown--it might just be a point made for the 'we have too many high-paid cops' argument.

Look at what happened here--lack of activity just meant replacement of cops in the form of 8-9 different agencies that can write parker's, ANOVs, etcetera. Not doing your job, repeatedly, means you cut your own throat in the end.

They/we can use our discretion to overlook or pass on some of the minor things. Those minor things produce revenue for the city and set " indexes" aka quotas for future policing.

For our Police Department to be equal to New York based on population we would need to hire an additional 2000 Police Officers. Yes, if it's all about the children and violence then why is this administration keeping our murder rate at 1 in 6750 citizens versus New York which is 1 in 26,128. I was reading some liberal writings and they are pissed at NYPD for slowing down and turning their back n the mayor and for the audacity to speak out against Deblamios siding criminals and saying how his half black kid should be afraid of the police. I was watching a video of some fool doing an Ellen dance. He snuck up behind people and dances like a fool until they notice him. He's lucky some thug didn't kick his teeth out. What the hell are they thinking, pranking people like that. Unfortunately, he did this to some NYPD cops and they cussed him out and pushed him and he fell on the ground. All on video. His little dance is quite offensive, but I'm an old prude, he was gyrating his fucking hips at people. He's lucky no one kicked him in his damn junk. Young people and liberals just don't get it. You don't do things like that to people. It's not polite, it's in bad taste and it's not funny. I did notice he only was videoed doing his nonsense to white people and older black people.

Police have support because they are being targeted by thugs and crazies stirred up by race-baiting, demagogue community organizing in-over-their-head politicians. We want our police to be safe. We want law and order. We want our grandparents and our wives and children to be safe. We will support the police over the socialist politicos as long as the police are supporting law and order.

If you want police support from the common people across the US to evaporate like spit on a griddle, make this a craven political power play. If people see this as a squeeze play to get fat raises in next year's NYPD contract, the police will be despised as much as DeBlasio.

The number of police officers killed in the line of duty increased in 2014, a report by the National Law Enforcement Officers Memorial Fund finds.

In total, 126 officers were killed in 2014. That's a 24 percent increase from 2013, when 102 officers were killed. According to the report, the number of police officers killed by firearms also rose by 56 percent — from 32 in 2013 to 50 in 2014.

In a press release, the fund adds:

"Ambush-style attacks, as evidenced earlier this month by the shooting deaths of New York City Police Officers Wenjian Liu and Rafael Ramos while sitting in their marked patrol car, were the number one cause of felonious officer deaths for the fifth year in a row. Fifteen officers nationwide were killed in ambush assaults in 2014, matching 2012 for the highest total since 1995."

One important asterisk to this news: While gun deaths of officers have increased, they still remain 12-percent lower than the decade-long average of 57.

"Firearms-related fatalities peaked in 1973, when 156 officers were shot and killed. Since then, the average number of officers shot and killed has decreased
from 127 per year in the 1970s to 57 per year in the 2000s," the report notes.

I, repeat I, paid into my pension for twenty three years now. The city of Chicago's RESPONSIBLITY was to match my contribution. THEY chose not to. Emmanuel continues to CHOOSE not to. Just because assholes like Emmanuel don't want to put in their REQUIRED amount into the pension and then raise taxes to cover it, does not make a "citizen" pay my pension.

Fellow officers and family members. Pass the word to boycott Chipotle Restaurants. A restaurant employee at a Brooklyn store did the hands-up display gesture to 9 NYPD coppers when they entered to dine. The police left without dining.

Chipotle claimes the emloyee was delt with but would not say whay was done. Spend your $$$ else where.

the other day i walked into the concourse level at the daley center venue for traffic court and i was shocked it looked like a ghost town nobody was waiting outside the courtrooms no lawyers, traffic violators, etc WoW traffic violators are not getting cited-Thanks, No Quotas!

The anti-vri people are an annoyance and probably a few people posting multiple comments. Over the past 3 years have put away over $20,000 that's NOT deferred comp. Remodled a bathroom and put in all new pipes throughout the house.

As someone much wiser and older than me told, "take the money because it's not always going to be here."

Same people bitching probably the ones thinking they'll use their comp time as a retirement fund. Good luck with that.

Does this mayor think these extremists don't watch the news and know when is the best time. The people of New York need to throw this guy out before some tragedy like 911 happens because of this guy.
