This Crap Again?

  • Chicago Police Supt. Eddie Johnson will introduce recruits to New York-style training methods in 2017 to improve the relationship between cops and a distrustful public, he said in a wide-ranging interview Wednesday.

    Johnson, searching for new ways to prevent a repeat of Chicago’s out-of-control gun violence in 2016, is taking lessons from New York City’s police training academy, which he recently toured.

    Starting in January, the department will launch a pilot program to change the way recruits are introduced to the neighborhoods where they’ll work.

    “Before they go to their district, where they will be formally assigned, we’re going to let them go there for a week or so and meet some community members,” Johnson said. “Then, when they go there for their field training, those same community members will partner up with them and take them around those communities.”

    Johnson said the training will help rookie officers distinguish between “the good people in the community” and the crooks.

    “I liked what I saw in New York,” he said.
We don't have to learn from New York. There's plenty of talent right here in Chicago if you'd just listen. We've been trying that New York crap on-and-off for much of our career. We even imported a top-cop from New York, and we all see how that worked out. New York didn't invent police work.

Here's a simple lesson from us and you don't even have to fly to New York to get it - you want to know how you spot the "good members" of the community? They're the ones going to jobs, doing homework with their kids, maintaining their property, going to church, driving their properly licensed vehicles, sleeping in their own beds at night.

We can't even imagine the liability involved when "partnering" with community members while they point out the ne'er-do-wells ravaging their communities.

by the way.....My mind is seriously thinking about my career and where I call home. I need 8 for 20 but I see trouble on the horizon. I dont want to be deployed to race riots where I become the "bad guy" and do time. Getting close to giving back my star. I have a backup gig but never thought it would be like this when i started...Hope Trump helps us somehow......

I am no dummy when it comes to organizational culture AND applying quality methodologies to organizations. With all "the talent" in CPD, I see nothing as to any Leadership or knowledge to apply basic leadership approaches to running the police force in a professional manner.

No matter what quality methodology you use, there are basic tenets that run the same across ALL of them. Deming's 12 points, TQM (Total Quality Management), TCI (Total Continuous Improvement), or Six Sigma, - all start with "Assess the Environment." That means take account of the current situation your organization is in. What is the current state of it?

We could list a number of inadequacies - but let's not waste time. Most of you know what they are.

Once you understand what you are working in, then you can start to make improvements.

That first step, never seems to have been taken - because if it was, you would know you are short good leaders in leadership positions and operations are run poorly. (That means kicking out incompetence - and we all know how hard that is in a Cloutocracy. Incompetence is not kicked out, it's usually put into a management slot due to "knowing the right person" and having that phone call made.)

We can go on in assessing and changing things, but here is what CPD needs to walk away with:

1) You need to understand the environment.
2) You must be willing to change the environment
3) You must be able to apply REAL changes to it.
4) You must be able to assess the changes you made to see if they have been successful.
5) If there has been no positive change, you need to re-assess the changes and change them again.
6) This is a constant and continual process.

Is this being done? Well maybe in a twisted, Chicago-style way, there is lip service that there IS a process but in reality there isn't.

Plus, what works in one organization and its culture, many times will NOT be successful in applying it to another organization. There is NO Universal Solution that applies across the board.

What fits at Company A doesn't necessary fit at Company B. (nor is it successful) You need to understand the culture and politics and make adjustments. Same applies to metropolitan police forces.

"Oh I like what I see in New York." - Well that's good, FOR NEW YORK! What works in Chicago is what works in Chicago.

That would be like going up to Alaska and saying, "Hey these guys really know how to police up here." Well there isn't a lot of Bears running through Chicago streets disrupting garbage cans. The police need to be prepared to deal with what is in THEIR environment.

Just like Florida may have police knowing how to deal with alligators in people's backyards and pools. Not a big thing - it's a typical situation. In Chicago, that "skill set" really doesn't transfer well.

What Chicago has is so far away from what Chicago needs.

First - you need good leadership and that is NOT in place.

Second you need to wake up and realize what you're dealing with, and that means you have the right equipment, you're trained in how to use it, AND you are not afraid to use it when the situation occurs. That being said - EVERY car should be riding around with a shotgun and a rifle. Not the right "police approach"? Stop listening to the "special interest groups" and start getting back to REAL policing and enforcement.

From a troll: Ed, you are making ANOTHER mistake. If you want to train the CPD, send them to the Mayberry PD in Mt. Airy, South Carolina. They have the most support and respect from the public anywhere in this country. So much so the top command of that department usually does not carry a gun and patrol only carries one bullet. Its in their shirt pocket.

They have years of video that are free for you and PPO's to watch and learn. Frankly, the results they have achieved are far superior to anything you will ever learn from NYPD.

My view.......

This isn't NY. However, it's starting to resemble Detroit.

I am born and raised in Chicago.
I love my memories of the city.... the neighborhoods, sports, fairs, etc. The Lake.... really!!!! What a fantastic lakefront and beaches.
Running and biking the lakefront has been a joy.

A decent home, in a ddecent neighborhood is now 300k +. No big deal.
A mediocre condo anywhere near the loop ( NSEW) is 500k. 2bd 2 bath
But....there is subsidized housing in the loop area where they get free condos or reduced pricing.
How the fuck does that equate?

I am heartbroken and have come to the realization that, IT IS OVER. We have lost the battle. By "We", I mean - law abiding, tax paying, hardworking, clean living, legal resident, lawn mowing, garbage in the garbage can, citizens.

Rahm, The City, The Shitheads (translation - asshole, do nothing, suck off the tit, take more than you give, people), whoever...
Have convinced me, to refinance my home for a 30yr. Great rate by the way....when I did. It.
I bought another home in the suburbs.....secondary home rate was a bit steep, but worth it. I had to keep my city home as primary.
My kids live better, better education, lower taxes on shopping. Property taxes are high, but worth it with education being FREE.
No meters to pay.
Not much violent crime.
No BLM
No housing ( well, I don't see it or have it shoved down my throat).
No Cook County and Chicago taxes. Taxes are still a bit high, but less than Cook Co.

Overall...... it is a break even deal, financially. And.....I will have a home I can rent out or sell to anybody I choose when I retire.

As I said.... it was heartbreaking seeing the good people of, what was once a great city, give in/be run over, by the shit that now
is controlling Chicago.

The only hope is, a person like Trump and his kind, taking a stand.
We need a Police State for at least two years here, to get the animals to stop carrying guns.

Back in the day...... coast threw a stop sign on 55th and Justine would get you stopped by the police. No driver license? Arrest
Custodial search subject to arrest - find gun OR - search of vehicle prior to impound.... find gun.
Charges once were approved for a felony UUW.
Now?
Nobody stops nobody. No guns recovered. JOE be driving around looking for a gah gah gah to shoot.

I have great memories.
Memories of great police work....seeing dude get caught.
Memories of being a police family. Why is that bad. Many great companies like NY Yankees, Apple, call themselves families.
Memories of going downtown.
Memories of fests.

The dream is over.

McCarthy took two years to acknowledge that we had a gang problem here. He honestly couldn't figure out why we had all there "shootins" and "murders". It was amazing watching his sputter through the COMPSTAT meetings.

Ham Head Ed will once again try to put that New York square peg in the Chicago round hole. The Community members will be all the misfits that are looking to game the system. They will be the same people that flocked to the CAPS meetings. There will be a smattering of decent folk in there, but the vast majority will be useless and cause the whole thing to implode.

If Ed and the rest had a brain between them they would already know this and look for some other way to make their mark. Sadly, they are not that bright.

You know these great people are not giving tours for free. RAHM has put more vote gatherers on the cities payroll through rich ass hats donating millions off the books.

Can i guess that Englewood has most of these great leaders who can't even clean up 1 city block. These leader seem to never create anything but they always seem to come up with ideas where the get a salary from the city.

I am also guessing that Special Ed has no access to officers home addresses. plenty of P.O.'s live in the hood that could have been a great way for those officer to receive some overtime and teach the kids coming in.

But you can hire these GREAT citizen whose families are regularly caught up in homicides for random reason with little education and nice suits.

It is true they did this before, with Gays. (Before we had openly Gay Cops, some of whom were going through sex changes.) The Community Representative would show up at Roll Call, talk to you in a condescending manner, and whomever the boss was in the room, he would give you a dirty look, if you asked any question that made the "Guest" uncomfortable. But this Partnering up is a whole new situation. So if you get in a car crash with You driving; will your partner sue you? Will Loevy & Loevy draw up the release from liability? While working in 018 under Cline's regime he started a program where 'community people' were invited to address the troops at roll call. On the first day, one of the reverends from Cabrini showed up with a female 'community spokesperson.' The reverend spoke for a bit, complained a little, then turned over the floor to the person of the community he invited to accompany him. She began by berating the police in attendance and overall used the pulpit to spit out her self-serving vile. Our Commander who was (ordered) in attendance, Bill O'Donnell (a Prince) was taken aback and totally embarrassed how this community trial balloon turned out in 018. He felt that it was 'his' fault that that his troops had to be subjected to this crap at roll call as he was a big supporter of the women and men in his district. Right after roll call, the Commander immediately drove to 35th Street and went in without an appointment or notice to see Phil Cline. He told him in no uncertain terms that the idea, as evidenced in 018 was a complete sham and a failure. He said he was embarrassed that he had to subject his (2nd Watch) roll call members to this type of verbal admonishment as a whole by some alleged 'community spokesperson.' He continued further saying that he felt even more responsible and embarrassed by this 35th St. idea/debacle in that those in attendance sat there as true professionals, not confronting nor challenging the obvious BS spouted out by the spokesperson to her 'captured audience.' He indicated that his police officers in attendance at the roll call apparently realized that he too was set up by these speakers and that he was merely following orders and a new policy instituted by 35th St. He said he felt that they only did this out of respect for him (true)and that was a sign of the caliber of people at roll that he felt that he not only let down, but indirectly slapped in the face. He told Cline in no uncertain terms that this was a complete failure and a major set back of any semblance of morale in 018 or the department as a whole. Apparently O'Donnell made his point. Cline ordered then Deputy Charlie Williams (now Sts/San) to appear at the 018 2nd Watch check-off that day and apologize in person to all those members who were at that roll call earlier that day for their embarrassing experience. That was the first and last day we had those particular community representatives talk at our roll call in 018. That was over 10 ten years ago, and I'm aware things have drastically changed on the job. I only posted this as one example of SCC's statement that this has been tried before and failed. Personally, I had a lot of respect for our Commander at the time and they way it was handled 'after the fact' without comment on the other players of the command staff involved.

The NYPD has 36,000 police officers, not including Port Authority police and other arms of local law enforcement. In Chicago we are operating with approximately 6,000 working police officers. If Tiny Dancer wants NYPD results all he has to do is calculate a simple multiplication problem and increase the size of CPD by 500 percent. Then again, he's only counting with 9.5 digits, and just like his physical stature, we'll always be "shorted".

Working tact back in the 80's-80's we had an arrest book like we used in the Area (after making Det by testing well). That along with the mug shots would help any newcomer get an idea who is and who isn't a problem in "the community" and pin point where they have been pinched, you know the corner they are holding down for their nation. The problems are just like lamp posts they just stand in the same place and move a little with the wind, usually from their ass.
Biggest question are "the folks/people" from the community getting paid to spot the do nothings that litter the public way with "their right to assemble" or are they doing this out of their concern that "no one will be profiled".

Don't know about all the command ranks because of CORRUPTION in New York this is how you make Sgt. Take a written test if you make over 70% then you get to add in extra points for seniority and awards The extra points that are added in won't get you promoted unless you did well on the written part. Never happen in Chicago!

OT: tac officers were told In 011 that the thin blue line American flag had to be taken down in the tac office because someone complained and it's considered a political statement. This flag is in a private office where the public can not see it. Order came from captain to good to say hello or say anything at all to you sesso.

I've worked tact in 011 for 20 years I have never seen an American flag in the tact rooms. So this is someone just trying to start shit. Speaking of season he has had a nice police career. Those "Key Points" I outlined were to review Command Staff and their concepts - not YOU in your job on the street.

If you read carefully, I said each car should be equipped with both shotgun and rifle (AND each of you would have to have the proper training to use them). Do you even know how to use an AR-15 or are you intimidated by "big guns"?

You wouldn't need training if you came out of the Military, but I doubt if you served in any Ranger outfit, SEAL Team or Marines.

That's the problem. You probably got on because of some clout.

In the REAL world, your Command Staff would be thrown out in a New York Minute. People like me are NOT impressed with incompetence and bumblers. AND, we see through them pretty quick.

Your life on the street depends on people leading you who have no clue as to what it is to BE on the Street.

That Assessment I talked about would weed out all those incompetent "Merits" and require them to be replaced with people who know the streets AND who can LEAD people. Notice the word I used - LEAD - not manage. No one likes to be "managed" - including you (probably?).

So before you criticize me, Patrolman Crapper, realize that I could run CPD a LOT better than anyone with a Gold Braid or a Gold tooth.

In one post, I pinpointed a HUGE problem with CPD - the Command Staff (which I think most would agree with) and I also gave a recommendation that should have been instituted years ago, after the LA Bank debacle where LAPD was outgunned on the street.

Shotguns and Rifles in every car - and EVERYONE should know how to use them and not be afraid to use them. If not, get off the force.

Who is going to introduce the NYPD pension policies to Rahm and Rauner? A city much larger than ours with a Police Dept 3x our size has a almost fully funded pension fund and the benefits to retire are phenomenal compared to our lovely shithole of a city.

I understand that some top brass went in New York recently to is it thier new training facility all paid for by New York and all including our own Eddie Johnson was a total embaerase mentioned and some never went to any training, opting to site see, eat and drink. Hey Eddie. You must be satisfied with 750 murdered and over 4200 shot and wounded. You must also be satisfied with the overall clearance rate of 20% for all crimes committed in Chicago. That means 1 out of 5 criminals are convicted for their crimes. Seems to me that this is a police force that looks out for the criminal and not the tax paying, God fearing, law abiding citizens. A leader who wants to win the war is always looking for ways to make his troops more effective in pursuit of winning/ protecting the citizens of this city. You however are constantly looking for ways to make your troops less effective to ensure the enemy wins. The men and women of the CPD are the example of how a civilized society should conduct themselves both lawfully and morally. The law of the land is the law created for everyone to comply with or face the prescribed remedy. Yet you want to alter the law of the land to brainwash your troops to accept the recommendations from the enemy who is not civilized, is morally deficient and lives by the law of the land. Criminals and their families never trusted the police and to this day do not trust the police because they are the only entity that can arrest them for their unlawful activity. Law abiding families trust and admire the police because they conduct their lives obeying the law and respecting the authority our government has entrusted to our police officers. The difference between today and 20 years ago is the criminal feared the police. This mayor, crook county board president, sheriff,superintendent, aclu and media has taken away the fear factor and are content with the new levels of lawlessness, violence, murder and mayhem the have carefully manufactured. The presidential election has awakened a sleeping giant who wants law and order restored and once again respected. The people have spoken and said the law of jungle is not the same as the law of the land. Until this happens in Chicago nothing will change. The corruption and lawlessness at all levels of government and society will continue and the people who obey the law of the land will continue to be victimized by those who their tax dollars support and live by the law of the jungle.

My New Years wish is that someone would start a blog designed to specifically document corruption in cook county government and the Chicago city council. It should include all city/county agencies and would provide a forum for a small amount of city and county employees who did not inherit the job because of clout. There are plenty of people out there who would like to talk about the corruption in Chicago/Cook County but do not have the forum. No bid contracts, the Chicago public schools waste and corruption, the ghost pay rollers who are still on the job or are now collecting a pension from their ghost pay roller position. The subject matter would be plentiful. I'm sure their are plenty of high ranking city/county officials who know plenty of unlawful activity that is happening and have intimate knowledge of who is benefiting. It's would need a catchy name though. Chicago Taxpayers Demand Accountability. The Chicago Way. Chicago Citizen Inspector General Hotline. Chicago's Drop a Dime on Corruption. Chicago Citizens Corruption Consortium. Any other ideas?

Well I'm no professor but it seems to me that if all people had a job or went to school in preparation for their job change would be swift. There is a huge difference in criminal activity between Norwood Park and Garfield Park. Why you ask? Norwood Park everyone works a legal job to provide for themselves and their family or goes to school. In Garfield Park their job is collecting government subsidies so they don't have to work or go to school leaving them with unlimited time to plot, scam and steal what they refuse to work for. You know something is wrong when momma says her son works the corner every morning and considers that to be a legit JOB. Problem with professors/Democrats is too much diagnosis and not enough common sense.

The new administrator in charge of the Skokie library does not want uniform policeman to just walk in any longer. Officers are expected to simply only stop by the front desk and announce their reason for going inside before allowed to go inside. The reason is the Library has private security to handle anything and everything inside the library. Another anti police public space in Skokie

Yea, sure, there are no hispanics or blacks in the suburbs. The suburbs may be more white than the city, but all of them except maybe Kenilworth have minorities in them.

As far as the culture/race thing goes, I was a bad kid, I grew up near North and Pulaski, was always in trouble and later I worked in housing and I spoke to a Lt. before I got assigned there and he commented how much of a culture shock white officers got when assigned there. Well, I was no wide eyed, clueless little kid and I was SHOCKED at the level of violence. Several of my acquaintances were murdered when I was a teen, dude, in the ghetto, the violence is unimaginable to an outsider. You would raise the shirt of an 18 year old and he might have as many as 3 scars from previous shootings. The police see and know this, the tax paying public has no clue. They are fed the diet of how bad cops are and these poor young marauders are somehow our victims?

When you break the law in minor ways all the time, breaking real laws is not much of a stretch. Ask the average Heather, law abiding, working person who just knows, since she has a college degree, she is smarter than you and REALLY knows what goes on, just what are these monsters doing and she hasn't a clue and won't believe you if you tell her. It just COULDN'T happen like you say!

Oh God, self-professed hero, relax. You say you're not talking about the blue shirt you addessed yet consistently use "you," "your," and other personal forms of address. Rifles and shotguns in every car? You invoke SEALs and marines... What is your military background? I know and am proud of what I did in the military and I have known and served with great cops. I agree that more rifle qualificatied officers is a salient decision but a shotgun? The only thing we use a shotgun for in the army is for breaching. It's low magazine content, high reload time, range, shot-to-shot recoverability and ballistics make it impractical and downright stupid for close quarters room clearance and combat scenarios and completely ineffective for distance shooting.

You, at the end of the day, are a complete clown. We have idiots in supervisory roles but we have the talent and tools necessary for good police work. Our supervisors tend to suck, true. However, the weak liberal mindset, defunct court system, corrupt media and police witch hunts have signaled the need to freeze any and all police action when a violent encounter with violent criminals is possible. I don't care what tool you have on your person, how proficient you are in employing such weapon system, it is useless if you face jail, loss of job and wages, and public/financial ruin as a result.

So go back to reading about heros because you'll never be one...clown

Hire po's born and raised in urban environments and familiar with its people and their issues. Also, give the incentives to patrol theneighborhoods they grew up in.
