- As a result of a BGA investigation and legal action, The City of Chicago and Mayor Rahm Emanuel have agreed to release all of Emanuel's private emails related to city business—subject to any applicable legal exemptions—and institute a new policy that will ban city employees and officials from using their private email accounts to conduct city business.
The city's change in practices comes in response to Freedom of Information Act requests and lawsuits filed by the BGA, and separately by the Chicago Tribune, and follows more than a year of hard-fought litigation and rulings by two Cook County judges that public officials’ emails are not outside the scope of FOIA simply because they are on a private account.

The "Better Government Association" is an oxymoron. On occasion, the BGA will criticize certain minor aspects of the most politically corrupt major city in the nation. But when it comes down to actual REFORM, listen for crickets. How else can you explain why the BGA does not passionately endorse and support:
(1) term limits for all elected officials,
(2) a recall referendum initiative that would be binding against elected officials deemed unworthy to serve by the electorate,
(3) aligning the per capita City Counsel representation with other large cities [Chicago should have no more than seventeen (17) wards/aldercreatures; NOT fifty (50)],
(4) accountability and transparency in the "merit" scandal of clout in CPD promotional policies. A generation ago, the BGA and TV Channel 5 was involved in the "smoking gun" evidence of the rigged "ExamScam" promotions. Bottom line: The BGA and WMAQ-TV did absolutely nothing to reform this incontrovertible and demoralizing corruption.
Just like the complicit local MSM, when push comes to shove, City Hall has the BGA in their hip pocket. It's the Chicago Way.
This is a total head fake by Rahm and the BGA. The BGA is going to let Rahm's lawyers decide which emails contain city business and be produced. Why would the BGA agree to let Rahm's lawyers unilaterally decide what should be produced? Because Rahm and Andy Shaw are buddies and Shaw knows that Rahm concealed his knowledge of the Laquan videos and other things. Shaw is agreeing to this to save his buddy in the hope he will be reelected. Shaw and Rahm are both hoping this will also satisfy the Tribune which has also sued Rahm to produce his emails under FOIA. It should also be noted that the BGA under the agreement is no longer seeking the production of Rahm's text messages. The BGA is a sham run by Andy Shaw. It only goes after politicians who do not share Shaw's radical left wing views. Since among other things Rahm has pledged that Chicago will forever be a sanctuary city, the Shaw run BGA will not let him be destroyed by the production of his most egregious emails.

Telling you right off the bat I'm not sure if this is true or not but I wish someone with absolute knowledge would confirm or disprove this story.
I was told that BGA President Andy Shaw's daughter works in Rahm's Office. If this is true, which I personally believe, it would actually show the improper influence that the Mayor holds over the BGA and the reason that anything that comes from them can't be trusted.
When I read in the Trubune this morning that the BGA was going to take the Mayor's Office at their word that there were no further emails I wanted to puke. According to the BGA "we are a small organization and......." I call bullshitt.
Subpoena city officials phones, text messages and media sent while doing their jobs. Police aren't exempt, why should these dogs be exempt. Seems like police officers phones used during major incidents is the new hot button topic down at headquarters....

In the email, Moore says something to the effect that saying Rahm suppressed the McDonald Tape was bullshit. Rahm just responds with an O.K., thanks. As if Moore was a nobody, and to Rahm maybe he was back then, when Rahm thought he would be V.P.! Everyday brings us closer, to Rahm being just another rich guy in Chicago. Over 600 victimized sergeants proved beyond all doubt that the 80% "oral boards" were rigged by CPD brass. The BGA and Channel 5 never even followed up on their TV corruption "expose". Daley stalled and the City got away with it just like Inspector General Joseph Ferguson will let the current "LIE-tenants" scandal disappear into oblivion. For years and years I have advocated for elected 'officials" being required to punch time clocks, with the records being open all day every day for inspection by nay Citizen who wants to look at them.
