Which connected asshole said it wasn't feasible to train every CPD Officer in anti-terror protocols? Luberman? Masters Masters Masters? Cholie Williams?
Have you ever noticed those barricades straddling the expressway ramps? Ever seen one operated? Do you even know who is in charge of them? You'd think that for some low-level stuff like that, we'd at least have some idea who's in charge of them, who operates them, what they're for, in case we had to shut down an expressway to make it one-way out of the city.
Nope.
And then there are the people who would see any evacuation as.....let's just say an "opportunity," and they are from all walks of life, so make no assumptions. Are we going to get the "shoot all looters" order?
Doubtful.
So keep dreaming that there's some actual "plan" in place. Not with the current crop of morons in place.

They have already implemented the plan. Tax the crap out of everyone so they leave.
There is an evacuation, albeit slowly, resulting from too much fuckery by the reigning political party.
Ok lets figure this out................. for the eclipse ( and I know that not all were sympathetic) it was a 64 mile wide stretch of Illinois. 500000 people went down there. and ot all of them came back north, many went back to the SW (Texas, Louisana etc)
There were NO TROOPERS in the area, no local LEO's to direct traffic. I 57 was a parking lot from Vienna to Champaign.. US and State routes were jammed to the gills...6 hours to go 200 miles for something that was known for at least 50 years. There is no way that his fucked up state could move that many people in so short of time..................
Leave my house unattended for a couple days? Not a chance.

If you are talking about city hall and those ass backwards mf at OEMC with no plan you won. They blew a mass evacuation set up for hurricane Irma victims from St.Maartin in the wild 100s after setting up shelter for them then cancelling it.
Organizing a large evacuation plan involves multiple agencies and one to take the lead meaning oemc=operation encompentent motherxxxx in charge. They caint organize a one car funeral let alone evac a funeral home

It was then Area 4 Deputy Chief Charlie Williams. This was at a staff meeting at the old 10th District Station on afternoon of March 17th 2003. This was in response to an inquiry that our front line troops has not received any training or equipment on how to respond to a 9-11 type of attack. He then said we should just listen to the radio for instructions and disdainfully snapped, "Next question. Next intelligent question."

The democrats are already evacuating the city. They are doing it with taxes. I'm case of emergency, all they would have to do is call a council meeting and pass a 'temporary' tax hike.

Back to the plan. Ask anyone how they are going to evacuate the hospital next time you bring a bleeding gang banger for treatment? Do they have a plan? Do they ever drill on it? Who is in charge? Is that by position, by name, or "we gave that useless job to the fuck up we cannot fire," like too many organizations?
Will they use buses to evacuate? Or will the buses sit useless in Chicago after the disaster? Just like the hundreds that flooded in New Orleans.
Where do the hospital patients go? Primary? Alternate?
Does your district have any responsibilities in assisting the hospital evacuation? Or the nursing homes in the district? Can anyone in the district even say yes or no about that?
What about the public schools?
Private and Parochial schools?
Daycare facilities?
Where do they go? How do they get there? What are the CPD Duties to support their safe evacuation?
Here is a real, simple question. Where will your police district commander evacuate to? Do you report there? Or do you report to a different district based on where you live? Do you report to the closest police district in an emergency? What is your route to avoid interfering with the evacuation routes?
Yep, that is their plan. Failure. Complete and total failure. Tiny Dancer, Alley Rahma and the Fifty Alderthieves better pray they never have to execute any of the plans.

I promise you those gates at the expressway entrances will last about 1.2 minutes in the event of a full scale evacuation. I said that the day they installed them and I continue to say it. If the government thinks they are going to keep us from fleeing this City in the event of an evacuation well then they are more stupid than even I thought.

During the Great Loop Flood, some years ago, the whole downtown area was evacuated in about 2 hours. The politicians took a lot of credit for this. They didn't mention that the same happened, and still happens, every evening at "rush hour".
Ever notice the huge green gates on Milwaukee just north of palatine rd. By the McDonald's ? They look almost tank proof and would block the road in both directions if closed. The project must have cost a fortune but I don't recall hearing about it in the news. I'm sure there is a plan and our ignorance of it is no accident.

Given Chicago's unique location and history, evacuating the city >should be< easier than most cities as depending on the severity of the disaster there's more options than in most places.
The first logical way most folks would think of is via the Expressways where you can go North, South, East and West.
After that there's the way you would have had to go in the years before Pres Eisenhower had the Interstates built and people mostly forgot about -- the US Highway Systems. These are most of Chicago's Major Streets and are marked like, US 12, US 7, US 45. The streets are Western Ave & Harlem Ave for North & South. Archer Ave to go Southwest. Milwaukee for Northwest, and 95th Street gets you East to Indiana and points East, US 12-20 iirc. note: I don't know much about North Side Streets so excuse any oversight.
And last but not least Chicago has 'The Rails'. Thanks to Chicago's unique history it has a Rail System like no other. Train Tracks going in every direction out of the city. And if the shit is really gonna hit the fan with some disaster, Trains will work. Metra Cars can be put on Amtrack Lines and every Amtrack car in the vicinity can be put into service for evacuation. This would be a last resort, like if North Korea got really squirrelly.
As such, If little old me can think of the above ways, I'm suuuuure that Tiny Dancer has a crack team of *Experts* that's responsible for Evacuation Planning, other Disaster Preparedness, and to coordinate with FEMA and all other Federal Agencies.
No really, I'm not kidding. I'm 'sure' he does.

Not to sound like a commercial for survival food, but my family, due to personal experience, always had a stash of food in our "bomb shelter". Today it is even easier with small water purifiers and freeze dried food. Also have enough guns and a shitload of ammo
You know, lotta sarcastic replies being put forth here, but there is still a need to know IF there is any type of plan in place.....maybe some dumbassss reporter could do a FOIA to the Mayor's office, the CPD Supt.'s office, the OEMC........instead of always towing the liberal agenda maybe some enterprising newbie looking for some name recognition could do that. Sure would be nice to know if there is any plan for a terrorist incident, massive riot situation, massive fire or explosion, and so on.
In the meantime, my brothers and sisters in blue, have a family plan in place......you know, a What-If plan.......containing pertinent information for all of your family members........where to meet(pick one home for all family members) where to go (far away) what to take with, (meds, money, credit cards, insurance papers, birth certificates, etc etc), maps, flashlights, weapons, etc...and do it fast!......a simple fireproof lockbox from Walmart is about $50.....wouldn't hurt for all CPD to each have one in the closet for these things....
I'm sure there's a plan, but it isn't for us peasants.

I didn't notice many, if any outside of downtown, those ramp gates on the south side.
Maybe the real purpose for those ramp gates are eventual NW side only Chicago Use Tax Tolls or installed by a private entity that had a deal with Daley-Blago to sell off the city portion of expressway system, like the Skyway and how Rahm is doing with the Water Meter scam.

I'm going back to the early 1990's in the Garfield Ridge area. About five of us were on the job, and another five or six civilians who were outdoorsmen were part of the group. We would meet once or twice a month, card games, have a few beers and often talked about a major event and what we could do to protect ourselves and family . For about 15yrs. we had guns, ammo, food, and a way to generate electric power for our back up plan. Most of the coppers in the group are retired and moved and the group has dispersed. The point, if anyone is depending on the city to come up with a plan for a disaster you need to see a psychiatrist. If your stuck in the City, get a few friends and family member on board for a plan of action. Something that would keep the people involved going for three to four weeks. By then the troops would be arriving.
The plan is There ain't no plan.

The ONLY people I'll be helping evacuate in the event of disaster will be my family.
I have no plans on reporting anywhere but home and then to a predetermined rendezvous point with other people of like mind where we already have provisions in place to house and nourish the families in our pact for several months. And anyone who gets in our way when we're trying to get the fuck outta Dodge will be killed.
I'll be happy to eat the number for cowardice, inattention to duty, being AWOP or whatever the department tries to pin on me. I'll deal with all that shit when I come back. If I come back.
If and when it happens, it'll be every man for himself. I won't be grabbing flatscreens from store windows like the NOPD coppers during Katrina, but I also won't be the sacrifical canary making sure everyone BUT me gets out. Family first, then friends and good nieghbors if circumstances allow. Otherwise..

Some of my family members did something like this after 9-11. After a few years everyone lost interest. With what's happening in Texas and Florida with shortages of gas, food ,water and lotting; the family members want to get together and form another plan.

the way the mayor has screwed up downtown with all those bike lanes and now bus lanes there is no way the cars will be able to get out in town. Elston ave has so many stop signs now and a bike lane that what use to be an alternate rt. to the Kennedy is useless now. Every major street leading out of downtown has lost a lane to the bike lanes. But who cares about our citizens as long as his brother and DIVY make their money.And now that he s combined fire/police in 1 building u can take out the command staff for a catastrophe in 1 shot.
A plan to evacuate Chicagoland? Hahahaha, you're completely fucked! Which is as sad as it is hilarious given that a cursory look at a road map reveals retardedly easy it is to leave the area compared to Southern cities, thanks to all those little country roads that radiate outward into farm blocks.
Thought that the expressway gates were placed to allow the inbound lanes to become outbound as well. If anything has been shown by this post, its the sad fact that the responsible agencies such as OEMC, CCEMA, and IEMA have not even attempted to educate the public about even the basic evacuation plan. Yesterday, "Through the Decades" on SeeBS had 9-11 programming. Prominently featured was then SeeBS "reporter" Queen Carol Marin who kept gushing about how FDNY & NYPD helped her when the tower collapsed. You would never guess that the same person extolling the NYPD is now the chief cheerleader for Nothing But Crap5's anti CPD mantra while inventing the Legend of Laquan. And then she flaunts her Peabody Award as proof of her journalistic prowess. Maybe she can come down to earth and report on Chicago's lack of competent planning since she shrilly tells us how she survived 9/11 as if she was a trained first responder.
