Budget Hearings

That time of year when we find out what cuts the city want from the Department:
  • More news from the CPD Budget Hearing:

    According to Chief Barb West, 522 officers retired this year and 417 last year. 100+ have dropped papers to retire in 2018. CPD has 414 blue shirt vacancies. A class of 100 cadets will start every month next year. Beginning in 2018, every officer will complete 16 hours of continuing education. Chief Melissa Staples said 200 detectives will be made in 2018 and the clearance rate is now at 35%

    Some startling news for all those new POs and Detectives, no additional ET's added to the budget for 2018. They will remain at 110 for the entire city. Subtract about 25 that work inside, that leaves 85 working the street spilt amongst three watches. At times you have 5 ET,s working days and 8 working afternoons. Now you factor in that there is now only ONE FI working the streets and he is on midnights POs and detectives better pack a lunch waiting for service from forensics.

    The commander can give two fucks about how to properly run the unit. You went from 130 ETs and 40 FIs 8 some years ago to just 110 ETs and 1 FI today. So crime has risen yet those tasked with collecting evidence to solve those crimes have reduced drastically.
No wonder nothing ever gets solved long-term - lack of evidence collection.

Leave the ETs only. They bust their asses on these scenes. Most people dont realize what these guys have to do with all that evidence. So i give massive props to them. Former et here retired

Business as usual. Stop bitching. And move along. If the E.T.'s would recover more prints, then maybe more crimes would be solved and they would allocate more manpower. I'm sure your Commander just like the rest keeps asking for more manpower. Just clear the board and see where that gets you. Nothing!!!!!

There are numerous ET's and PFI's working inside that are not needed not just the captains wife. The Commander, LT and administrative SGT's in the unit could care less about those working the street and going from job to job to job. This was made very clear recently when an ET took his own life. Barely talked about some finding out from the department fax. I guess if we don't talk about it then it never happened. The constant carnage and bloodshed they see can have a very damaging affect. The suicides and abuse cases especially involving children cannot be erased. Those images can have very serious long term affects. Yes, all police officers handle these jobs but the evidence technicians have them on a constant basis.

These working E.T.'s, (not the inside)...Are really over worked with no help in sight. With all the overtime, they guys are walking ZOMBIES. So GLAD I retired from the unit....

Almost no crime scene work because of minimum manpower and you have the low clearance rates that Chicago sees now on a yearly basis. Our (non-existent) crime lab and the forensic work that the ETs and the FI does is a joke.

Absolutely false about the Commander asking for more manpower. The commander has admitted that he has refused to ask the department to promote more FIs. For whatever reason he has eliminated the position of FI through attrition. It make absolutely no sense.

Continuing education? As in more "training" to shift liability to the PO. Is this their interpretation of the DOJ's report regarding the non existence of actual training. Typical department nonsense, so what training has come about as a result of the McDonald incident? The ridiculous use of force training, not the training in tactics and firearms that the DOJ intended. To all our NOBLE leaders, it is a proven fact that officers who are better trained in firearms and tactics use less force in general and are much less likely to use deadly force. I know this is a concept is lost on our leaders, consider Bard West, do you think she ever had to do a TRR or ever got into a foot chase? I won't even waste time speculating on whether she was ever involved in a deadly force incident, it's hard to handle a firearm when you are carrying a pillow.

Kujo Joseph Murphy needs to go out to pasture. Look at the clouted inside jobs, look at the over time of the sgts and lts. Murphy has destroyed the unit, ets are not sent to the 016th or 022nd Dist, Murphy says property crimes do not count, so forget fingerprinting in a timely manner. This cancer believes that the tax payer does not count. Murphy Is a civilian and demands to be called Commander. 19th Ward Patronage hack, where is the Inspector General.

Great job from the deceive division 35% clearance rate. Translated that means that 65% get away with their crimes. Who says crime doesn't pay, in Chicago it sure does. By the way homicide rate is way less then the 12.5% posted on Jackals if you back out the gimme of police shootings and self defense, real number would be around 8.5% solved. See you can get away with murder in Chicago a wonderful sanctuary city. Being us our murdering masses.

Because that is the CPD way. It will never change or stop. Just bring in another chair. Get promoted to be a timekeeper but they all do it

Yes, you are correct about that, but you have to get the ETs to the scene first and much sooner then has been my experience. If not, you risk the loss or contamination of evidence. People are not going to leave a scene ( home or business) untouched for days waiting for evidence processing.

with all the retires over the last two years. My question to the brass and the media is. Where is the so called manpower increases? Crime keeps going up abd manpower keeps doing down.

SSHHHH dont let the public know that. Just keep telling them we are hiring 100 per month and they will feel safe.

Per the Chief of Detectives, the next detective class is being pushed back to 2018.

And BTW, we have 4 FIs working the street now. Two of them may retire in 2018. These guys are truly the best at what they do especially when they process the scene of a police related shooting. An extremely poor idea to attrition the crime lab to this level.

PSA, Lock all valuables up when you're not home even for 10min or 2 weeks lock that shit up! Do not leave jewelry on dresser or in drawers, do not hide money in coat/shirt pocket in the closet, they will find it!. Take pictures of all your valuables. .Do not leave extra car keys/house keys laying around by the back door key rack. Get a big dog. Get renters insurance. Or read above again! Dummy's!!!!

The ETs who work inside can work in the Firearms lab, Laser section, or photography section. Firearm lab processes every firearm sent into the Unit. McCarthy made it. Laser section uses super glue & alternate light sources to find fingerprints on evidence sent into the section for processing. Photography organizes, downloads and sends all the pictures ETs take to requesting detectives/State's attorneys.

Not entirely true, he does have a terrible attitude, and he only works alone....however 19 didn't call for the crime lab until 2130 (an hour and half after the incident) and he got there about 40 min after the call. Took him that long coming from Homan. I was working that night and know it to be true. Nice try.

The Dept get diddly when the deals are cut.
More money for Ever Failing CPS, Diversity One Chicago, Sanctuary Programs and Summer Jobs Corps.
This is the 2018 preamble to Rahm 2019.
All talk about hiring police but no swift action will come.
Any promotions will be late 2018 and nowhere near the proposed numbers, lucky is if it's half.

Evidence - schmevidence, it don't mean anything.
Dindu nuffin and nuffins gonna happen with a fingerprint, DNA or a smokin'gun.
Community Adjustment will the new I-Bond.
Clearances at 35% or is that what they're shooting for?
Clear - Closed, by Community Adjustment.
That will work.

I think they're around #210 from the list. Another 200 next year gets the list to 370 after merit is factored in.

Doubtful as the # of sgts has dwindled to being already 60 + short. add in an additional 75 or so spots added to the budget and now we are really short 9171's.

The lt's class maybe only 20 TOTAL and according to the 2018 budget there is ZERO INCREASE for additional Lt's so if a class is made it will be the only one until maybe 2019.

it's actually at #245, plus 200 for 2018 puts it at #412 factoring merit and does not count anyone that passes on spot

Here is what everyone fails to realize. A typical crime scene with say 15 shell casings, blood, clothes all have to be photographed and inventoried and packaged a certain way. On average that could take about 5 to 6 hours. Not to mention ets have rental cars. Traffic... it takes a while. Trust me if you seen what ets have to do and some of the scenes they see it takes a toll. Seeing a dead baby is not easy. Or having to print and photo a badly beat up body. Takes its toll. Give them a break. They have a pretty hard job. And when an et gets on scene instead of sitting in your cars on your phones y not watch the ets backs. Ets are 99 and keep in eye out for them. Possibly a class of 20 ET'S in January. Not sure if rumor is true. According to seniority roster there are a 100 ET'S citywide. They are losing 10 this year to promotions and retirements.

Subtract the ET’s who only pick up Rape kits and bullet fragments from hospitals. If there’s two shooting in one night, you can forget about an ET.
