Rahm Lied? Again?

  • Since taking office in 2011, Mayor Rahm Emanuel has repeatedly vowed to deploy more police officers to combat violence in city neighborhoods, both by pulling them from desk jobs and hiring more recruits.

    “I promised to put 1,000 more police officers on the streets where they’re needed, not behind desks in office buildings or in specialized units that don't get to know the communities they serve,” Emanuel said when he was running for re-election in 2015. “And that’s what we’ve done.”

    As recently as last month, when he introduced his 2018 budget, the mayor repeated the pledge.
Guess what happened?
  • But even as the city spends tens of millions of taxpayer dollars on police overtime and hiring, hundreds of officers have taken desk jobs in the department over the last four years, according to records obtained by ProPublica Illinois. In one unit, the number of officers has more than quadrupled.
Which translates into less officers on the street - not only because the Department is smaller, but because Rahm's lackeys are hiding people:
  • A 2013 report by the office of city Inspector General Joe Ferguson concluded that the Chicago Police Department could save between $6.4 million and $16.6 million a year if civilians replaced officers in “non-operational” positions in its many administrative and support units.

    In those units, 370 police officers were working desk jobs in 2013. By this year, that number had grown to 798. If officers were moved out of such jobs, they would be free for “high priority missions” involving more direct police work, according to the inspector general’s report.
Specifics:
  • For example, in its Alternate Response Section — which handles phone calls related to non-emergency incidents such as burglaries and property damage — the number of positions held by officers grew from 36 in 2013 to 149 this year, the records show.
And that number is sure to grow as COPA(cabana) look for more officers to strip over years-old-allegations, many already closed investigations.
  • Dozens of officers also filled jobs in the department’s Field Services Section, whose duties include identifying fingerprints, processing warrants and updating criminal history records. Four years ago, Ferguson’s office recommended hiring civilians for 31 of the unit’s 37 positions then held by police officers.

    Instead, the number of sworn officers in the section has shot up to 132, according to city records.
Including wives, girlfriends, boy-toys and significant others of assorted higher-ups. Meanwhile, we're waiting two hours some evenings for an ET to show up and collect evidence.

If you want to know why you can't get a day off next summer, look to the bodies tucked away in some of these units.

I swear the number of inside people in the "busy" district im in has doubled. Why do we have "station security" when all he does is work the desk. Isnt that what the civilian is for and the desk personal ia for? Then they always sneak another 2 extra bodies in the Sdsc room on top of the people who normally work it. Come guys done be scared come back out here. Promise its not that scary.

Be careful what you wish for. In old days in the Det Div we had to deal with the civilians in the Ident Sec. At 1121 S State. You would get nowhere on the phone with them if they ever answered your call and you eventually had to waste time going done there. When you got there you could not find them. One night we could not find anyone, just then a sworn guy from latent walks by we tell him we can't find anybody. He laughs and said they are there, they just hide under desks and file cabinets. He said go in and walk all the way to the back. He was right that's where they were hiding, even hiding under desks all yaking on phones and not on police business. The latent guy said these people take the phones off the hook so you get a constant busy. Remember any civilian that's hired to replace a PO was sponsored by a politician and they may not have your best interest in mind or even your work ethic. Remember the more they civilianize the less money gets paid into your pension. Conversely people with no street time or bosses buddies should not be working inside. People who put in their time should be given the inside jobs if provided they can do the work and don't develop the civillian shuffle. The answer is to hire more police who are qualified.

Perhaps the misspoken, or misquoted, phrase.....The police are not here to create disorder, the police are here to maintain disorder.....was taken as a seriously effective political strategy.

Well, this has led to the police strictly performing their duties as in.....enforcing the law as the law is authorized to be enforced....as in.....acting either during or thereafter a law is violated, determining which law(s), what occurred, identifying who violated and endeavoring to apprehend the person or persons deemed guilty.

Since Chicago and it's variety of denizens prone to violating law(s) is so impressively a fertile source of crisis, it is only natural that those whose penchant is exploiting crisis would be drawn to our lovely municipality.

The proverbial Naked City may have had a million stories, but this Toddling Town will not let the crisis hustlers down.......

And yet front offices are overcrowded with extra Po s . Desks now have the same amount of Po s plus civilians. A PO stays in the radio room for the entire tour because we have so many. Caps offices still hide PO s and a Sgt. There’s so many useless spots part time positions with full times officers. Units bulging with manpower.

Our district has made up spots, sometimes 3 bike officers while cars are 99. Cars with Po s that don’t take jobs , basically drive around and do nothing.. No accountability .

Yes, there are and always will be house mice in the system, but I would prefer POs in those spots instead of civilians. First, does anyone really believe that if these people were suddenly put back in patrol, they would magically become crime fighters? Absolutely not because true crime fighters would never have wanted those spots in the first place.

Second, civilians in the Department has always been a bad idea. Need some examples? Take a look at the medical section where these people couldn’t give two shits about coppers partly because they just don’t get what we do. We’ve also got a head of MLAS who doesn’t have a clue as to what we do or how we do it, yet she advises the Department on policy and procedure.

The fucking midget at City Hall just needs to admit that the Department is short handed. The Department is nowhere near the manpower that was available in the ‘80s when there were even two-man cars on days with three wagons working plus three or four two-man power cars in each sector. Harold Washington got the ball rolling when he didn’t have enough coppers to man beats in some districts. The solution? Hire more coppers? Nope, eliminate beats in some districts, make the remaining beats bigger, and problem solved for the City. Fast forward to McCarthy who didn’t just eliminate beats. He eliminated entire districts. Problem again solved for the City.

Sadly, we are a part of the problem as we all too often give the assist car a wave off or tell the dispatcher I’ll let you know if I need an assist. When we do this we’re actually telling the City we don’t need more coppers. We can handle it with what we’ve got.

Some of them come to work once a month and are carried AWOP, but the city won’t fire them.

Many of them took the job to run a disability scam.

At a time Dallas and many cities are struggling to hire enough police officers, the Fort Worth Police Department is overstaffed – and more officers about to graduate from the academy.

The department’s budget calls for 1,664 officers but now employs 1,670.

Two classes of recruits are set to graduate from the academy in December and in April, adding more than 80 additional officers to the street.

"I think the biggest draw is the city of Fort Worth is a wonderful place to work,” said Officer Tracy Savage, who transferred to Fort Worth from Irving. “We have citizens that back us on everything we do."

Savage has served in law enforcement nearly 20 years.

"This is the first time I've seen an overage,” he said. “It's unheard of but I think it speaks to the city of Fort Worth, the Fort Worth Police Department, that that many people want to be here."

We all talk about manpower shortages and promises! We already know about the reduction of jail guards and the increase in six figure sheriff's command staff causing a bloated budget at the jail! What about the rest of the city, county, state boards and agencies? We are broke across the board and no body, I mean "NO BODY" is looking into the economics and accounting practices, especially hiring and sweetheat contracts. Oh the money must just be evaporating, there's nothing anyone can do!, but its all the cops fault! Somebody, please, look into this tax circle jerk! STOP THE MADNESS!!!!!!!!

The department could absolutely replace many of the sworn in HQ with civilians...but they would also need to put actual supervisors in place (yes, most could be civilian)...lets STOP putting newly promoted supervisors right back inside ---lets get 3 years minimum in patrol (caps don't count) before they get another desk job.

What ever happened to P.O. C.M., second watch in 024? The few times I was in 024 with an arrest she'd be working the desk. She would either have her head buried in her cell phone or chatting up the desk Sgt while the other P.O.'s behind the desk worked their asses off.

Once I needed to get a fresh battery for my radio and asked her for help getting one. She told me she couldn't because she has arthritis in her hands and couldn't grip the battery to pull out of the charger.

You just can't make this shit up!

Keep in mind the number of officers assigned to the ARS has always been deceptively low. MOst have been detailed there with only a few people assigned. The actual number of people working there on a daily basis was significantly higher. They were all either convalescent duty, limited duty (medical), or restricted duty with only a handful (4-5) of exceptions. Those other officers wouldn't have been assigned to the street but the statistics were very misleading.

Please correct me if I am wrong, but aren't some behind the desk at Headquarters, for too many CR's and lawsuit filed against them, to which the taxpayer has to pick up the tab, for their bad behavior? I think many are hidden there because, they simply do not fit as a PO or anywhere else in society.(Try firing one, a total nightmare of litigation)Therefore, they will be able to camp out there until they eventually retire, too risky to turn them out on the streets.

headquarters , Homan Square is loaded with sworn police officers that should be replaced with civilians . Don't tell me records ,leads is confidential , dispatchers in Chicago ,suburbs are civilian .
What about all the Commanders hiding full duty police officers inside front office ,caps office ,review , watch secretary , timekeepers ,administrative sergeants . every district has more inside sworn officers than beat cars on the second watch

why is headquarters loaded with full duty police officers and light duty officers
assign light duty officers to midnights , listening to that gunshot detector

Maybe Rahm hired 1,000 but half were replacing Retires.
HQ always had a history of boarding the $80,000 bling-bling clerical house mouse.
Though I've seen it worse down there, more empty cubicles than before, but a lot of young faces than ever.
They could actually close HQ and make it the Academy, putting the bulk of house mice back to accountable minimums in Districts.
Start with News Affairs and CAPS.
Biggest area of mismanagement.

Probably the worst idea they had was utilizing ARP for discipline.
That whole Jefferson Tap cluster comes to mind.
Uninvolved OD bystanders sent to police camp for years makes no sense.
There probably many other examples I don't know.
Keeping deviates and maniacs off the job is ok, but not ones accused of unproven allegations.
Big area of mismanagement.

Then there's the mystery cars that float the District, held down in the admin or desk.
Again, like CompStat the daily lineup and the PCAD is full of lies and manipulation that gets approved and sent all way to the Area without challenge.
Not enough manpower when the shit hits the fan - someone can get hurt.
Borderline criminal mismanagement.

Rahm is a liar that the media does not dare to question.
Building a brand new ground up police-fire academy...for what...a couple hundred recruits a year?
Spending money is spreading your tax paying wealth to a connected donor base.
Just like when they condemned and razed the old 1121 S. State...look at it now.
Nobody gets into elected politics to provide a clean, safe place for the citizens, it's for the real estate.

I have read all of the comments posted here, and the excuses for not hiring more civilians and keeping sworn officers on these desk jobs. None of them make any sense, they are just excuses. Civilians hiding and not doing their jobs? Lack of supervision and lack of consequences. Sworn officers not capable or being not street worthy? Lack of supervision and lack of consequences. That being said it is the political system of this city and county and state that are responsible for this. Most of this nonsense would not be taken lightly in the civilian world. There is a cure for all of it, but politics and patronage and racial/identity hiring blocks all attempts to solve the problem . Always has and probably always will.

Trust me. This isn’t the fight to fight. Having civilians in spots like identical and in stations is not good. As it stands now these civilians have access to all the police equipment , radios, pdt’s, vehicle keys, rifles, tasers , body cams , and ammo in our station. They are no where to b found when you need a radio , or need to turn in your stuff. The reports they write are missing half required English and barely reach 2nd grade level spelling.

I’ll take a P.O. in that spot any day

Units have boatloads more of the “chosen” ones.

Any investigative reporter worth their salt could take this story and run with it.
It’s all smoke and mirrors folks.
There’s far less officers on the street now than when Rahm became mayor.

He hasn’t come close to keeping up with attrition and there’s many more hidden inside people now than before Rahm became mayor.

Well if they hire 100 officers and 50 of them are assigned to HQ or various other office spots in the districts, then nothing was gained. This is what has been going on for a long time now. And with the advent of these new mandatory in-service training classes inspired by the the DOJ and their "findings", they have even more spots to hide these rejects. Anyone care to explain what’s goi going on in 012. Every officer on 2nd watch today was trying to go to IAD for some reason. When the Sgt came on the air and said do not go unless you were ordered to multiple officers said they were going anyway. Multiple officers disobeyed direct orders not to go down there in that they did not have to go. Is there a mutiny of sorts? You’d think that after bubblehead left it’d behappier place but it didn’t seem so. Any 012 guys care to explain

Seriously, is there one "journalist" who had a clue. Have any of them ever spoken to a cop about the reality cops in administrative positions, media, we call them house mouses. They are there because they never were the police and certainly have no intention of ever being the police. I remember the closed market people calling us to their corner they were responsible for and telling us that the people there were selling drugs and that we should do something about it. Honestly, it actually creates a burden on everyone else when you send these house mouses back to the street, now everyone has to babysit their frightened little asses. Useless, if the department wants to prevent this from happening, stop allowing people to go inside unless they have over 20 years on the street. Do that and I guarantee you that we will weed out the aspiring house mouses who apply.

Small potatos. Funny,always admitted without fail,are the clouted cronies that are detailed to the myriad of task forces and secret squirrel units although they are assigned to Districts and Areas. Their numbers well exceed 1000. That’s why you can’t get a day off,not because of the minuscule number of officers at callback or ident, or central warrants.

The dispatcher was the instigator of the drama. The one with the scotch and cigarette voice who acts like we work for her. She couldn’t get squads to go to jobs b/c they were headed to HQ and started calling sgts until one answered. This involved 3-4 squads. The Sgt tried to convince them all they needed to do was complete a To/From on the station computers. The one that gave it back to the Sgt said something along the lines of, “I was ordered there by Sgt. Fxxx of IAD. This is my job and my pension and I’m going.” It was one of those, “With all due respect” moments. (For the record, this guy and his partner constantly game the system to take extended lunches and personals.)

The dispatcher then tried to assign a call to a squad she knew damned well was at HQ, then tried to rat them out to a Sgt saying they weren’t answering. They pretty much said “You know we are at HQ. Stop.”

Definitely one of the most dysfunctional 10 minutes of CPD this year. What was interesting was how all of the officers involved seemed to really want to go to speak with IAD. Maybe it’s Bubblehead’s (former) softball team protesting going to midnights...

One has to look at the whole picture. Many officers who occupy these inside positions are officers who were injured on the job, granted duty related disability due to severe injuries that have handicapped them for the remainder of their lives only to have their disability taken away by Rahm and the machine in an attempt to save pension money ( wink wink) and told if you can answer a phone you can be returned to duty as a light duty officer, one that has no chance of promotions, biding rights or seniority rights and the FOP says and I quote “ Officer be happy the city had afforded you the opportunity to return to the work force, we are fighting to keep officers employed and not going to assist those who are disabled” hhhmmm no backing there

You forgot to mention 3 civilians in the front office. A tact secretary, a district intelligence office who had been fired and got his job back. In the CAPS office there are five officers and one civilian, all of them do nothing.

Special Ed , we have one man cars and you allow this waste of manpower
Special Ed , clean out police headquarters , it is loaded with clout babies that are cowards afraid to work the street
officers forced back from duty disability , some should have been fired
time due often denied on third watch and people doing about 2 hours of work at headquarters , do you job
rahm you hear this , supervisors needed in districts , not police headquarters

It’s like that in every district. Once your in you stay in. Old commander gives the ole. Please take care of my people and it’s done. Nobody moves the entitled people, they just hide them and every boss knows it and does it. By now city hall also knows it and rages afraid to do anything about it

Ferguson, and many other goofs, claim civilianization, as it pertains to the CPD, will save money. It is not true.

They cannot prove it beyond the beginning stage. Initially, just looking at figures on a piece of paper, it seems there is a savings, however, in the end, no money is saved.

It quickly turns to being more expensive, when multiple civilians are hired to fill the shoes of one sworn, with most of the multiples not having the same work ethic, aptitude, dedication, commitment or competence as most sworn. And after their probation period of 60 days, it is near impossible to be rid of a civilian employee.

Admittedly, one in a while, a hard-working and dedicated civilian is attracted to the department, but they are not the norm. The only benefit to civilianization is the creation of more voters for the democRATS. Ultimately, civilianization does not save the taxpayer's money, but it does make things better for the democRATS.

It’s the same in all districts and units. There are plenty of po’s coming on the job that never intended to be a P.O. or do the job of a P.O.
They only wanted the salary of a P.O. they will tell you I will be inside right after I get off of probation
