Here’s a good one. And it’s not a rumor. The IG’s office is asking each Commander for the name of their DIO and SDSC coordinator so they can interview them as to how they get their information on gang members, how they document it and how they compile “files” on gang members at the district level. ATTENTION DIO’s....contact FOP immediately and DO NOT answer ANY questions regarding any of that stuff. The IG IS NOT YOUR FRIEND!!! One wrong answer and you will find yourself named as a 1st Amendment violator and the Dept will throw you to the wolves.
Once again, a program that started out as a pretty good idea for gathering intel, suddenly has a high probability of biting people in the ass. As we recall, it was staffed by "volunteers," with no formal training, almost no written directives, and little oversight except by a sergeant and lieutenant who couldn't make the day bid.

Where was the ACLU, or anybody for that matter, when the department was keeping complaint information on officers beyond the length of time contractually agreed upon?
Do officers have any legal recourse against the department if caught up in a situation that resulted from CPD's failure to destroy outdated files?

I don’t know of anyone that has any idea what the DIO does, much less uses any of their information. That includes SDSC people who just monitor cameras and call out Shotspotter events.

Think all the new gang profile stuff is being done by the civilian analyst from U of C the city spent millions on. They tend to work out of the sdcs rooms. P/Os are not dumb enough to do extra crap like this.
The DIO of 025 better be careful. Escamerit has already pissed off the Inspector General with his CAPS chauffeuring and babysitting program. Escamerit is constantly calling the DIO asking for gang info because he almost has a heart attack whenever there is a gang shooting. Paranoid and desperate to stop retaliation attacks, you know the Commander doesn't care about how information is gathered or kept. As he has been known to scream at Sgts in the past, "Stop the shootings!!!!!"
Tell them fo fuck off. DIOs dont make policy. Exemps make policy. Tell them to talk to them.

SDSC doesn't create these files, they only access them.
Just do what the FBI, the Justice Department and the Mueller investigation do. Don't cooperate, don't hand over requested documents and if you do redact everything. And scrub your cell phones just like Mueller did on FBI's Strzok's & Page's phones. So if the highest ranking law enforcement agencies can do this so can you. It works for them.
Your answer is that you get it from already established city maintained gang database along with any other reasonable intelligence that may conform it. As a DIO or SDSC member you do not enter people’s gang affiliation unless it is related to you from a reliable source I.E. another police officer or the person himself or that he is already documented in the city established gang system which is created by officers inputting gang information from arrests and gang contracts on the street. That is what you should say and how you should say it. It is created by officers inputting info and MAINTAINED BY OTHER CITY RESOURSES OUT OF YOUR CONTROL.
After 911, NYC decided to cooperate with all Govt. agencies,
but NEVER to be totally dependent upon them as the final word.
They used their own people to go into foreign countries for intel.
A lot of the times the guys from NYC overturned rocks before

This " information " is confidential, law enforcement sensitive, and for police use only. It is not distributed to the general public. Intelligence collected by officers working in the field to be used by officers in future investigations as well as for officer safety. Would the IG care to tell us everyone who is currently under investigation by their office and why.
The IG is your friend as much as the media is our friend.

I have heard a rumor that the ACLU was investigating how the CPD uses blue cards as the new contact cards. A lot of comments on here are saying the ACLU is the one looking into the DIO's. Is it them or the IG? I don't know much about either organization because I don't do jack shit. Maybe the ACLU and IG are in cahoots and the ACLU is using them as their cat's paw?
Perhaps someone should finally tell the American Civil Liberities Union to go get fucked.
My 20 year old CR file still exist and you can look it up online.
Why would a criminal have more rights than me. The file must last forever because we may have secret JON BURGES all over the city and the only way to keep track of all these evil DICK's is to keep all files forever.
Plus it is funded by tax monies from the state those pesky FOIA request need to be maintained.
Can they also request confidential CR numbers too??? Why not if the case is closed like cheating scandals or Sex harassment beefs.

That’s a good plan, if only you have a Robert Mueller to cover your tracks, and a spineless Congress, like Hillary does.

First off, the SDSC room personnel retrieve info from Department databases and Intel bulletins, etc. The IG should ask those responsible for inputting and maintaining said databases/bulletins. As far as how or from who the DIO receives info is a question they, themselves should answer. Just more reasons to answer your calls and do what is required. That is all, carry on.
In the 3rd we have a midget shot spotty on midnights who give wrong direction and address to the officers on the street. Sometimes even a mile off. But she knows her gangs and wanted folks/peoples. She'll say things like so be on the look out. I count the tiles on the floor when she talks or time how long I can hold my breath. Next time maybe I'll clip my toe nails. It's really about who you do, not what you do.

The SDSC rooms are a waste of manpower . Period . Too many people in there . Put them on the street .
The IG probably already ran stats on users pulling data from the various applications like (Chris, clear, wire, Caboodle, SSL, crystal report tables, Jaspersoft, Accurint, etc.) They also found out that many DIO’s and SDSC officers have backups and officers that cover for them when on furlough have comp time, sick time, etc. The IG can request email history, your contact and group lists and what Intel was sent out and to what address. The department can remotely pull the logs from the printers and everything and anything that is copied or scanned. The printer has a hard drive that can be removed by IT. The department knows which user or computer sent copied or scanned each document. Everything is monitored— even those of you sworn and civilian members that spend the day shopping on duty, watch YouTube, log into your email accounts and social media. The department knows who the hard chargers are that spend their day compiling unapproved Intel on crime, gang members, etc. in your district or unit and what you are sending out. Every keystroke and every password is stored and monitored. Sharing passwords and comparing A&A’s is an easy win for any half-wit working for the ACLU or IG and this can can place you in big trouble. The backup DIO, SDSC or compstat guy or gal better contact FOP or your attorney.
For you clout heavy guys and gals—when it comes to pension and job security, bosses will always cover their ass first. If you were not smart enough to cover your ass, it is too late. Also, don’t forget they can compare the A&A’s to anything and everything you do. If you are working on your RDO and sending or pulling data, this is a huge red flag. Timekeepers might also be on the radar. Whatever you DO NOT try to bullshit your way out of an interview with the IG, department, or FEDs/ACLU, if you are called everyone under the sun probably has everything they need to take you down. Don’t answer questions without an attorney. Breaking a rule violation is one thing, civil rights violations and sending out sensitive data is serious shit — just advice from an old timer that still wears a tinfoil hat.

Ferguson was told first by IPRA, then COPA to investigate davina Ward and Eddie Welch on a different matter. He blatantly refused to do anything as he is protected by 9.5 because his job is to coverup, conceal and obstruct justice at Rahm’s behest. He has refused to investigate many many types of corruption in Rahm’s administration and did nothing. He needs to go to jail for obstruction of justice.

not a violation of rights to keep forever the lists of background check/ legal purchase lists of weapons for law abiding people.
This is all because a fair number of police agencies that kept such lists did so with virtually no requirement that the people listed on them actually had anything to do with gangs. It turned out that a lot of people on such lists had absolutely nothing to do with gangs. If you are going to keep such lists it would seem to be important that they be at least reasonably accurate. More cases of coppers being Their Own Worst Enemy.
IG should spend more time looking at Copa and their unethical,biased, way of investigating people who are actually trying to do some good in the world. Funny how after all the name changes OPS, IPRA, COPA its still the same staff
Hey “I Team” are you reading this? FOIA Copa employment records and look into their back ground, experience, education, oh might as well throw in IG complaints against them
