Where Did the Money Go?
An extensive report by Novak in the Sun Times about where all the pension money went:
- If there ever was any hope that five Chicago city workers pension funds would make any money by investing $68 million with then-Mayor Richard M. Daley’s nephew and one of his key political supporters, it didn’t last long. Only months after the deals were made a dozen years ago, problems began to emerge.
The nephew, Robert G. Vanecko, and his business partner Allison S. Davis, a developer who gave campaign money to Daley and was appointed by the mayor to head the Chicago Plan Commission, started investing in a series of property deals that, by the time the last of them are unwound by the end of December, will have cost the city workers pension funds 80 percent of the $68 million they put in — $54 million in all.
Vanecko and Davis set up a company, DV Urban Realty Partners, and bought an apartment building that was riddled with code violations.
They invested in a vacant building that once housed the Chicago Defender, even as City Hall inspectors threatened to tear it down unless repairs were made.
They put city employees’ pension money into an old warehouse that sat on land so poisoned with arsenic and lead that the pension funds had to help pay $2.6 million for cleanup just to be able to unload it at a huge loss.
They lent millions of dollars to developers who personally guaranteed to repay the money but never did, costing the pension funds more than $5.6 million.
DV Urban broke a contract to buy a building in the South Loop, a decision that cost the pension funds another $4 million.
And somehow they even lost money — more than $11 million on the deal that built a busy Mariano’s supermarket in the North Side neighborhood of East Lake View, a location that has 90,000 people living within a one-mile radius.
But you can bet these assholes took their commission up front.

Why do passions still exist? Everyone should have their own 401K or IRA and you can invest wherever you want.
DV Urban got to keep $9 million in 'management fees,' even though they mismanaged the hell out of the money.
It's great work if you can get it.
What about the money Shortshanks took with him
to Copenhagen to "Show dose Yerpee'ins how we
do bidness in Chicaguh" during the selection
process for the 2012 No-Lympics?
Unconfirmed back door chit-chat?
That was muni employee pension money too.
No wonder these rotten m/fers want so desperately
to dynamite public employee pensions in Chicago...
Especially Police Pensions.
Destroyed pensions = Nobody from Daley Inc. or Rahm & Co.
(Running interference/Running out the Statute of Limitations

for stealing muni employee pension money and facilitating
the cover-up of said theft...
As some wit on this blog succinctly put it:
"Ya'll ain't gonna like how a lot of us are going to act."
That it's somehow ok to fuck with
Policemen and all that such entails,
is a testament to the tone-deafness
of those who are orchestrating said
fuckings with...
Rahm is trying to get into the wind because he got a heads-up
from a still active loyal Obama stooge at DOJ...
Daley was rumored to have been a cooperating
witness since he was seen as a sitting mayor,
going into 219 S. Dearborn for a deposition
regarding municipal corporate business but
instead of Corp. Counsel Mara Georges, he
had one of the Daley Family lawyers from
Demetrio & Corboy...
Local media didn't say/do S H I T to follow-up
on this... It was a COP who saw it and it hit
the "insignificant blog" and the usual cast of
characters put this up for discussion and behold,
two and two was put together.
"That 'racist' blog needs to be shut down
and all the Cops who post there need to be
fired and put in jail!"
Sorry m/fers...
Even P O L I C E M E N have the right to

Daley Inc. and Rahm & Co. has people who are too important,
too rich, too smart and too beautiful to be recorded on
live feed dangling from a gallows or decaying alive while
in custody of U.S. Bureau of Prisons...
That kind of stuff is reserved for you surly Chicago Cops
who keep fighting against being "reformed."
Alas... We have no Hell to condemn these rotten m/fers to...
Viva Hate.
Police Like You Have No Friends.
A little late.
The Feds should do a deep forensic audit going back 30 years and investigate every penny and every one that handled the fund. You know there’s gotta be something criminal when a Daley is involved.
Hello US Attorney where are you?
i know where it went and those pockets are pretty fucking big.
Bill Daley wants to be Mayor so he can correct this crisis...
he didn't have to. schools and other entities were able to raise their levies by small percentages.
raising property taxes by stealth is so progressive.
so nobody was the wiser right lord shortshanks?
Chicago has been run this way for decades. Nothing changes. Same corrupt politicians milking the city for all they can while they can. Only thing that changes is the names and faces of the criminal politicians and their coharts. Nothing to see here so move along.
The Machine is responsible for the budget problems, pension crisis, and excessive taxes. It is making our lives miserable. People are fleeing Illinois because of The Machine's hardship on taxpayers. We need term limits and we need to prosecute Machine corruption.
Chicago Values at work, nothing to see here move along.
Too bad. They should have reversed the initials when naming the company.
City workers and this blog have been talking about this for years and nobody was interested
Why is it news now?
Slow day?
And that’s one of the reasons why I will piss on Daley’s grave when that prick dies.
Who in the pension board signed off on this “secret deal” with our money? Did they get the Chicago way paid off? Are the Feds finally looking into this? Step it up please 219 Dearborn people thank you!
No more Daleys.
I believe that the money saved when the city stopped paying for my FREE HEALTHCARE FOR LIFE
was put to good use. Based on todays post I still believe it. democRAT for LIFE!
I wish I could just strut on down to the pension board, borrow a few million to open a business, and just walk away like nothing happened if the joint went belly up. Is the pension board suing these two clowns to recoup the money. Who's the goof on the board who gave these idiots the money to begin with. This whole place stinks like a whorehouse at high tide. Can't wait to put in that last par form and get the fuck out of here.
I wonder if the pension funds can sue those two along with their sham corporation. Any loopholes, anything???
Better to have played and lost then not played at all. Did they go after the guys that personally promised to pay back, take their houses, cars and bank Accounts? Did not think so.
Well at least the bridge in Brooklyn is not on the bad deal list. So what is 68 million when your upside down by 40 BILLION.
So who got sued for financial malfeasance? Don't remember that story. Oh he was a Daily that explains it all.

In the category "You Can't Make This Stuff Up," wouldn't "VD Partners" be more accurate?
Corporate slogans:
"You can't get rid of us."
"The only way to deal with VD is by getting screwed."
"Catch VD anywhere shady deals are made."
"You'll get VD anywhere back door deals are happening."
The list, and opportunities for comics, are endless. Where is Kevin Hart when we need him...
Allison used to be Barack's boss. All Democrats flunked Econ 101.
How are these two clowns walking around still and breathing....YEEEEESH......
And who runs a good portion of the Fund now- Ariel Investments- owner- John Rogers who is a pal of BHO and Rahm. He is also the son of Judge Rogers in Juvie court from years ago. And the beat goes on and on.
Another reason not to vote bill daley. All the Vaneckos will come out of the woodwork and fleece the city again! Then Bill will have to sell of assets. This time lake michigan.
Theft right in front of our faces all done with the blessing of lodge 7 under the "direction " of 19th ward lackey Donahue. That was only a small part of the pension theft. There was many more times that amput bot paid into the fund from contractual obligations on the city's behalf yet people keep voting these same people into office and then complain about the pension fund.
John Catanzara 008
More money would have been made by gambling on football or the roulette wheel. What a joke. Yet these crooks were given money, squandered it, with no repercussions. This is the Daley crime family. If they're not stealing, then they are killing a man on michigan ave, or selling off Chicago.
Davis and Co was OBamas first job out of law school.
The stuttering prick and his fucking family should be in federal prison!!
The retirees and widows are paying big bucks for their medical. How do we stop this abuse of our money and how its spent?
Time to hang the Daleys in Daley Center Plaza. String up a few of his Union Official buddies to, and some Aldermen, Judges, and other assorted bagmen and cohorts as well.
How about the editorial by the Fibune on the need to Change the Illinois constitution so the democrates could steal the rest of our pension money? No mention of Daley and Rham taking "pension holidays" with our contributions and the tax money earmarked for the cities contribution to our pensions or the bad investments that were made by Daley's nephew and Davis.
If you want to save our pension take the crooked politicians out of it and let real professional money managers handle it.
The reason this was done was no private bank would do it. It wouldn't have passed
The Daley crime family at it again
The 11th and 19th wards
What about our trustees? I would like to see who voted to give DV Urban investments all that money to lose. Daley's nephew should have been the first red flag.
Like Robert Denero's lines in "Casino" if you didn't see the money going out your stupid, if you saw the money going out and didn't stop it your in on it. Either way your gone.
And yet another Daley is running for mayor,......
Those assholes most certainly did make their commission upfront.
Meanwhile the pension funds are floundering.
Somebody should be in prison.
From what I read in this story, isn’t this an ongoing criminal conspiracy? Shouldn’t that be enough to involve the Department of Justice?
typical d-rat behavior (tdb)
Who approved these free gifts? Who approved those no pay pension holidays? Our own guys?
Pensions? Don't talk about pensions. You kidding me? Pensions? I just hope we can get another paycheck.
Does anybody see conspiracy here? All these actors and all these deals? All these relatives involved? And Daley said "Don't blame me".
I think Daley is the "Whitey Bulger" of Chicago politics. He rats everyone out not connected to the Irish mob, the democrates, and gets a pass from the Feds on his crimes.
And that’s one of the reasons why I will piss on Daley’s grave when that prick dies.
Better bring food & water. It will be a long line.
Any asshole can try to make money using someone else’s capital.
The risky no questioned asked deal should have come with some consequence in the aftermath , ya’think?
Only a daley-obama link can tap soft regulated pension plans instead of tapped out banking institutions to borrow.
The bank accountants knew their endeavors were not safe, good deals and sent DV elsewhere to borrow.
D-V was in it for the upfront guaranteed me-first brokering commissions from shady developers.
Just about every property they flipped made more money for the buyer and likely took a another commission on the second sale.
One would think D-V would be jailed for such gross negligence and paying dearly for the next 100 years.
Why hasn’t there been any judgement slapped on these thieves?
Burke gets raided and Rahm & Madigroin leaving town, faster than ShortShanks too.
Sterling Bay, TIF! Broadway Bank, Bridgeport Bank, Federal Saving Bank and Blago (et al) comes to mind again.
JB NoToilets and Kwametool will get to the bottom of this, right quick.
Anyone else would be in jail. How does RMD even show his face in this town? He was in the County Building the other day to witnees the brother being sworn as a County Commissioner for the umpteenth time. RMD has a lot of gall.
Look forward to more of this under mayor Daley or mayor joyce

And why all the mystery about the individual at the pension board
offices who was in such a hurry to get downstairs that they stepped
or were "compelled" to step out of a window about 3 years ago?
Never you mind that functioning elevators and some perfectly good
stairs exist for that reason.
It happened.
And then there was?
Cursory inquiry out in the public domain revealed nothing.
Our inner Policeman did sense that something was not on the square
with how the aftermath of that incident played out.
That it occurred at the Police Pension Board Office IS on it's face,
unsettling and a portend of some ill juju working it's way forth.
But we do reserve the right to be wrong, but with this being Chicago
and a full blown war is being waged against The Police as individuals
and as an institution, along with their rightful interests in order
to prop up a tragically flawed and patently nonsensical narration.
Constants and variables.
One constant is the eye-watering tribal warfare
on the West and South side.
Another constant is the continual blaming of
The Police and civilized society for said warfare.
Another constant is the politically and "culturally" motivated failure
to hold the actors in said warfare WHOLLY ACCOUNTABLE for such but doing
so is politically and "culturally" ticklish because there can no longer
be feigned ignorance of the actual compact with society that the rest
of everybody else tends to try and abide by.

We and many others do take the view that N O T H I N G here in Chicago,

happens in a vacuum...
Does anyone have anything in furtherance regarding

G Night Squad.
Don't worry Lisa Madigan will investigate before she leaves office. Oops, too late.
We need to bring back public lynchings of corrupt politicians.
I'd like to know who made the initial overtures to the pension boards. I remember when this story broke and the Mayor said "I know nothing about it, this is the first I'm hearing about it...reading it in the paper.
Two members of the mayor's cabinet sit on each of the pension boards. So in casual chit chat do you think one of the cabinet members would have said something like, by the way, your nephew stopped by the pension boards and wanted to know if it was ok if he "borrowed" $64 million dollars?
And then for Vanecko, after blowing all the money on these bullshit real estate investments to pocket $9 million in management fees. And then he just walks away with a big fuck you to the pension boards. He ought to have his ass kicked, along with the brother that punched out the kid on Rush street.
Credit where credit is due fellas -
Tim Novak and Co are the ones who dogged the Koschman murder until the end.
-- (Lest anybody forget RJ got 60 days, that's 1440 hours, in cush-jail for killing a kid with his bare hands in the middle of the city, lying about it and covering it up for a decade.) -- 10 years up against some of the biggest power hitters in the city.
And they've been on this Vanecko-Davis pension disaster for a decade too.
Novak did a bunch of the real work on the Hired Truck scam.
He uncovered the sewer inspection case, another Daley Vanecko fraud.
(Anybody seeing a pattern here?)
Reported the Patrick D. undercover pay-off for the O'Hare internet contract, the McMahon-Ed Burke payoff pipeline and lots more.
It's an awesome portfolio and a tribute to somebody with standards.
The guy is a damn hero in the city.
And in this town, where spoon-fed marketing passes for "journalism" every day...
Everybody who reads this blog ought to cheer that BIG time. Ought to be a tribute to the guy on every damn street corner.
I have no relation to nor business with Novak, any of his partner organizations nor any of his family. I've never met the guy. Only judging the work.
I personally know some idiots on this job who are friends with Bob Vanecko. I never understood it. He could be the nicest guy around however he personally screwed our fund.
Why haven't the feds looked into this shady business fuck the Daley clam, nothing but dirty politicians and thief's
Great article. It’s almkat as if the media is willing to do investigative journalism, not just bash the police stories Man, I knew we got fucked, I didn’t know how fucked. Daley and his canal of evil thieves should be charged, indicted and hung. Think about the message that would send. Instead we have some dork saying, “I don’t know if there’s anything we can do.”
Meanwhile, politicians will bash cops and unions saying, “you have to pay more into your pension.” No, dickbags, politicians need to quit stealing our money, which we worked for.
I also feel like each of the properties mentioned in the article should belong to all person victims because, well, we payed for them all.
Politicians do what they want with no repercussions. They get elected and then govern against the will of the people. Ballot box has failed us, last box left is the bullet box.
Was Mike Shields our pension board rep when these deals were made?
What about our pension representatives like Hauser who let this happen
Then the GOP blames the Unions. Fuckers.
I remember a Detective called out Mark Donahue from the FOP about giving the city a pass on the borrowed pension money. The deal was during contract negotiations and the union wanted to get the 29 and a day retirement and thought about letting Daley off the hook for the 29 retirement deal. The problem was the wave raging across the country was that most police departments already had negotiated this deal or were in the process of having it. This would have been easily won at an arbitration process without having to give Daley a break on our pension money. At the time the pension had 3 billion in it and Donahue said the pension was getting about 25 million a month in interest and it was not a big deal. When that pension money starts to dry out and there is very little money left. I wonder if Mayor Bill Daley will come up with the 25 million so all retires will be able to afford cheese for the rest of their lives.
If I remember this correctly, the mayor not only has his nephew doing this, but a majority of the pension board are appointed by him The elected sports are not in the majority. I do remember the PO representative objecting, but he was overruled by the board.
Lets not forget the pension "holidays" the city took and never paid the pension what it was owed
Hello Bill Daley ! How's that campaign thing working out ?
Hey, here's an idea: run AGAINST your dimwitted evil brother's record?
Re:

Who allowed these criminals to feats at the table where our money was stolen from? Who signed off? Hope the feds are watching we need help, trump says he is for the coppers here is another thing for the DOJ to look into. Yet the criminals uncle is running for mayor, billy boy wants more money from the trough, the daley legacy is nothing but massive fraud but yet they keep on coming.
Then in the tribune today big article about Toni's driver crying after he was fired for that stolen suburban lie, the strange thing about the article says that her driver is CPD and can go back, and she tells him when she wins for mayor (So confident guess the ballots are already fixed), her lying driver will be "taken care of!." You cannot make up the massive corruption in the most corrupt, city state county in the entire country.
I was just reading about the Police Union in France calling for the French Police to JOIN the Yellow Vest protests like the Ambulance Drivers and ordinary Blue Collar workers did. The protests are over, get this, out of control government taxing and spending and over regulation sound familiar? They are knocking out all the speed cameras all over France and the movement is spreading to Belgium and Holland. Both the Left and Right are angry and unfortunately the Anarchists have started attacking the police and burning and breaking things. The police there AND here should be marching with the nonviolent protests and running the corruption out of office.

I'm putting some of my extra money in precious metals too.... lead and brass. For when we start hunting down the one responsible for this mess.
They even sued our fund trying for more and went to Delaware to do it:
DV REALTY ADVISORS LLC v. POLICEMEN ANNUITY AND BENEFIT FUND OF CHICAGO

Then this from 2010:
The city's police pension, traditionally underfunded, hovered around 70 percent.
By the end of this year, however, not one of the pensions' funding levels will be above 70 percent. The police and fire funds are already below 40, and the municipal fund is below 50.

I'd sure as hell steer clear of those idiots 'on the job'.
They're dirty. Or they're fixin' to be.
Shit flows down hill my friend. And there'll be plenty of it spilling out of the Vanecko truck if any moderately-awake federal prosecutors ever look.
The idiots will get a call - "Just stand up for me a little. Just tell 'em this. Just drop this case off over there. It's no big deal. Do yourself a favor and don't say no".
Then you find out just how 'owned' you are.

Stop bitching and moaning this what was voted for. Democratic thieves run the city and have for the last 70 years, nothing new to see here.
Of course he got his money. Look at all the hard work he did. You think it easy losing that much money that fast? Surprised he didn't get a sizeable bonus for the quick work. A good slice of your money is now his. I know what I would do if someone stole that much money from me.

The only way he'd get significant jail time is if he murdered someone with his bare han.... uh....er.... never mind.
Sometimes I feel the only purpose of people like that is to test the limits on how merciful the Good Lord actually is.
Between the robbery of the pension fund, the reducing of benefits of widows, rampant nepotism and promotion of the unqualified as well as countless other Crimes Against Taxpayers, my wife - "The Practical Polka" - maintains "in any other country in the world people would be in the streets and more than a few politicians would be strung up AFTER being tarred and feathered. But in America you people just put up with it."
As I recall some Ukrainians got "annoyed" at a few of their politicians and threw them in a garbage dumpster. The tire is a nice touch I might add, an idea whose time is long overdue according to many.

Whelp the city could take that $95 million dollars rahm is borrowing, money going to politically connected friends to build a police training academy or they could repay the pension money however then the money goes to people that earned it.. Nah let's just give it to the politically connected ones /sarc
The TARP bailout of the banks for the bad investments schema was $700 billion, and only 1 guy went to jail. That pension money is gone and no one will ever be prosecuted for gambling it away on "stupid investments", as there's no crime. The difference is federally they went after every taxpayer to pay for the losses. Here everyone is attempting to leave so as not to pay the bill that's quickly coming due.

At the time I am writing this, there were only 78 responses on this post. This issue is probably one of the most important to us, yet stories about how big of a jag off the boss is, or whether VRI will be taken away garner posts in the hundreds. Our priorities need to get straightened out.
Mark Donahue and his sidekick, Harold Kunz, are both as dumb as a box of rocks. They were only looking out for themselves.

Call the USAttonery office demanding a investigation !
they should have nicky santoro ( joe pesci ) from the movie "casino"to collect the 54 million owed to the pension funds
"I think in all fairness, I should explain to you exactly what it is that I do. For instance tomorrow morning ill get up nice and early, take a walk down over to the bank and... walk in and see and uh... if you don't have my money for me, I'll... crack your head wide-open in front of everybody in the bank. And just about the time that I'm comin' out of jail, hopefully, you'll be coming out of your coma. And guess what? I'll split your head open again. 'Cause I'm stupid. I don't give a f*** about jail. That's my business. That's what I do for living"
They need to be in jail with Daley and everyone that voted and signed off on that scam!
Sun Times reports DV didn’t file tax returns for a few years. If state returns and required reports were not filed shouldn’t Lisa Madigan have investigated? Where was Barach’s IRS? Was there some type of COLLUSION here? Come clean Lisa......was the fix in? Why didn’t the FOP sue the pension board members for violating their fiduciary responsibility to the pension contributors? Maybe the last 3 FOP Presidents could tell us.
Answer to where did the money go is very simple. It went where it always goes. In their and their friends pockets. That is the definition of The Chicago Way.

At the time I am writing this, there were only 78 responses on this post. This issue is probably one of the most important to us, yet stories about how big of a jag off the boss is, or whether VRI will be taken away garner posts in the hundreds. Our priorities need to get straightened out.
Couldn’t agree more, but it’s time to put this to bed and move on with the pension funding. Nothing is going to change, we all know how we got screwed and by who, but the money is not coming back and no one is going to be held accountable
Have to concentrate on the future of the fund

Pure BS. The pension made 571 million last year. Won’t be that way this year but no way will it run out of funds in a few years
Doesn’t hurt that at last count and published in the pension newsletter we had 12,606 sworn members paying into the pension That number was from like 6 months ago and the academy has been full since then

Maybe because the commentator doesn’t know what he is talking about. Go to the Pension Board website and look up the yearly financial stats.
In 2017 when you add the employee and employer contributions along with the investment income , then subtract what the pension pays out in pension, returned pension contributions , administrative expenditures, etc you will see the pension made 257.1 million in 2017 and put its total value to over 3 billion
I understand the fund is underfunded, and watched it for years
Senate bill 777 provides mandatory funding by the city
I’m not naive to the city politics when it comes to ur pension, all I’m saying is it’s not going under in 2021 or even close
The article shows a chart indicating that the investment income does not cover the payouts which is very true. Shows a big disparacy but fails to add the employees contributions plus the city contribution
LGIS projects that the fund will pay out nearly $4.4 billion more than it earns over the next six years.

Vote Paul Vallas! He supports the police

Might as well vote for Trump to be mayor even though he is not running, because him and Vallas have the same chance of winning.
Vallas has never won an election.
Let’s not forget that one of the past presidents for the FOP was on the pension board for years. Just something to think about
All the fault of the obama USDOJ and the horsehit us attorneys. They have always let the democrats slide. Fitzgerald, Fardon and Lausch all suck.

Yes, but it would be nice to see a little justice done to the offenders in this. And in the future we have to keep a keen eye on who on the pension board is getting the free trips, identify the political hacks appointed, and hold their feet to the fire, or worse.
So as you read all these SunTimes accounts about the pensions being raided and the enormous amounts of money lost we back up to the question of who got or gave the idea to Vanecko & Co. to approach the pensions for this money. If you were looking for some big money for investment purposes would you go to a government pension board? A lot of guys would go to a bank. Did the pension boards require any collateral? Were these two grifters advised to approach the pension boards for loans, by who. Would anybody besides Daley have the know-who to talk to? In spite of Novak's lengthy series about this, Daley got a big pass and somebody from the DOJ should have been whistled in to find out everyone involved in OKing this transaction before it was made. Those on the pension boards approving these loans should have been dumped and those "cabinet" members overseeing these deals should have been called to task. Its total bullshit that Daley got away with pretending he was surprised and shocked that this had happened and the media let it slide. Shame on all of them. And shame on us for not making more noise about this when it happened.
