Where Did the Money Go?

An extensive report by Novak in the Sun Times about where all the pension money went:
  • If there ever was any hope that five Chicago city workers pension funds would make any money by investing $68 million with then-Mayor Richard M. Daley’s nephew and one of his key political supporters, it didn’t last long. Only months after the deals were made a dozen years ago, problems began to emerge.

    The nephew, Robert G. Vanecko, and his business partner Allison S. Davis, a developer who gave campaign money to Daley and was appointed by the mayor to head the Chicago Plan Commission, started investing in a series of property deals that, by the time the last of them are unwound by the end of December, will have cost the city workers pension funds 80 percent of the $68 million they put in — $54 million in all.

    Vanecko and Davis set up a company, DV Urban Realty Partners, and bought an apartment building that was riddled with code violations.

    They invested in a vacant building that once housed the Chicago Defender, even as City Hall inspectors threatened to tear it down unless repairs were made.

    They put city employees’ pension money into an old warehouse that sat on land so poisoned with arsenic and lead that the pension funds had to help pay $2.6 million for cleanup just to be able to unload it at a huge loss.

    They lent millions of dollars to developers who personally guaranteed to repay the money but never did, costing the pension funds more than $5.6 million.

    DV Urban broke a contract to buy a building in the South Loop, a decision that cost the pension funds another $4 million.

    And somehow they even lost money — more than $11 million on the deal that built a busy Mariano’s supermarket in the North Side neighborhood of East Lake View, a location that has 90,000 people living within a one-mile radius.
But you can bet these assholes took their commission up front.

Daley was rumored to have been a cooperating
witness since he was seen as a sitting mayor,
going into 219 S. Dearborn for a deposition
regarding municipal corporate business but
instead of Corp. Counsel Mara Georges, he
had one of the Daley Family lawyers from
Demetrio & Corboy...

Local media didn't say/do S H I T to follow-up
on this... It was a COP who saw it and it hit
the "insignificant blog" and the usual cast of
characters put this up for discussion and behold,
two and two was put together.

"That 'racist' blog needs to be shut down
and all the Cops who post there need to be
fired and put in jail!"

to use "Conditions of Employment" as a

Daley Inc. and Rahm & Co. has people who are too important,

How about the editorial by the Fibune on the need to Change the Illinois constitution so the democrates could steal the rest of our pension money? No mention of Daley and Rham taking "pension holidays" with our contributions and the tax money earmarked for the cities contribution to our pensions or the bad investments that were made by Daley's nephew and Davis.

Any asshole can try to make money using someone else’s capital.
The risky no questioned asked deal should have come with some consequence in the aftermath , ya’think?

Only a daley-obama link can tap soft regulated pension plans instead of tapped out banking institutions to borrow.
The bank accountants knew their endeavors were not safe, good deals and sent DV elsewhere to borrow.
D-V was in it for the upfront guaranteed me-first brokering commissions from shady developers.
Just about every property they flipped made more money for the buyer and likely took a another commission on the second sale.

One would think D-V would be jailed for such gross negligence and paying dearly for the next 100 years.
Why hasn’t there been any judgement slapped on these thieves?

Burke gets raided and Rahm & Madigroin leaving town, faster than ShortShanks too.
Sterling Bay, TIF! Broadway Bank, Bridgeport Bank, Federal Saving Bank and Blago (et al) comes to mind again.

I'd like to know who made the initial overtures to the pension boards. I remember when this story broke and the Mayor said "I know nothing about it, this is the first I'm hearing about it...reading it in the paper.

Two members of the mayor's cabinet sit on each of the pension boards. So in casual chit chat do you think one of the cabinet members would have said something like, by the way, your nephew stopped by the pension boards and wanted to know if it was ok if he "borrowed" $64 million dollars?

And then for Vanecko, after blowing all the money on these bullshit real estate investments to pocket $9 million in management fees. And then he just walks away with a big fuck you to the pension boards. He ought to have his ass kicked, along with the brother that punched out the kid on Rush street.

Tim Novak and Co are the ones who dogged the Koschman murder until the end.
-- (Lest anybody forget RJ got 60 days, that's 1440 hours, in cush-jail for killing a kid with his bare hands in the middle of the city, lying about it and covering it up for a decade.) -- 10 years up against some of the biggest power hitters in the city.
And they've been on this Vanecko-Davis pension disaster for a decade too.
Novak did a bunch of the real work on the Hired Truck scam.
He uncovered the sewer inspection case, another Daley Vanecko fraud.
(Anybody seeing a pattern here?)
Reported the Patrick D. undercover pay-off for the O'Hare internet contract, the McMahon-Ed Burke payoff pipeline and lots more.

It's an awesome portfolio and a tribute to somebody with standards.
The guy is a damn hero in the city.

And in this town, where spoon-fed marketing passes for "journalism" every day...
Everybody who reads this blog ought to cheer that BIG time. Ought to be a tribute to the guy on every damn street corner.

Great article. It’s almkat as if the media is willing to do investigative journalism, not just bash the police stories Man, I knew we got fucked, I didn’t know how fucked. Daley and his canal of evil thieves should be charged, indicted and hung. Think about the message that would send. Instead we have some dork saying, “I don’t know if there’s anything we can do.”

Meanwhile, politicians will bash cops and unions saying, “you have to pay more into your pension.” No, dickbags, politicians need to quit stealing our money, which we worked for.

I also feel like each of the properties mentioned in the article should belong to all person victims because, well, we payed for them all.

I remember a Detective called out Mark Donahue from the FOP about giving the city a pass on the borrowed pension money. The deal was during contract negotiations and the union wanted to get the 29 and a day retirement and thought about letting Daley off the hook for the 29 retirement deal. The problem was the wave raging across the country was that most police departments already had negotiated this deal or were in the process of having it. This would have been easily won at an arbitration process without having to give Daley a break on our pension money. At the time the pension had 3 billion in it and Donahue said the pension was getting about 25 million a month in interest and it was not a big deal. When that pension money starts to dry out and there is very little money left. I wonder if Mayor Bill Daley will come up with the 25 million so all retires will be able to afford cheese for the rest of their lives.

If I remember this correctly, the mayor not only has his nephew doing this, but a majority of the pension board are appointed by him The elected sports are not in the majority. I do remember the PO representative objecting, but he was overruled by the board.
Lets not forget the pension "holidays" the city took and never paid the pension what it was owed

I was just reading about the Police Union in France calling for the French Police to JOIN the Yellow Vest protests like the Ambulance Drivers and ordinary Blue Collar workers did. The protests are over, get this, out of control government taxing and spending and over regulation sound familiar? They are knocking out all the speed cameras all over France and the movement is spreading to Belgium and Holland. Both the Left and Right are angry and unfortunately the Anarchists have started attacking the police and burning and breaking things. The police there AND here should be marching with the nonviolent protests and running the corruption out of office.

Sometimes I feel the only purpose of people like that is to test the limits on how merciful the Good Lord actually is.
Between the robbery of the pension fund, the reducing of benefits of widows, rampant nepotism and promotion of the unqualified as well as countless other Crimes Against Taxpayers, my wife - "The Practical Polka" - maintains "in any other country in the world people would be in the streets and more than a few politicians would be strung up AFTER being tarred and feathered. But in America you people just put up with it."
As I recall some Ukrainians got "annoyed" at a few of their politicians and threw them in a garbage dumpster. The tire is a nice touch I might add, an idea whose time is long overdue according to many.

The TARP bailout of the banks for the bad investments schema was $700 billion, and only 1 guy went to jail. That pension money is gone and no one will ever be prosecuted for gambling it away on "stupid investments", as there's no crime. The difference is federally they went after every taxpayer to pay for the losses. Here everyone is attempting to leave so as not to pay the bill that's quickly coming due.

I remember a Detective called out Mark Donahue from the FOP about giving the city a pass on the borrowed pension money. The deal was during contract negotiations and the union wanted to get the 29 and a day retirement and thought about letting Daley off the hook for the 29 retirement deal. The problem was the wave raging across the country was that most police departments already had negotiated this deal or were in the process of having it. This would have been easily won at an arbitration process without having to give Daley a break on our pension money. At the time the pension had 3 billion in it and Donahue said the pension was getting about 25 million a month in interest and it was not a big deal. When that pension money starts to dry out and there is very little money left. I wonder if Mayor Bill Daley will come up with the 25 million so all retires will be able to afford cheese for the rest of their lives.

Sun Times reports DV didn’t file tax returns for a few years. If state returns and required reports were not filed shouldn’t Lisa Madigan have investigated? Where was Barach’s IRS? Was there some type of COLLUSION here? Come clean Lisa......was the fix in? Why didn’t the FOP sue the pension board members for violating their fiduciary responsibility to the pension contributors? Maybe the last 3 FOP Presidents could tell us.

Couldn’t agree more, but it’s time to put this to bed and move on with the pension funding. Nothing is going to change, we all know how we got screwed and by who, but the money is not coming back and no one is going to be held accountable
Have to concentrate on the future of the fund

Pure BS. The pension made 571 million last year. Won’t be that way this year but no way will it run out of funds in a few years
Doesn’t hurt that at last count and published in the pension newsletter we had 12,606 sworn members paying into the pension That number was from like 6 months ago and the academy has been full since then

Maybe because the commentator doesn’t know what he is talking about. Go to the Pension Board website and look up the yearly financial stats.
In 2017 when you add the employee and employer contributions along with the investment income , then subtract what the pension pays out in pension, returned pension contributions , administrative expenditures, etc you will see the pension made 257.1 million in 2017 and put its total value to over 3 billion
I understand the fund is underfunded, and watched it for years
Senate bill 777 provides mandatory funding by the city
I’m not naive to the city politics when it comes to ur pension, all I’m saying is it’s not going under in 2021 or even close

The article shows a chart indicating that the investment income does not cover the payouts which is very true. Shows a big disparacy but fails to add the employees contributions plus the city contribution

Yes, but it would be nice to see a little justice done to the offenders in this. And in the future we have to keep a keen eye on who on the pension board is getting the free trips, identify the political hacks appointed, and hold their feet to the fire, or worse.

So as you read all these SunTimes accounts about the pensions being raided and the enormous amounts of money lost we back up to the question of who got or gave the idea to Vanecko & Co. to approach the pensions for this money. If you were looking for some big money for investment purposes would you go to a government pension board? A lot of guys would go to a bank. Did the pension boards require any collateral? Were these two grifters advised to approach the pension boards for loans, by who. Would anybody besides Daley have the know-who to talk to? In spite of Novak's lengthy series about this, Daley got a big pass and somebody from the DOJ should have been whistled in to find out everyone involved in OKing this transaction before it was made. Those on the pension boards approving these loans should have been dumped and those "cabinet" members overseeing these deals should have been called to task. Its total bullshit that Daley got away with pretending he was surprised and shocked that this had happened and the media let it slide. Shame on all of them. And shame on us for not making more noise about this when it happened.
