- The Fraternal Order of Police has again been denied in its attempts to formally join the lawsuit that could soon lead to a consent decree governing reform at the Chicago Police Department.
The 7th U.S. Circuit Court of Appeals on Wednesday upheld U.S. District Judge Robert Dow’s decision, reached last summer, that barred the police union from intervening in the lawsuit between City Hall and Attorney General Lisa Madigan.
In doing so, the appellate court noted the FOP waited “for nearly a year” to try to intervene, despite realizing the consent decree might affect its interests. The court also described as “largely speculative” the FOP’s fear that the consent decree will violate its collective bargaining agreement, or CBA.
Unforced errors, and the FOP is going onto 19 months without even a whisper of a Contract.

Each time he was assured by Lisa Madigan who lied repeatedly that he would get the “carve out language .” The Dean crew ensured Kevin that he was doing the right thing and even voted to pull out of the decree. Dean , Gb , Rs , Kr , Kh, Bb , Pd, Jc , to name a few . This is all on Kevin ! He was told by far too many people to intervene and he listened to not one person !

Even if we intervened do you really think Rahmbo and Madigascar were going to negotiate in good faith. I believe they showed their true colors by leading the FOP to belive it was doing the right thing.

The Board discussed this at the Sept 2017 Board Meeting. Greg Bella made the motion to not intervene at that time. Kevin listen to bad advise.
Graham is in over his head. Oftentimes does not have a clue.
However, on the flip side, there is a golf outing coming.
Perhaps kevin did listen to one person, the mayor.
The FOP has caused more damage and cost to the members beginning with M.D. and B.D. These two freaks still run the FOP and Kevin is the puppet. This is a well known fact. The Board is a collage of misfits who have their own agenda. Everybody there, elected and appointed to the Board believe they are so important. They forgot what a "union" is and what it stands for.
My advice is for them to stop pretending to be a politician and get down to business, stop the bullshit and start thinking like a working copper.
Oh yea, one last thing, disband the political endorsement committee. No person in their right mind would look for an FOP endorsement. This is your "kiss of death".
There should be a daily update from FOP on the contract.... its a high priority or priority #1. We have 3 vice presidents.... what do they need a 4th?
The FOP is totally useless in all negotiations and anything else with the exception of golf outings and fund raisers. They do not have our interests at heart and never will, they seek only to enrich themselves and get a better assignment or promotion, same as any other politician. We need Teamsters, MAAP anyone who doesn't have a self interest and not connected to the job.

This will continue to happen as long as we keep voting for the same people, or new people backed by the good ole boys club. With the election a year away, I hope everyone does their due dilligence and votes for the best candidates, not the ones that have been around forever or are backed by Angelo, Donahue, Graham, Dogherty, shields, Aguilar, etc.

Is anybody even working on this “consent decree?” Rahm pushed for the AG’s finding before Trump took over and nothing has been done since. It goes to show that it was purely a money grab. If Hilary won Rahm would have lobbied for millions of dollars to enforce the decree but Trump and Sessions called Rahm and the for AG out on their bs and stated CPD does not need a consent decree hence they will receive no Federal Funding. Funny how all of a sudden it’s not so important any more. Lisa Madigan jumped in at the last minute probably at the behest of Rahm thinking they can make Springfield come up with some money to enforce a decree. These things cost tens of millions of dollars. More officer, much more supervision and lots of training. Unless they wait for a Democratic President and AG I doubt it will even happen. If it does it will be some watered down version so it doesn’t cost big money. Hell we can barely stop, arrest and get charges on anyone now. What’s next, take away our guns???
Before CPD I was a member of Teamsters and Steekworkers unions. The unions have outgrown their usefulness. This ain’t the Industrial Revolution of the late 1800’s anymore. The unions have devolved into politically influenced groups (pro lefty) and are in bed with the companies, they are not advocates for the workers anymore. They look out for themselves and protect the connected, and in some cases are involved with organized crime, who use the union dues funds as their piggy bank. FOP is just as phony.

What planet have you been living on? The retro check will suck because they will put the raises on the back end of the contract. Look for 0% first year, 0.5% raise second year.

He was told and told to get involved and he Kept reassuring the board that he was negotiating with Lisa madigan and we were gonna get the carve out language and all would be fine. 4months 5months 6 months later kevin was still saying All is fine we are close to a deal, Why does it take 8 months to get 4 words on paper? Because lisa was jagging him off the whole time. Some board members knew this, but kevin chose to not listen. Now this is squarely his doing. So when that fat fucker gets to your roll call and tells you that "I TOLD THE BOARD TO ACT AND INTERVIEN" that is a big fat lie. Throw this loser out of office next election. All he does is hinder everything that murray,bartlett and prieb try to do. Probably the worst president fop has ever had. Just colossaly dumb and a liar. Coming from someone in the know, you guys are missing the forest for the trees. The FOP should have intervened right away TO DISMISS THE CONSENT DECREE IN ITS ENTIRETY. Only the Feds have standing to enforce the consent decreee. That ended with Sessions being appointed. Read the original complaint the State filed. The State claimed standing to enforce the consent decree because they pay medicaid. I'm not sh!tting you!!!
It goes like this (the state's claim to standing) ------> CPD unlawfully shoot and injure people -------> many of those people shot are on medicaid-------> those people use medicaid when shot------> the state pays part of that medicaid-------> the state has standing to enforce the consent decree to stop the CPD from unlawfully shooting people.
Y'all might think I'm making this sh!t up. Go look at the original complaint. Any dime store lawyer could have gotten this case dismissed based on the State's lack of standing IF the FOP had intervened right away. Many of the current FOP wanted to intervene right away. However, lawyer Fioretto convinced Kevin and the Dean crew that it would be a bad idea and the board had enough votes to vote against intervention. I believe Fioretto was fired over it.
The FOP works for the Mayor, period. As long as the FOP receives pay from the city, nothing will ever change. Get it!!!! Their lucrative pay comes from the city!!! Not the membership!!

It’s my understanding that a few others on this thread already mentioned: Graham was told by Prieb and other executives that he needed to act and failed to do so. With that, and numerous other decisions, Graham has shown that he’s controlled by entities that don’t include the membership of the FOP. It would help if, in the next election instead of fractions of finger pointers, those who are left there work together for the membership and not for their own personal and/or political agendas. The FOP’s numerous fractions are an illustration of how a bargaining unit should NOT be operated.
for the guys talking about pushing the contract out further so they get a big retro check after they retire be aware the city has a precident on fucking retirees. in 2003 the city announced they were to lay off as many as 10,000 city workers. the republicans in springfield helped the unions engineer a buy out. way more than expected took advantage of the buyout so little richey rich gave us a couple going away presents. the retirees did not get any retro at all. the coalition negotiator signed off on it saying daley would hold up the entire contract city couldnt afford it. so my partner stayed and got 4700.00 retro and i got nothing.same hours worked under the same contract. our union guy got a big promotion and raise and retired a year ago with one of those half million dollar pensions that made the papers a few years ago that no one in springfield or city hall could remember who sponsored the bill or voted on it. daley also paid off all accrued vac and personal days at a much lower rate than we made, going back to arcane titles we were hired at 30 years before for equip we no longer had or used. that one has been in court for 15 years, we won but city appealed it so it languishes in the injustice system while our attys bill hours. watch these snakes they seem to relish fuckin the guys on the bottom of the pay scale. dont assume you can retire and get your retro when the contract is finally ratified. they have set a precident for what its worth. and dont let the fop tell you the city cant afford it, i lost my retiree ins too but when senor trump put a travel ban in effect at ohare tiny prancer came up in one day with 30 million for free lawyers for any foreign citizen who felt like settling in the land of milk and honey, shitcago. watch these fuckers they cant be trusted. good luck with your well deserved contract.

The vote was 19-8 with 19 members voting not to intervene. The 19 Board members who thought not intervening was a good idea were Angelo, Bella, Brown, Burns, Cantore, Capparelli, Duckhorn, Escobedo, Garza, Gentile, Gorman, Hauser, Jakstavich, King, Quinn, Ryan, Salazar, Shogren, Trevino. The 8 members that wanted to intervene were Underwood, Tamlo, Prieb, Murray, Mette, Flores, Dougherty and Donahue. These attorneys need to be replaced. You union members need to decide at the next election who was voting in your best interests.

Mike Shields should have never lost the presidency. He was innovative and did his best for us. The expressway ad signs were genius. The other faction wanted him out for their own purposes so they set him up. Then we were "blessed" with Deano, now Kevin. With a little bit of luck, Mike Shields will run again. And, no, I am not Mike nor any of his family or friends. He would not know me from Adam, but from what I observed, he was the best FOP #7 President bar none, and I worked with them all.
Regarding if we should have intervined to stop consent decree with state it would have been in vain. Look at the Federal Top AG Jeff Sessions general as guide to outcome of that.
