Thirty-five percent (seven) went to 001 or 018. Those used to be choice spots. Now, weekly mayhem and a pair of incompetent losers as commanders have driven out most lieutenants with seniority.
Maybe if Larritorious Larry demotes one or both, he can stanch the bleeding, but it'll still be weekly mayhem with no solutions in sight.

Why should Unit Lt’s not have to complete their own members TRR’s. The WOL can do an initial review and request an extension until the Units Lt can review the TRR(s).

Let’s break this down for you at home viewers.
018 was sent (4) total Lts.
-Legal affairs guy with not much street experience
-long time admin sgt (business affairs) 019 with very little street experience
-guy (014) with street experience
-guy (018) with street experience
So half those Lt’s will not be in 018 come summer as those two will make their calls to land somewhere INSIDE and soft.
001 was sent (3) total Lt’s.
- one guy (011) has street experience but was the accountability sgt for some time there as well. Either way it is what it is.
-one female (025) has street experience but mostly DSS from 025 so should be solid since she’s dealt with commander before and understands that clown.
- last guy ( Inside unit) has ZERO street experience and is from consent decree unit / lawyer who may flee that place within the week.
Guessing at least 1-2 ( 1 for sure - SEE Lawyer) of the Lts here will be gone by the DNC.
Not sure who their juice or “connections” are but my guess is their thought process is or was that these people can drive around in and around 018/001 most tours without having unruly issues popping out everywhere. Now their counterparts in the “hood” aren’t as fortunate. (See 010/011/006/015) These new Lts will have to constantly keep their heads on a swivel in some very dynamic and tough neighborhoods. Remember there’s a better chance for a quiet ride every now and then down State street during the certain hours than through places like K- town, Little Village or Anywhere west of Western Avenue on the west side.
Not going to second guess why people go where but someone who “made” these assignments need to ensure for these next few promotions that the people stay with these districts for a set time before allowing some people the ability to flee which ends up leaving those who remain short handed again and again.

If the Coppers they were not so stupid, when they pulled up on Eddie Johnson, and made a big scene, causing him to resign. They could’ve been exempt command, rank easily, but that’s all school. That’s what we did took care of each other always knowing that the sunshine was right on the other side of that rainbow promotion, thank you.

A lot of haters out there. Eddie Sullins is a good dude, he was always a standup Sgt. when he had the tact team there in 011 a long, long, time ago. Handled my shooting and really helped me through it. Looked out for me. Told me everything was going to be ok and made sure everything was done the right way. Guys in 011 will be lucky to have him. Anybody that really knows him, knows that he is always looking out for officers. Guys slamming him must be real pooches.

So true, no reason CTA ,CIRT, etc cannot do their own TRRS. What do their LTs actually do? Also the LTs would stay if they had a good commander. Look at the sgt and Lt turnover rate in the past two years in these 2 districts.

Hamilton is a strange bird who apparently is a self admitted glorified admin. secretary while the other is heavily connected Greek who has had not one BUT two questionable shootings ( one on duty and another off duty). Honestly I’d rather have both of these people inside, away from anyone for safety reasons.
The one thing I did notice was the quiet move to 017 by the Lt who was assigned to 017 but detailed as a K9 Sgt. Now I call that some clout seeing as this same LT is heading back to the comforts of 017. Meanwhile most of this class landed in CCG and out west where they will earn their money.

Unit Lt’s aren’t doing much of anything but hiding out. Maybe this will change now that the Supe has sent most of the newly promoted Lt’s to busy districts. Hopefully, they’ll learn how to review TRR’s, download taser devices and conduct spot checks of officers’ BWC footages just like theother hardworking Lt’s.

It’s called SOS and tac teams. Many independent studies found that members of proactive units and teams were more likely to “take care of their own” and not have an independent viewing of the use of force incident. Supervisors in units were under more pressure to make a finding for their own officers as units are more proactive and more cohesive, thus supervisors would go above and beyond to NOT independently review complaints and use of force. That’s why the WOL now does it. COPA also does not want tac Lts in the district of occurrence to review tac TRRs. The order states a WOL may delegate the review of a TRR to another Lt in the district if unable to review it. The order is unclear but copa, and legal affairs do not want the tac Lt doing them, they would rather the field Lt if available. And from a year ago, ask the WOL who took 21 days and the tac Lt who took 21 days for a TRR. COPA specifically called the WC in to ask why the tac Lt did it. The WOL could not show any relevant reason he couldn’t handle it and was available except the Tac Lt said he would handle it because it was his guys. They were both hit immediately because the use of force was found “excessive”. The officers took 45 days for the excessive part. If you are a tac Lt or a Lt in a unit, DO NOT HANDLE TRRs no matter how much the WOL bitches about it. Do it by the book!
Why all the hate directed at ES? The guy has helped numerous coppers on and off duty including myself. He's the only person on that list who was promoted 3X by score- Detective, Sergeant, and Lieutenant. That alone is more than 99% of the command staff. As for 011th, he worked there as PO and Sergeant. Its a cake walk for a guy like him. Congrats Eddie. You one of the few who earned it and desrve it.

When his case went in front of the police board, they voted 9-0 for him with prejudice against the department. The department was actively trying to screw him over because of politics. This is the same department that went out of there way to cover up for Sgt Muhammed when he shot an unarmed autistic teen. The same department that lost a retaliation lawsuit filed by Sgt Lambert when he was dumped out of Area Two because he refused to justify the shooting Sgt Muhammed was involved in. The city will not let John back on the street. Not his fault. I worked with him in 007 and he mentored and cared for the officers that did the job. Was he abrasive when guys tried to pull scams? Absolutely, but that is what is required in a good leader. Call out people on bullshit and affirm good work.

Well most of the time Lts just don’t want to be interrupted from watching Netflix. 1st watch Lts are notorious for this. Most of the lights off, tv show on the computer and then a TRR comes in. You would think the world is ending for most of them. So what do they do? Get sh*tty attitudes because they have a TRR or foot pursuit and they are in a unit. 025 and 014 are notorious for this. Sorry if we interrupted TV time but sometimes these things will happen while arresting people. So what do these high paid Lts say? The so called “leaders” of the department, the people who want to become captain?? Why are they out there working.. no that’s not it, it’s “why are you bothering me, I’m lazy and don’t wanna do anything.” So to those Lts… be nice, you will get an awful reputation you will never be able to shake. Wrong! I can't speak of the person you reference in your post but I can honestly say he has been the text book example of someone who is patient, understanding, unbiased, well versed in every aspect of Policing and the dept, willing to help anyone, a mentor and leader! I am proud, grateful and thankful to God that I came to meet and know such a wonderful man and human being. Don't forget, this city is all about second chances. Some use them and some abuse them.

If they're unable to supervise in a district, they should have never been promoted in the first place. Why send them to a district to ineffectively manage people and endanger their careers and safety?

Then they should take it away from the Lts completely and let the training unit do them; staff it with more sgts and lts and let them do it, they critique them anyway and are the supposed experts.
The lts and sgts on the watches are just as close to their people as tac and units are so that excuse is moot. It doesn’t matter anymore anyway, whatever is on bwc is what happened, in the eyes of copa, so there is no helping make things better anymore. The incident is what it is. Either all the Lts should do them for their respective people or none of them should do them. The WOL, especially in busy districts, has enough to do as it is to be doing everyone else’s work.

This Job it’s worth it anymore at all, unless you’re hidden in a nice spot where you don’t interact with the public, maybe caps and a few spots where you have to interact with the public are nice spots, especially if you’re not actually doing police work. All officers who respond to jobs and work the streets deserve hazard pay, it’s not fair that officers who are in nice spots get paid the same as officers who risks are much higher working the streets.

No Sgt.,Lt. Should be assigned to a unit until putting a year in a District. Many that get assigned to units are merit,unable to supervise in a district.

It used to be the rule under Chief of Patrol Mauer that you had to do at least six months in a district before going to a unit.

Either all the Lts should do them for their respective people or none of them should do them. The WOL, especially in busy districts, has enough to do as it is to be doing everyone else’s work.
You can’t BS other Lts. There’s a TON of Netflix and tv shows that happen. Once that RVR and slips are done (30 min total) the rest of the day is waiting for something to happen.. you and I both know that. It’s the fact that most Lts just don’t wanna be bothered with anything.. sorry, that’s what we get paid for. I’ve been a Lt in the district for 7 years now, I know how this game works and I know how we are not overworked… at all. Just tell the truth, sometimes we just don’t wanna be bothered…

Oh, and when the time comes, click approve on performance evaluations… wow… hard.. oh right, sign the packet of furlough slips and to froms and logs(5 min.) if all that takes you more than 1 hour a day.. then you’re slow and inept.

If there must be merit , only one merit promotion during your career.
Patrolman and Sergeants can be promoted exempt, I would rather see qualified Patrolman and Sergeants as Commanders and above than these merit Lieutenant,Captains. It’s an embarrassment to have Sergeants that we’re radio room attendants , District or watch secretaries getting merit promotions because of race .
