So many revisions that only tie the hands of police:
Chicago police officers have already started training for the Democratic National Convention, but now, with less than 10 weeks to go before delegates flood the Windy City, the department is asking the public to weigh in on new crowd control and arrest policies.
Community groups have been critical of previous policies they said did not protect First Amendment rights. The Chicago Police Department's new Response to Crowds suite of directives respond to those public concerns.
[...] A key takeaway from the department's new policies relates to crowds, First Amendment assemblies (previously called "protests") and civil disturbances: "Force will only be used when it is objectively reasonable, necessary, and proportional."CPD also said "mass arrests are a last resort" and officers will attempt to peacefully resolve situations first.
Sure, like at the Columbus statue riot where a copper lost his eye and who knows how many cops suffered burns and permanent hearing damage as they were bombarded with aerial firework mortars.
There should have been an entire extra day for the Sergeant and Lieutenant Exams just to cover these changes that everyone better know inside and out....of you'll be at callback for a year and fired thereafter.
This part of the "report" really pisses us off a bit:

Did everyone suddenly forget that there was a convention here in Chicago in 1996? And it went off almost flawlessly? No one died, very few injuries to anyone, mayhem was contained to sporadic outbursts at most.
But fifty-six years after 1968 - when 95% or more of the current Department WASN'T EVEN BORN - is being used to set the stage for cops being attacked, being accused of misconduct and being set up to be fired (or imprisoned) for resisting the human urge not to be punching bags.

Chicago was fairly peaceful prior to the 1968 DNC when the anti Vietnam, Chicago Seven, Students For A Democratic Society and other assorted Communists & traveling misfits arrived. Remember at the time the CPD was not trained to handle riots like police departments are today. The police did with what they had. The “protesters” keep surfacing over the years. The news media keeps beating a dead horse, it has been 56 years, but most of the media is libtard left and they will never stop talking sbout it. And thanks to Governor Dan Walker who created the Walker Commission investigation and report which threw the police under the bus. There is an example of somebody like them or hate them. They knew exactly what to do. Police today are not going to risk their lives their careers, there, freedom and their families not gonna go to prison because of this. Nope let’s get all the older goofballs who carry badges by the way gold enforcement badges they can join with the exempt ranks and they can do what they want to. Look up the videos of US Park Rangers getting attacked in DC by the "red shirts" of the Palestinian Socialist Home Front. The mass of a single quarter is still subject to the laws of gravity and a shit ton of them will vastly increase the coverage area, much like birdshot, for a fraction of the cost.
These protestors and anarchists will cower in fear when they are faced with the armada of 5’2” 110 lb females that have taken this job in recent years! All the equipment barely fits on their belts. Antifa will rue the day that they decided to mess with the front lines of Consent Decreed CPD!
Be careful walking down stairs, stepping over curbs, walking down pot hole riddled alleys looking for shell casing. These and other everyday activities in the inline of duty can lead to, a sprained ankle, knee injury, broken bone in the foot.

Not planning a trip downtown, especially during the convention, but would that somehow change physics? 40 rolled quarters is much heavier than one quarter, and would therefore hit with a much greater force than a single quarter dropped from a height. Do you disagree? Please explain.

40 rolled quarters are the sum of the mass/weight of 40 individual quarters.
Thus, impact energy would be 40 times greater for the rolled quarters than for 40 individual free falling quarters.
Any resistance caused by ambient atmospheric conditions would be much less for the rolled quarters than the unrolled individual quarters.
The question, thus, is just how much impact energy is intended to generated upon whatever said rolled vs unrolled quarters may land.
