Preparations

The brass must be finalizing the plan enough to let the media know about it:
  • Chicago police officials on Monday said they are prepared to expand shifts and cancel days off for the entire 12,000-strong department if widespread protests occur after a verdict in Officer Jason Van Dyke's murder trial for shooting Laquan McDonald.

Department officials said officers are prepared to have their usual 8 1/2-hour shifts extended to 12 hours a day, while days off would be canceled for other officers.

During an interview with the Chicago Tribune on Monday at police headquarters, Superintendent Eddie Johnson would not specify whether the department would wait until a verdict before instituting the measures.

"We'll monitor the court events, and as we get closer to the end of it, we'll make that decision," Johnson said.
So days off are probably safe this week. Still no word if the brass has fixed the no-overlap hours:

Now we notice that if 2nd Watch is Cancelled RDO, they have to work 3rd Watch hours? Has anyone downtown figured out the Contract violations and how much OT the City is going to have to pay for switching hours past the 2 hour limit?

SCC: So here is the way the city is going to get out of it. Those start times are within the two hour frame of adjustment before the start of tour. If second watch usually starts at 0530, then 0730 is allowed under the contract. Same goes for all shifts. If they adjust it any further then time worked beyond that is paid at time and a half. So if they pushed it to 0830. It’s an extra half hour added. But the OT is going to be biblical given the entire department will be RDO cancelled and on 12 hour shifts. Using the 9 hour schedule which most PO’s are on....let’s say 1/3 are RDO. The other 2/3 are just extended by 3 hours. Using an average of $40 an hour for this calculation too.
Let’s say there’s 10,000 officers on the job. 3,334 (1/3) will be working RDO cancelled for 12 hours, at time and a half meaning 18 hours. That’s 60,012 hours worked. Multiply that by $40 an hour for a lovely total of about $2.4 million. That’s the cost of your RDO cancelled officers.
For those working normal days. That’s 6,666 coppers. An extra 3 hours at time and a half gives you 4.5 hours extra. Multiply that and you get 29,997 working hours. Times that by $40 an hour and you get about $1.2 million. So each day this goes on is $3.6 million bucks. That’s just using an average of $40 an hour. It’s probbaly much more because of promotional salary, D2 pay, years of service, etc.
Happy to help!

Ok before everyone starts bitching about their start times. These are your start times according to contract pages 121 and 136:
1st 2200 hours
2nd 0700 hours
3rd 1530 hours

People will complain and say "but I work a traffic car at 2100 for 1st watch so my start time is 2100".

No, to figure OT pay it goes by contracted start time, so if you usually start at 2100 and they make you come in at 2400 then you get no change of schedule OT. it is within your two hour start time of 2200 hours.
(section 20.7 contract)
Bitch all you want but this is how the contract is wrote, this is how it was done with Cubs OT. File a grievance if you want, wont help.

Another point people are going to think because of RDO cancellation, they are owed OT for working 6 days or more. This only applies if you work 6 or 7 days continuously in a pay period as defined by city. A pay period as it applies to OT is defined as Sunday, Monday, Tuesday, Wednesday, Thursday, Friday and Saturday.

So if you worked Tue, Wed, Thur and Fri, and then your Sat & Sun RDOs cancelled then you worked only 5 days in the pay period, yes you worked 6 days continuous but you didn't work 6 days continuous in a pay period so 6th day OT does not apply.

section 20.3 contract

Here's how this will play out.....the city will blatantly violate the contract, then key members of Lodge 7 will be offered patronage jobs with the CCSP upon retirement providing an additional pension in only 10 years.

Then the grievance will be settled for pennies on the dollar.

The only variable will be how many jobs are offered. This will be determined by the potential financial impact of the grievance itself...the higher the dollar amount, the more jobs to be doled out.

Look at past board members for proof

This has been going on for decades. You'll never hear hate crimes against white victims reported because the media gives absolutely no coverage to them. Ever heard about the young white couple from TN that were kidnapped, tortured, and murdered after being car-jacked by black offenders? Few people probably ever knew about it. If this was a black couple and offenders were white, there would have been WW3 and tons of news stories. Look up Channon Christian and Christopher Newsome. The details of the crime are absolutely horrendous. Many more examples of lesser magnitude out there, but you still won't see it on the 6 o'clock news.

This was definitely a federal crime charge but it did not escalate due to the fact it was black on white no marches no nothing no protest could you imagine if the situation was reversed?

No contract violation.....on your RDO you have no schedule....they can start you anytime they want as long as they pay you time and half for hos worked.

9/25/2018 05:45:00 PM

People will complain and say "but I work a traffic car at 2100 for 1st watch so my start time is 2100".

No, to figure OT pay it goes by contracted start time, so if you usually start at 2100 and they make you come in at 2400 then you get no change of schedule OT. it is within your two hour start time of 2200 hours.
(section 20.7 contract)
Bitch all you want but this is how the contract is wrote, this is how it was done with Cubs OT. File a grievance if you want, wont help.

A timekeeper

We were told at roll call no tasers no body cameras and one radio per 4 man team safety issue If radio goes bad and you get separated from your team ,think the fire department would send in their people into harms way with this kind of planning and lack of equipment , why no body cameras thought it was a state law every encounter with a citizen is suppose to be recorded , what happens if something goes south and it's not on video , also no swiping in or out I must do it for cta/cha/ or any other overtime also having hundreds of pos drive their own vehicles to staging area instead of on buses it's going to be a cluster fuck with cpd command post and other equipment and vehicles in the same lots , lack of leadership is glaring oh well the medical sounds like a nice place to be instead of this cluster that is approaching

Relax, you will get thru this and survive, if it even happens. My buddies and I had dinner the other night and disgusted the good old days of 1967 and 1968. Were still here enjoying retirement and when we were at the MLK riots in 1967 we were in 4 man teams with no radios. Had one in the squad that was it, no tasers or body cameras and we survived. Don’t remember anyone hitting the medical when the rioting started or anyone running home to protect the home front. If the rioting gets to your neighborhood what is one P.O. going to do.

Pretty simple to explain. The actual number of 12,606 includes ALL sworn officers regardless of rank working for the CPD. Read the article you listed. It’s clear that the figure of 6200 is only the rank and file officers assigned to patrol districts as its stated in the article. It does not include officer in units, detectives and ranks of Sgt, Lt, cap and exempt. Just as an example how many in narcotics, gang enforcement are a few. Add the detective division, not only the detectives but pos and higher ranks. Academy, HR list goes on. How many units in the COD. It adds up

Actually, yes I can. If you read the article it clearly stated that this is the number of officers assigned to the DISTRICTS. From there you have to add detectives, Area SAT and Gang teams, as well as every other unit in the department that has police officers assigned to them. From there add the sergeants, lieutenants and captains, then the exempts Because, YES, they are sworn police officers. All of these numbers are available from numerous sources so take a little time to research and learn.

Some people can’t comprehend what they read. The article was explicit in where the number of officers came from. But why pay attention when it does fit your false scenario sand it’s easy to just stick with we have 9000 members. Ignore the newsletter from the pension fund written by the sworn elected representative who stated 12,600. Ignore CLEAR. And don’t call the FOP. I’m sure they don’t have any idea and don’t have the number. It’s easy to just say where’s the 12,000 and have someone explain who I’m sure you won’t believe

That was half a century ago. The world is an entirely different place now. Chicago is its own special little hell in that new world. You got to run around beating the shit out of anyone who got in your way. Things have changed. Even attempting to compare anything happening on this job today to anything from 50+ years ago is idiotic. I'm glad you're enjoying your retirement, but please remember you're retired. You have absolutely no clue what this job is today. None.

I can’t speak for the guy that made the comment, but speaking for myself, a retire you are way off youngster. If anyone is idiotic it’s you. The world is entirely different place now. News flash , I live in that world and have seen the changes. Chicago has its own little hell. I live in that hell and well aware of that. Things have changed. No shit. I must have gone to bed early one night and missed those changes. I can compare the job because I have lived those years I can compare and see the changes in the job because worked for the CpPD when those changes took place and change doesn’t take place overnight. You can’t compare but are trying to say what we did 50 years when you weren’t even born. That idiotic. I wasn’t alive, but I know they were beating people. Then to say a retiree has no idea what the job is today is really idiotic. We are retired, not dead. Attend golf outings and hear from the younger officers about the job today. You do realize we have friends and old partners that are still on the job that we talk to. They tell us what is happening on the job and the changes
My long time partner is still working and we hang out often, and he keeps me informed. I still read the newspapers to keep me informed and have the luxury of watching the Van Dyke trial which gives me an idea of how the job has changed. I’m willing to beat I know more about what’s included in the consent degree than you
Enough , it’s past my bedtime so I’ll have the nurse give me my Geritol and tuck me in They are putting me in the nursing home tomorrow. What year is it, 1980 because I missed all these changes. Is Bilandic still the mayor?
Catch you later, but seriously I don’t envy what you have to deal with today but as I said before we are retired not dead and might be more aware of things than you think
Finally, how can I not be aware of things happening on the job I read SCC which is the best source of infomation

To some retires

Been on the job for 28 yrs. so far and still working a beat car, in a fucked up neighborhood and on 3rd watch. Some of you retiree's talk a lot of shit from back in the day, be quiet and go back to you're golfing or whatever the hell you guys do. These kids today are really going thru a lot of shit that we didn't have to back in the day, why they left their prior jobs for this profession "BEATS THE HELL OUT OF ME" but today vs yesterday in policing, is really all the way around. The bad guys are the good guys and vice versa. I'm planning two more years then I'm leaving this shithole of a city. And believe me I am never even reading this blog ever again. God Bless to all police retired and present..........:)

My comment was in response to his post showing that he clearly has no idea what the job is today or how it differs from 50 years ago.

Do any of these plans include supplying food and water to the officers? Any part of it address the health and we'll being of the troops, logistics of getting supplies anywhere? So a bunch of merit hacks with no experience being the police or handling these types of situations are doing the planning? You might as well put the cheating trio in charge and on the front line.

No they aren’t. Read the statute you referenced in its entirety.

No body cameras are not state law. But, if the department you work for CHOOSES to use body cameras the department must follow the -law enforcement body-worn camera act-. Whoever said it’s the law is wrong.

(50 ILCS 706/10-15)
Sec. 10-15. Applicability. Any law enforcement agency which employs the use of officer-worn body cameras is subject to the provisions of this Act, whether or not the agency receives or has received monies from the Law Enforcement Camera Grant Fund.
