Homicide Rate Climbs by 80

  • Changes are taking place at the Chicago Police Department, thanks to an exclusive 2 Investigators story last year.

CBS 2 Investigator Pam Zekman questioned if the police department was fudging the murder rate by hiding homicides. Now several cases are getting a second look.

A raging fire killed three people and a woman's body was found in a South Side swamp.

Those are just four of about 80 cases CBS 2 wanted reviewed by the police department. That's because they were apparently not classified properly as homicides despite recommendations by the medical examiner.
Ok, so they're reclassifying 4, not 80. But we're sure they're giving their full attention to the other 76 cases, right? As pointed out in a previous comment section, this quote is priceless:
  • As for police officers who confided to us that there is pressure to hide homicides, Grau said "The people that are talking to you, I wish they'd talk to me, because I would certainly rectify that."
Rectify that by pulling their tongues out through their rectums no doubt. Remember, a scandal isn't a scandal until the press hears about it. Of course, if the press is a bunch of panty waisted candy asses in the mayor's pocket, a scandal isn't a scandal even then.

Man, thats old news. Seen homicides turned into suicides. Or you use a hospitalization case and check death investigation. Even saw a suicide once turned into a kill by HBT years ago.(downtown auto supply shop)

Fudge figures? Not in my city, not on my dept!!!! We don't fudge...we simply.....re-allocate statistics. For instance, too many robberys popping up? no sweat! the dets simply have to say, "sorry kiddo, you got yourself a theft and a battery". Those pesky agg batt firearms got you down? NO problem! Poor markemanship is rewarded by being classified as agg assault....maybe homicde can be re-classified as suspiciouis death ....watch the hood clear up before your very eyes! Fear not, yuppies, move on in. Crime is down, the blue bag program works, vote stroger!!

This was Cline's claim to fame and now that he is departing they are trying to clean up the obvious falsehoods before the new fellow shows up.

If the truth was known we would have approximately the same number of homicides as when Rodriguez and Hillard were Superintendents.

The numbers did not go down until Cline became the Chief of Detectives and started using the typewriter and eraser to modify same.

Shame on him...

Wrong, those batteries and thefts you speak all knowingly of are still classified as robberies but charged as batteries and thefts due to various factors with the case.

If you don't know, don't say.

Remember reporting vs. charging or is it that you forgot this important element of case reporting.

I agree with the guy right below me. With the attack and assault on the police and the ignoring of the daley crime famiy and its stealing ways, its time to "do nuttin" all day! Take the report lock up that drinker, as long as the real criminals are running free. Thats how they want it! They dont want us out there actually working, besides I dont want to be judged by Daley at the end of the day. Dr knee jerk for any store front turd ball fake revrend.

The citz get the police they want. Being the police takes on a life of it's own. Early in our career, we begin to believe in law and order and justice and other crazy notions. The facts are that 99% of humans are law-breakers (many of us too). We are supposed to be the wet blanket at the party. They teach us to be observant, unlike the average sheeple. But then once we hone our skills they tell us not to look so hard. But it becomes something you can't turn off. We see It every where. On the streets, in the halls of power, in our own homes. People either want to lie, or to be lied to. We are the ultimate no-sh!tters. And that sarces them.

It's funny how quick we are to criticise the media when they attack us but are oh so willing to quote them when they attack part of the CPD we don't personally like. For instance, jumping on that cadeverous hag, Pam Zeckman's phony story about hiding homicides.

Ask any real homicide Det. and you will soon realize it's total crap.

They've been hiding homicides under the guize of "death investigations" for years. Especiall at the end of the year. Daley doesn't want to homicide rate over 500, especially since we're trying to impress the IOC to get the olympics here. We did the same when we wanted the world soccer cup matches here. And I'm going to make an appointment with Grau (who is in the running to be the next superintendent may I add) and lay it all out for him. If he didn't know this was going on then he shouldn't put in his app for Supt. And if he did, he'll never admit it.

"Phat Phil's" schemes are falling apart.

Dissing the disciplinary process.. i.e. SOS, Abbate, Jefferson Street Pub, etc.

Playing games with the homicide count by carrying them as death investigations and reclassifying homicides/murders to involuntary manslaughters.

So-called meritorious promotions and promoting incompetent friends to exempt ranks.

Eliminating Organized Crime investigations because he was a friend of Hanhardt and therefore the G did not trust him.

Being all you can be by eating himself to death.

History will show him to be the most devious Superintendent of all time.

A long BLOODY summer in inevitable, but keep good police in a bullshit box called a "violence zone" while all the crime simply shifts outside that predetermined crime zone. This Department must have a great fortune teller that is giving someone a ten block radius that crime will be commited in, so then we can send s.o.s, tact, and gang units to search everything that moves in that zone. This way instead of being the police they can come in with a bag of weed arrest just to get a cb# for the night. Great solution to a serious problem. The bad apples are gone. Put GPS up their assess if you have too, but let good police be good police or deal with the headache of hiding all of the violent crime numbers and uncleared homocides.

Not true, every case report we have has a section for the dicks to reclassify if need be. Perhaps the last time you did a report(probably with a rock and chisel) this section wasn't there but it is now and it's the detectives job to make the final determination. Statistics aren't counted until that final decision so it doesn't really matter what the lowly beat copper classifies it as.

This shit has been going on since we started counting crimes, and it just doesnt stop with murders.

Look at all the Agg Batts with firearms. Each one of those could have been a homicide, but for poor markmanship and great medical care, these mutts just don't die.

The FBI and the State Police look at our UCR stats with a jaundiced eye. I think the ISP doesn't even count our numbers anymore.

Yeah Cline, what about your bright idea to forget nationwide classifying of Robberies as Violent crimes, and dump the Robberies to the Property Crime Section to free up more V/C Dicks to solve all these Murders. Another bright idea down the crapper, with even more paperwork to the overwelmed with handouts property Dicks. When someone jumps on some victim, or hits them with a club, or shoves a gun in their face, and takes their money, the rest of the country is smart enough to know that it's a VIOLENT crime. But of course, you are smarter and know better. Go eat some Ben and Jerry's round man, good riddence to your fat ass. Maybe Daley will let you be his restaurant guide.

The clearance rate would be higher if the homicide/murders that used to be cleared exceptionally were not being reclassified to involuntary manslaughters and then cleared exceptionally. This drives down the homicide rate but then the clearance rate for homicides declines.

When Cline departs those involved in this program including Maher, Malloy and Grau will follow quickly but those who will receive the blame are the detectives who wrote the reports and the sergeants who approved them as they can be tracked.

det's insist it be a death investigation. 10 year old saw the whole thing, but was not officially interviewed.
offender was ANOV'd, for unregistered weapon, no further action. Paper was a death investigation.
Wouldn't you know, the homicide count at the time was 599, and 600 would have caused an increase in the city's bond ratings...

if the detective has an idea of who an offender may be, he will ask the officer to classify it as a death investigation. He will then upgrade it the next day and arrest the offender and reclassify the job thereby bypassing the beat officer who did most of the work but claiming credit for the clearance and stealing all the COURT OVERTIME PAY. Its one of the biggest scams in the areas. All any PO needs to do to clear the case is clear itby arrest in your narrative, thereby locking the DICK out of the COURT TIME. That goes for all part one offenses.

Did you start yesterday?

Have you ever been involved in a real case?

All the work? How many pages of paperwork was your one page narrative? That is a trick question by the way. There is much more work to be done than your one page homicide first degree murder general offense case report.

Grabbing an offender and throwing him or her in the lock up only begins the case preparation and process.

It's a team effort and all will be needed in court.

You throwing an arrestee in the lock up is not going to cheat any detective of overtime.

The detective will get the overtime on processing, questioning, interrogations, grand jury, and yes court dates.

You aren't going to lock any detective out of court time. It's the nature of the beast as they say.

Ah, forget it, you must be new because you know nothing about what happens once you throw that arrestee in the lock up.

If you did, your idiotic posting would not have been made.

You can't lock me out of overtime, PERIOD! I closed the case, I wrote the closing supps, I interviewed all involved, I made sure evidence was processed, I put the files together, etc. etc.

There is NOTHING you can do as a patrol officer that can lock me out of any court time in a serious case.

It's a team effort, too bad you only think you know what you are talking about.
