Undermanned Again? (UPDATE)

We teased a bit last week about the Department handing out Mass Arrest kits for the potential Blackhawks celebrations, pointing out that last time, disturbances were kept to a minimum. Of course, alcohol makes people do stupid things and last night was no exception as parts of the northside bar scene got stupid:
  • Not all of Chicago's Stanley Cup celebrations were peaceful Monday night.
    There were a number of arrests and some property damage. Hundreds of gunshots were fired into the night sky right after the Blackhawks won the Stanley Cup. Incredibly, no one was hurt by falling bullets.

    However, when throngs of fans -- and just-plain-partiers -- began spilling onto North Side streets, Chicago police suddenly found themselves dodging cans and bottles.
Thank goodness the south and west sides remained calm.

In any event, quite a few observations have made their way into our comment sections and seem to point out a worrying trend that we and others have been pointing out for years - inadequate manpower:
  • God help us if the bulls ever win. IT took over six hours to control a bunch of unruly Lincoln parkers. [...] It was an eembarrassment. Countless businesses, vehicles and residences damaged and several officers hurt.
  • Very poor preparation for tonight's possible Hawks win. Poor execution after they did win. Too many chiefs and not enough Indians. Where were the arrest teams and prisoner processing areas? Sorry but that was embarrassing.
  • During the live broadcast of the mayhem, the NBC reporter even commented that he was told that the Police were prepared for the win. He then went on to say he did not think so, "there are not enough Police out there"
  • Apparently they didn't learn anything from the 2010 celebration. In that one, we never knew it would be as big as it was and the exempts back then just kept getting more and more teams until they had it under control. Wouldn't you think they would have done a little research and realized that you need a LOT of manpower to control these idiots????
Hopefully, no serious injuries to the Officers involved, but once again, underestimating manpower needed for things like this and lack of an available large scale response unit is going to get people hurt.

We expect the parade Friday will be different - daylight, families, less heavy drinking.

UPDATE: Here's the article about damage - not much in scale, but pretty much nothing in the way of a police response to the area.

Heard they shutdown the red line to prevent more idiots from showing up, but this also prevented people from leaving as well. Is the CTA not smart enough to run shuttle trains out of the area? If your cut off points are Wilson and Fullerton, any trains running towards belmont/addison run empty. Pick up their passengers and drop them off at Wilson or Fullerton. They would then have to transfer to other trains for the rest of the journey. Cluster yes, but it gets people who want to leave out of the area.

Though, this is dependent on CTA having manpower to organize such effort, and then be willing to sweep trains of passengers to prevent knuckleheads from coming into the neighborhood.

Long story short, SCC is right. Manpower. All the huggy lovey crap doesn't mean shit when they've been drinking for hours.

Way to go Northsider's proving that there's idiots up north just like everywhere else.

Not while the "smart people" at University of Chicago are conducting their multi-year experiment into how far you can bend a Police Department by starving it of manpower and properly functioning equipment before it breaks.

We honestly think the mayor and stupidintendent are hoping for a major event to take our measure.

Word always was that the powers that be wanted CPD to be shrunk to a total manpower compliment of 5k to 6k.

Problem is they can't get their people (and folks) to stop shooting at everything that moves.

Agreed. Just by watching the news coverage, it was obvious there were not enough police. Especially when they were using the (real) horses to clear Clark street.

The crew of police that composed the front line would push the crowd back forcing them back onto the sidewalks, and at the same time put the metal/steel horses back up separating the crowd on the sidewalk and the now empty portion of the street. Then the 20 police on horses would move up a few feet. What was unbelievable to me was that I only saw about 8 cops on the front line!

Plus I loved how before the Hawks game even started, the media said that CPD brass said they learned so much from the last Hawks win and put super secret precautions in the streets for this year's win. Apparently that was the metal/steel horses set up along Clark Street from Belmont to Addison, which was supposed to keep the people on the sidewalks. We all saw how well that worked.

Bottom line, it was obvious to us nobodys that there was not enough police out there.

I was proud to be part of different crowd situations over the years where, even though sometimes it took a little "one C.R for the whole event" make-your-presence-felt tactics, the job got done, you'd have a laugh later, and move on to the next day. But those situations, now in hindsight, and in contrast, proved successful due in large part to the rows and rows and throngs of blue shirts awaiting bar patrons after this or that big game, protesters for this or that cause, or any crowd thinking they'd get the better of us.

I still can't believe a silly hockey game on a Monday night almost slipped away. Even though "it could have been worse," it still shouldn't have been what people saw on their screens and what I saw from inside a neighboring district waiting on standby to be deployed. Shameful. You don't wait to see how bad it might be. We should have already lined up beforehand in the usual places (particularly that one), waiting lined up deep with our usual look of, "don't even think about it."
Instead, it was, "bring this, send that, see if you can get streets and san down here with this, get more cars over there for that..."

Too little, too late.

But they'll pat themselves on the back for saving a few bucks.

Embarrassing.

I’m glad you’re addressing this S.C.C. Monday night was ridiculous, these big-brained white shirts are going to get coppers hurt, plain and simple. These were a bunch of liquored up yuppies and could have easily been handled with adequate manpower and proper leadership. And speaking of poor leadership… Beat 1900 should be ashamed of himself for the nonsense surrounding his ankle injury, hanging coppers out to dry like that, thanks Boss.

People that study police tactics and procedure will study Chicago. They will conclude that even good people need a police presence.

It will be too late for Chicago. We are criminally undermanned. I say "criminally" because the reason we are undermanned is because the politicians have stolen us blind and we cannot afford the number of police we pay for and need.

Wrigleyville was a complete mess. After the win, the crowds poured out onto the streets. There were metal barricades set up. There was one officer every half a block. Sure enough, a few people defied the artificial barricade and then the entire crowd poured onto the streets. Then the usual drunken idiocy ensued. But nothing terrible. God help us if the Bulls win next year. Or if people decide to riot if George Zimmerman is found not guilty.

You are 100% correct about the lack of thinking by CTA and police. Put Addison and Belmont on bypass for regular runs and bring in empty trains to get people out.

But this is the same CTA that calls the police with a crime in-progress on a train but won't hold the train for police while the offender is still on board.

the metal barricades were a ridiculous and dangerous error...it was anticipated that the spill-out crowds would take the street...the barricades work when there is a flow - such as swarms of people exiting or entering an arena (they have a destination and just need safe contained passage) or as safe contained passage for parade units-----whichever nimrod boss approved barricades needs to be demoted back to a watch in patrol

This is an EMBARASSMENT - not only to CPD, but to all who watch the CPD in action.

New general training order - ALL whiteshirts will be required to watch METV from 3PM to 4PM for remedial leadership and operational training.

Yeah, that's right, watch a half hour of Dragnet and ADAM-12 to learn what you should have learned before being meritoriously promoted.

This is a real cheap way (no cost to the city) to educate those who should have learned practical police procedures on the job instead of being whisked into a leadership position with no experience.

Emulate Joe Friday - you'll be doing a lot better than what you have done so far.

Retired now but worked 4 bulls celebrations and crowd and traffic control at Addison/Clark areas down to Clark/Diversey Intersection. The big difference I saw on television was the lack of a large Police presence on the streets. I thought the police did a great job with the little manpower they had to work with. During the Bulls celebrations the whole of Clark street was lined with Police in helmuts and large reserve units were on hand to send to areas that got out of control. People were not allowed into the streets and were arrested if they attempted to block traffic or started throwing bottles or garbage cans. It seems this time the brass thought that they would substitute police officers with barricades to keep the people off the streets. That didn't work too well.
Although most of the problems in the area are with drunken partygoers, when bottles start flyin at the police and the crowd then arrests and clearing the streets are a must. Once the police(which were greatly outnumbered for such a large crowd) lost the streets they lost control of the situation. Again the police and horse units did all they could with the limited manpower available to them. The brass surely were unprepared for this one. Just hope the Cubs don't win the World Series, the whole city will go up for grabs.
I don't think we have to worry about that happening. Stay safe out there and be careful.

When the Blackhawks won in 2010 I walked up Lincoln Ave. soaking in the atmosphere. The bars between Belden and Webster were full and people were celebrating and having fun but in control. The difference? A solid police presence up and down the streets that was friendly but firm.

If Supt Wies was still the boss, us Alpha girls would of been out in force and as you all know we are the Delta force of the CPD.
When the department wakes up and make us "AG" the strike force we are thing will change. Crime will fall because we are the elite trained girks of the department.

Our enrollment to way up and we are training.

We had to reject 5 males that wanted in. Totally not commited to our CEO' goals.

I agree with the previous post about the department sacrificing public and officer safety by saving a few dollars. That's the bottom line in this town- how much will it cost to prevent the problem vs. how much will we pay for it after the fact. I read a book awhile back "Delay, Deny, Hope They'll Die", about the blatant mistreatment and neglect of the police and firemen who worked the 9/11 site, and how the government hid behind bureaucratic bs to deny medical benefits/treatment for those that developed chronic problems, and cancer, from days and weeks of inhaling the dust and smoke. This cost many first responders their lives because their health quickly deteriorated while waiting approval, and allowing these men and women to die would save them millions. Although there is no comparison obviously between that and what happens here, the mindset is exactly the same; the powers that be see us all as expendables. Our lives will never carry the same importance as their bottom line- money. It's a shame we live in this kind of atmosphere, but it does not diminish the truth. We were told in the academy that the city has actuaries who calculated that is more cost effective to pay for officers funerals than to implement certain safety measures. The fact that the city has let police manpower decline to dangerous numbers while overworking the active officers is certainly no shocker. Many of us have been pointing this fact out for years, on this blog no less. Anyone who has more than 5 min on this job has to look no further than his/her squad car to see how little this city actually cares about you. And our bosses care only about their own career and personal advancement, no matter who's back it was built on. I've read comments about "we wouldn't be able to handle a bull's riot"; that would be a birthday party compared to a major terrorist event here. And the sad thing is there are no repercussions for these politicians who are the cause of the problem.

My question is, why the hell weren't the officers on the line wearing helmets! The fkn mounted unit had em on! Just a miracle that no officer was hurt (as fa as i know) by one of the many bottles thrown at them! And if they were ordered not to wear them, where the fk is the FLOP with filing a safety grievance??? I'm sick and tired of the pussy bosses worrying about us looking to "intimidating"! Listen up assholes, maybe if we did "intimidate" these morons a little more, they wouldn't face off and throw bottles at us!

It could have been worse. What fucking numbskull put iron barricades along the street? Didn't they look at the crowd video from 2010 to see the kind of mentality they were dealing with? Didn't see what happened at NATO with the barricades. Same thing again! God blessed us that they only passed around the irons overhead and didn't throw at the cops seriously hurting, or even killing one of us. Hey bosses - next time 2 rows of cops, a couple hundred at least in each row. With flexcuffs, wagons and MK9 gas cans should be used. Leave the irons in the garage!!!!

This was a bull shit disturbance. Been at all the bulls riots and that's when we still had the old school police and bosses.
The new breed midget MBA degree police will be shitting their pants
after the trial in FL is done.
There are few to none of the old police left. We all retired in the last 10 years.
I see nothing but out of control mutts in the usual districts going out of control after the FL trial.
They just needed the excuse to burn and shop.

Remember, those 2,000 plus officers we're short is 2,000 plus contributing to the pension fund. You know what irks me the most. It's when the Mayor or the Supe can stand there and look you in the eye and say "family first" or "your safety is our #1 concern". I say BULLSHIT. We're all expendable to them.

Get over the 2,000 short. 1,400 or so were written out of the budget this year. Those vacancies will never be filled. The CPD is no longer 13,500 so get over it and start figuring out how the department is going to operate with the current strength.

Who ever did the barricades needs his head examined.

I love how people scream for FOP to file safety grievances, like it is their job to be everywhere and to file grievances for things seen and reported by anonymous posters.

Did you ever look in your FOP book? There are exact instructions in there on how to file a safety grievance. Did you know that? If you witness something, YOU file the grievance and send it to FOP. Or YOU bring it to your rep but first you must fill out a to-from as described in your FOP book. The procedures have been well hidden in there for years.

I agree with the previous post about the department sacrificing public and officer safety by saving a few dollars. That's the bottom line in this town- how much will it cost to prevent the problem vs. how much will we pay for it after the fact. I read a book awhile back "Delay, Deny, Hope They'll Die", about the blatant mistreatment and neglect of the police and firemen who worked the 9/11 site, and how the government hid behind bureaucratic bs to deny medical benefits/treatment for those that developed chronic problems, and cancer, from days and weeks of inhaling the dust and smoke. This cost many first responders their lives because their health quickly deteriorated while waiting approval, and allowing these men and women to die would save them millions. Although there is no comparison obviously between that and what happens here, the mindset is exactly the same; the powers that be see us all as expendables. Our lives will never carry the same importance as their bottom line- money. It's a shame we live in this kind of atmosphere, but it does not diminish the truth. We were told in the academy that the city has actuaries who calculated that is more cost effective to pay for officers funerals than to implement certain safety measures. The fact that the city has let police manpower decline to dangerous numbers while overworking the active officers is certainly no shocker. Many of us have been pointing this fact out for years, on this blog no less. Anyone who has more than 5 min on this job has to look no further than his/her squad car to see how little this city actually cares about you. And our bosses care only about their own career and personal advancement, no matter who's back it was built on. I've read comments about "we wouldn't be able to handle a bull's riot"; that would be a birthday party compared to a major terrorist event here. And the sad thing is there are no repercussions for these politicians who are the cause of the problem.

If Supt Wies was still the boss, us Alpha girls would of been out in force and as you all know we are the Delta force of the CPD.
When the department wakes up and make us "AG" the strike force we are thing will change. Crime will fall because we are the elite trained girks of the department.

Our enrollment to way up and we are training.

We had to reject 5 males that wanted in. Totally not commited to our CEO' goals.
