Crime Stats Are Not to be Believed

  • You won't hear Lakeview's top cop talk statistics at community meetings anymore — even if numbers suggest that crime is down from the year before in the neighborhood.

    Town Hall Police Cmdr. Elias Voulgaris said the biggest way to tell if things were going well was listening to feedback from residents. Besides, many in the community didn't believe police numbers anyway, he said.

    "You'll notice I didn't bring up stats," he said at a recent community policing meeting. "No one believes the stats. The biggest barometer is feedback."

    It was a rough summer for Voulgaris. At a heated August policing meeting, residents both decried the statistics showing crime was too high — a beat in Lakeview led the city in robberies — and questioned whether the official data could be believed.

    Crimes are only documented when the victim files a report, and some neighbors and a well-read neighborhood crime blog, Crime in Wrigleyville and Boystown, frequently point out that not all robberies are documented.
Perception is part of the key to people "feeling safe." The other part is actually being safe, having a visible patrol presence, being seen making arrests, performing traffic stops, and interacting with the public. That isn't happening in most "safe" neighborhoods because the manpower has been stripped (or retired without replacement) from those areas.

Add in a massive reclassification of crime, increased response times to discourage reporting of crime, making the 3-1-1 (Alternate Response) a nightmare to navigate through and you have all the makings of betraying trust with the community when they can see the uptick in crimes with their own eyes and they no longer believe your numbers.

Most of the credit is due to the Crime in Wrigleyville and Boystown blog. They have been relentless in their coverage of robberies blowing up across what is one of the biggest night life spots in Chicago. Perhaps they can kill CompStat in the process.

Manpower is down 25%, the local yokels are up in arms at the caps meetings, and robberies are thru the roof. What is his fault is his reluctance to reign in his out of control XO, who banishes people from the station, the "entertainment detail", the divisiveness with the tact teams, and the allocation of manpower to created/cushy spots when the rest of the watches are short and primary best cars are downed. For many years the FBI has not accepted Chicago's numbers, with good reason. It is good to see the regular people crying bullshit. Finally.

The crime are similar to the crowd numbers at major events released by the city. The city said there were a million or a million and a half people down at Grant Park for the Blackhawks celebration.

Even the most generous count using a grid system (how many people can physically fit in a 10 x 10 foot grid, 100 sq ft) comes up with no more than 200,000 people. And that number is probably high.

Eli also failed to properly "merge" the two Districts Personnel. Inside people from the old 019 were kept in place with inside people from 023. The tension was often apparent and not productive. 019 Dist. Tac often boasted of how little they produced, before the merger, while 023 Tac was used to intense scrutiny and the numbers game. The fact that the increased level of crime did not exist when 023 handled Boys Town and Uptown makes one wonder if the addition of 019 Dist personnel was actually a burden rather than blessing.

Gang Members in Chicago's West Humboldt Park fired more than 40 shots against each other in the early hours of Sunday morning yet the Chicago Police Department's 911 Dispatch Center, and 14th District Officers who were dispatched to the scene and only stopped to talk to neighbors in the area after a second telephone call.

In spite of the fact that the 911 dispatcher had been told that an all-out gang war had taken place; and in spite of the fact that the 911 dispatcher had been told that the caller wanted to SIGN A COMPLAINT and MAKE A REPORT, the officers, who can be seen driving by the crime scene the first time they responded, REFUSED to investigate the reported incident and literally drove off while the individual who reported the incident and asked to make a report was still talking to them.

Prior to the actual shooting, the gang members who live and hang out in the 3rd house west of Homan, on the north side of Beach Avenue, can be seen scoping out the neighborhood and their corner, the Northeast corner, of Beach and Homan regularly during the lead up to the actual shootings.

The video really gets interesting at the timestamp of 03.39.45, [actual event time was 04.39.45 - based on the fact that the DVR time is always set to CENTRAL STANDARD TIME - and validated against the national bureau of standards twice a day] when a white or grey, four door, sedan, headed northbound on Homan Avenue, pulls up to the northeast corner of Beach and Homan and opens shots in the directions of the gang member's hang out.

This is quickly responded to by a young male, dressed in medium blue or grey slacks and a white or grey hoodie, as he runs out to the corner and returns the shots. You can VERY CLEARLY see the white flashes of the gun muzzle as the shots are being fired.

The light colored four-door vehicle has pulled up to the alley, just north of the corner, and the members of the vehicle have gotten out and are returning fire to the gang member on the northeast corner of beach and human.

Approximately 40 shots were fired in less than 20 seconds.

A CPD investigation was finally started [by the GOOD GUYS from 014 - the day shift, when a neighbor came out to go to work and discovered her car windshield and several tires had been shot out.

When CPD responded they discovered close to 40 shell casings on the street, with approximately 4 in the street at the northeast corner of Beach and Homan and approximately 36 more in the street, at alley to north of intersection.

Homan Avenue is was closed down from approximately 07.00 until 13.30 while the detectives labeled and photographed the bullet holes in the neighbor's car and then numbered and photograph the shell casings which were laying in the street; interviewed the neighbors, and looked at the evidence.

During the entire time, the gang members who were responsible for the incident were sitting on the porch of the house they occupy, drinking bear, and asking the officers questions like, "what happened, Sir?"

By the way, there was ZERO press coverage of this incident.

For the record, we've lived here for 31 years and pay our taxes, both property, sales and income, regularly.

We're looking for a Mayoral candidate to put up against the Princess, cause there's no way in hell we're going to allow him to be reelected.

Calling our alderman, Maldonado, and demanding more police protection is useless because he's a convicted gang member himself and uses the gangs to help get himself reelected each year.

The biggest problem in the city is the declining numbers of police officers (you cannot police this city with under 13,000 cops) and the consolidation of the districts and areas (they're all too big as is). It was a failed experiment. So is McCarthy. And the straw that will break the camel's back is the proposed idea of consolidating 020/024 next year; an idea being talked about right now.

Remember this is the police district where Rahm himself lives. Voulgaris will last just as long as it takes for this to get to Rahm and McCarthy. Then Voulgaris will get launched again. He was command staff once before. My respect for him will shoot way up there if he is launched because of telling the truth and if he doesn't backtrack.

He put many undeserving people in bullshit spots/cars, homeless car, quality of life cars, school cars, auto theft car, and whatever else he feels needs a two man unit, while the beat cars run around answering call after call. Sadly many who left saw the mismanagement in its beginning stages and bid out. Just recently, the commander and XO had a disagreement resulting in the XO's girlfriend Olive Oil getting the boot from the front office. But, low and behold the poor girl didn't fall hard, Olive Oil is now on a school car working days M-F. And you want to know whats wrong with 019? Bid out if you can .

Nobody is kicking him in the ass. He has this district so screwed up with his special cars its unsafe. All these special cars has put us backwards On any given day all three watches average 3 to 4 beat cars down. We have no rapids anymore and they use the wagon on paper as a beat car. The community groups and business owners need to know that with all the taxes they pay Police service is always 20-30 min wait time. If we responded to these calls on time crime would be thru the roof, most of the victims are long gone,and I think that is the motive. What we need to do is start mailing letters with copies of the sheets and an explaination to all the community orginizations and large business about how much service they think they get when 4 to 5 beats out of 15 are down.The Tact Lt. is a goof and wont let the Tact team assist the watch when we are in a backlog.Here is a list of special cars when 4 beat cars are down. 1944, 1945 they should be rapids but they are called quality of life cars,get no assignments 1904c unknown what they do but get no radio assignments. 1906h homeless car that never gets homeless assignments. 1906 A,B,C, D burglary/robbery team with sat/sun day off group.no radio assignments not even a burglar alarm. Yes the midnight shift is overworked on every weekend but the commander doesnt see this he needs to change the tact team hours put them in uniform and in marked squads and respond to all the robberies, beatings drunks and mentals. and I mean not by a few hours change they should have the watch hours.You might be right he is a good guy, but not a good commander.

My friend this is an example of a two tier disciplinary system. If someone is special, then yes, they can get away with discharging their weapon. If someone is not special then they will get into trouble. Up to separation from the Department.

We should know in a month or so. Certainly before Christmas.

But really, so fucking what? What does it matter who is running for FOP President or other FOP Office?

Experience has shown that among active PO's, of those who get a ballot in the mail, with an envelope and a stamp on it, if 25% actually fill it out and mail it in it will be a massive turnout.

So with all the complaining, 3 out of 4 will still have their sealed ballot package sitting on the kitchen table next spring and the usual suspects will be asking, ""hey, when is dat election?" or "I never got my ballot, what the fungoo?" or "When is the election, fuckin' FOP."

The retirees, will again vote in overwhelming numbers and will make sure their ballots are filled out and sent in on time. And the same active PO's will complain again, "Hey, how come we gotta' let the retirees vote?" "It don't seem fair" "What do I do wit' my ballot?"

Commander Voulgaris is a stand up guy... I recently went back to 019 on midnights, and I was shocked when I got a personally signed thank you card for my work on a good arrest. He has done the same to other officers. Since when has a boss taken this kind of time to acknowledge his troops for hard work... was also injured on an arrest and received a personal call from him offering his well wishes. I would work for this man anytime any place... great boss

Thats what Commander Yam. did when he had problem W/C's on 1st watch when he took charge, he booted them to other districts. The same problem with 019 occurs now in 014 and in 018 possibly 001 and 020...

THE YUPPIES THE GAYS AND THESE YOUNG KIDS FROM COLLEGE AND OTHER STATES AND SMALL TOWNS AND SUBURBS...and the liberals... are afraid to CALL 911 or don't know how to especially when drunk!

They figure everything that WE consider suspicious is normal for the CITY. For some reason they are afraid to report it or follow up on it with a "suspicious person call"

In other words 9 out of 10 times the caller tends not to know how to say why to the calltaker, that the M/1 is suspicious....thus the calltaker does not prioritize it. Most times the caller may be intoxicated too another issue.

In other words NOT calling and calling all fucked up and stupid or not being able to articulate your reason usually results in a non-response by call taker or less a concern.

I used to hear the frustration THEN (over 12 years ago) and I hear it now as I read.

I once heard this and to this day it seems best fitting:

"THE STUPID WILL BE PUNISHED!!!"

This is what happens when you consolidate two stations into one. Get rid of the goofy XO and move the Commander to another assignment. Change the leadership when a team goes bad. Unfortunately the Tact Lt. needs to retire. Start over with some fresh blood and see what happens. The district is way too big to go bad. Lots of money up there.

The problem with 019 is that you have an XO who undermines the commander on a daily basis. This XO has also marginalized the tact Lt. This is why there is a schism between tact and the watches. The XO gets on the air playing inspector and intervenes on everything like reassigning theft jobs to the tact team, fronting off Lt.s and sgts on the air, calling out PO.s etc....it's the XO vs. The Tact Lt, the DC, the Lt.s the sgts. and the PO's. This XO is so hateful,angry and toxic, he actually SPARed his old partner with a day suspension. He did it when he was on furlo. This guy is a looney tune. He is so paranoid. His former watch secretary whom he and his wife socialized with off duty, didn't follow him to midnights when he lost out to Capt. JRD for 3rd watch, he PERCEIVED this as a personal insult , an act of treason, that he went out of his way to make her life miserable, just because she didn't follow him to midnights cause she has kids and it would not workout with childcare. This guy is so maniacal that Lt.s are leaving the district to get away from his sociopathic ways. Eli Voulgaris is a nice man, but he is in a real shitty spot with XO Ryan there. Every year of the Cubs opener the tact Lt. ran the detail for opening day. But last opener, the tact Lt.s name was no where to be found. This is unprecedented, the tact lt. always ran the openr. This is a classic example of XO Ryan
marginalizing the district, turning it against itself. Ecerytime the commander sends put an Email the XO sends outs his own version of what the commander
sent out and it usually is changed to suit the XO's whim.
After all this XO is really the district Operations Officer, just ask him he will tell you. HE handles the day to day operations of the district. This guy is a real liability to any commander, and all those that work where he is assigned. This guy is filled with hare, rage , anger, wants revenge at all costs. Good luck 019.

The truth!!! are you kidding me.then he should start telling them how many PRIMARY beat cars are down every day. We have 5 tact teams while beat cars cant even get a lunch.This commander has swayed soo far off of the map with downing beat cars while he puts up special cars that do nothing. Beat and rapids have worked well in the past why is he trying something different and not going back to it knowing his special car thing is not working. Its not like we dont have the manpower, we do if they would just take them out of the hiding spots and use them. I dont think he knows how many people are bitching when we show up 20 mins later after they call to say "why did it take so long" Then I tell them the truth we have 10 beat cars for the size of 2 districts and next start giving them the commanders cell phone number so they can find out. Our medical roll is huge from officers sick of this shit and it is only going to get bigger if something isnt done soon. And yes I have a good memory of our commander when we were in 017 remember Eli.

Xo and his girlfriend....conflict of interest...direct supervisor, uhmmmmm he was still legally married uhhmmm but anyway enough gossip.. i also think that commander eli is a wonderful, kind considerate and giving man who does know how to show his appreciation to his troops. Maybe the commander is just too nice. The only reason people whine about his special cars is because they are jealous haters. There was never any of this bullshit in the old 23 . Yeah yeah things change but it sucks. I have never known such misery at work could exist. Between the rats, haters and the spoiled p.o.'s, its just not home anymore. I wish we could just get along., unity, & commradery start with us as an example for the bosses. On the street all we have is each other. Bad bosses and haters should not be able to break the thin blue line they have left us with. We are drowning in our own misery and hate.

The problem with 019 is that you have an XO who undermines the commander on a daily basis. This XO has also marginalized the tact Lt. This is why there is a schism between tact and the watches. The XO gets on the air playing inspector and intervenes on everything like reassigning theft jobs to the tact team, fronting off Lt.s and sgts on the air, calling out PO.s etc....it's the XO vs. The Tact Lt, the DC, the Lt.s the sgts. and the PO's. This XO is so hateful,angry and toxic, he actually SPARed his old partner with a day suspension. He did it when he was on furlo. This guy is a looney tune. He is so paranoid. His former watch secretary whom he and his wife socialized with off duty, didn't follow him to midnights when he lost out to Capt. JRD for 3rd watch, he PERCEIVED this as a personal insult , an act of treason, that he went out of his way to make her life miserable, just because she didn't follow him to midnights cause she has kids and it would not workout with childcare. This guy is so maniacal that Lt.s are leaving the district to get away from his sociopathic ways. Eli Voulgaris is a nice man, but he is in a real shitty spot with XO Ryan there. Every year of the Cubs opener the tact Lt. ran the detail for opening day. But last opener, the tact Lt.s name was no where to be found. This is unprecedented, the tact lt. always ran the openr. This is a classic example of XO Ryan
marginalizing the district, turning it against itself. Ecerytime the commander sends put an Email the XO sends outs his own version of what the commander
sent out and it usually is changed to suit the XO's whim.
After all this XO is really the district Operations Officer, just ask him he will tell you. HE handles the day to day operations of the district. This guy is a real liability to any commander, and all those that work where he is assigned. This guy is filled with hare, rage , anger, wants revenge at all costs. Good luck 019.

He is a certifiable head case. Total micromanaging jerk to everyone but a few chosen suckholes. Gets his hard on by messing with everyone and anyone.
As for the secretary, she was(is) a backstabber from the word go. Catered to for reasons unknown. Cry me a river, who is she working for now?
It's a shame that decent bosses and po's have been leaving any time there are openings. Open your eyes Eli. Then DO something.

She is one of the nicest, most down-to-earth, genuine souls that you could ever meet. She was the go-between for the watch when you had to ask the then W/C for something. No one, and I mean no one, has ever had a bad thing to say about her. You are 100% wrong.

Very angry looking character with a moustache who hung around the lobby giving everybody his best hardass look.

What a totally unpleasant and ill mannered man.

Oh Geeze, this demonstrates part of the reason Poles never got a lot of the recogition for the accomplishments as a national group. The language and names are often unpronouncible and many have been changed.

And no Pole would say "Viva Polska."

They would say "Polsku Sheva!"*

Amen! Why does everyone else see the problem and the bosses dont. There is so much in-fighting and back stabbing between the supervisors than a jason movie. There is even 2 2nd watch sgts that text and call the xo with everything they see when he is not there. I hope you see that this is what our xo enjoys. Please get this poison out of 019 so we can try to salvage whats left.
