Manhunt for a Carjacker/Killer
This one has a bad feeling around it - be very aware if you run across this asshole:
- A manhunt was underway Sunday night for a suspect who police say carjacked three vehicles over the weekend, with one leading to a crash on the South Side that killed an 11-year-old boy.
The Illinois State Police said they were working with Chicago police and federal law enforcement officials in the search for 34-year-old Rockie Douglas, last known to live in Beach Park.
Douglas' carjackings began around 11:20 a.m. Friday, State Police said, when he forced a driver out of a green minivan in the 800 block of West Irving Park Road. The next day around noon, officers attempted to pull Douglas over in the first stolen vehicle, which police say he crashed into a Chevy Suburban in the 5500 block of South Halsted.
That crash killed 11-year-old Donovan Turnage and injured his father. Douglas fled and carjacked another vehicle nearby. That vehicle broke down on a ramp from Interstate 294 to westbound Interstate 88, police said. A concerned motorist tried to help Douglas, police said, who then forced his way into that person's vehicle, a 2007 Honda Accord. Douglas may be driving that light blue, 4-door Honda bearing Illinois license plate X144777, Chicago Police said in a news release.
Douglas, whom police said had displayed a blue steel handgun during at least one of the carjackings and is wanted in a series of crimes from Chicago into Wisconsin, was last seen fleeing in the Honda westbound on I-88. Douglas is a white man, standing about 6-foot-3 and weighing about 275 pounds, with brown hair and brown eyes. His last known address was in the 12700 block of Major Avenue in Beach Park.
Most likely, he's still on the move headed west, but who knows with a nut-job like this? He looking at never being free again, so what does he have to lose. Be careful.

Different subject. Yesterday there was a lot of negative vibes and bad mouthing of the Bears. Now see what happened. Bears are tough and powerful, but very sensitive. A question. We as police officers often times know exactly who we are looking for in so called heater cases. However very rarely do we release the name, age, sex, race, hieght and weight along with a picture of the subject. Even when we have a person of interest in custody we do not provide any details until charges have been approved. There have been plenty of times when the media has reported about a crime pattern, like a robbery or csa, but when it comes time to describe the offender(s), the race is omitted. So here comes the question. Why release the picture and all related identifiers of this subject this time? Is he just to dangerous? Is it to protect the community? Or does the fact that he is white and not a minority have something to do with it? Is it that they are hoping that the no snitching policy won't be in effect and that someone might know where this guy is and will turn him in? Anyone care to offer their thoughts?
Offender is white, so the trib is ok with saying so. If he were black, we'd be left guessing. Just sayin'

I believe the public, going by percentages, would just assume he is black and so they had to clarify. He appears to be pretty dangerous and that is why he was identified. That was simple.
The funny thing is that WITHOUT a picture; everyone would have guessed Rockie Douglas was BLACK~ the name doesn't exactly roll off your tongue as some white dude.

I could care less if there is a "bias" in this case. This guy is a low class piece of shit career criminal. He needs to be either taken into custody or if he doesn't go peacefully, then handled accordingly by his captors. The fact that he is white is irrelevant. He's a fucking CRIMINAL and PIECE OF SHIT.
As to your comment about releasing his identity. It was known late Saturday afternoon with information coming from Fugitive. I think they should have released that at the latest Saturday night, not late Sunday. Time is critical and the more pressure you put on early the easier it is to locate him. Reduce his options. I hope the Fed's are now looking at all his Facebook friends and family. His FB friends pages should be bombarded with the link that outlines his crime spree. Perhaps one of them would call 911 with information. His circle of friends and family have to be taken away.

I'm not living pay check to pay check but I do want what is owed to me when it is owed! We should of been payed on Friday, not on Monday the 23rd, a day after the scheduled pay date. Our union is in shambles right now, so if no one is speaking up then shame on us. Stop trying to be holier than thou and worry about your own financial situation instead of everyone else's. I'm sure there are PO's living pay check to pay check, we are forced to live in this shit hole and pay out the ass for things. So count your blessings if you are not one of them, or else STFU...
P.S. As far as YOUR retro check is concerned, why not donate it to the memorial fund... Since YOUR issues sound fixed from YOUR post.

Once again I'm not a cop but I assume its because not only local police is searching for him. Like when I see a news story of a bank robbery. A grainy photo of a person, that you can clearly see is either white or black, the description is usually still never released. I also assumed CPD just doesn't release info unlike other departments around the country. Philly and NYC always release videos of shootings/crimes, but CPD rarely releases those types of videos despite chicago having a more sophisticated camera system and more shootings than both cities. But then again are shootings usually caught on some type of video in Chicago?

I work in a south sub and we had a robbery attempt fri as well that matched this description..... from my town he has access to 57 or 294 so I wouldn't be surprised if he's back around the area

If you have direct deposit to the credit union, they SIT ON your check for a couple of days before they credit you. If it goes to a normal bank account, you have access to it as soon as the city transmits it.

It was terminated by the DSS who had the responsibility as the chase not only began in his district (009), he had the knowledge that the chase had already resulted in a death (which by general order prohibits any further chasing) and the second chase had gone from 008 into his district (009).
Good as caught my ass! This POS wasn't stopping for anything. The only way they were catching this POS was if he wrecked again, only worse than the first one. Exactly how many dead people would it take for you to think the chase should be terminated? The Lt who terminated it most likely saved more lives and saved several P.O.s from being sued for punitive damages in the inevitable worngful death lawsuits that would follow.

You would be shocked that the amount of PO's that are desperate for every check and have it spent before deposited. That is why VRI is so popular. It is sad but a fact of life. Last time retro checks were issued, many in my unit spent hours trying to determine the exact amount of the check.

In this situation you can EASILY articulate a reason to continue pursuit.. Let's hope he doesn't get downstate and get confronted by an unsuspecting copper doing a traffic stop who doesn't know this guy and winds up dead... Maybe then you will realize that you keep chasing. Did u also know mr genius that just the sighting of this guy after all he did you would be 100 percent justified shooting him, gun or now. Public safety is first, the white shirt failed and got scared about what could happen to him in federal court instead of continuing. And stop talking about general orders.. I'm sure you read that studying for the sgts test.. What u should know is if there is an accident or injury crash the b pursuit should be terminated UNLESS there is an immediate danger to the well being of the public which is what was happening in this case... This is indeed what you call a 'heater' case! A 'C' average attorney is going to immediately analyze the first chase... and that chase will disclose violations of the chase policy! That in itself will make the City liable for the death of the 11 year old... if it was the DSS that called it off... BIG BALLS!
