Looks like it might be time for an update on that series you did a while back about hiding crime stats:
- A Los Angeles Police Department captain has accused high-ranking members of the force of misclassifying violent crime and misleading the public about the true state of lawbreaking in the city.
Capt. Lillian Carranza, who oversees the LAPD’s Van Nuys station, alleged in a claim filed against the city last week that she began notifying superiors in 2014 about the underreporting of crime in the Foothill area, which includes Pacoima, Sunland and Tujunga — but no action was taken.
After assuming command of the Van Nuys station in 2015, she conducted her own analysis of violent crime reports stored in an LAPD database, according to the claim. The eight-page claim, which typically precedes a civil court lawsuit, did not include the raw data Carranza used in her analysis.
Aggravated assaults in 2016 were underreported by about 10% in the Pacific and Central divisions, according to the claim, which alleges that those cases were misclassified as less serious offenses.
New York's CompStat was exposed by a retired Captain (who was a professor in the side) as nothing but a way to conceal true crime numbers. Guess who was an integral part of that miscounting?
McCarthy brought his number "skills" to Chicago and sold himself as some sort of crime reduction expert and forced the spineless exempt structure here to kow-tow to his methods via threats and intimidation, backed by Rahm's political machinations. Chicago Magazine eventually wrote a three-part series on it.

It is often said "Tone at the Top" is the general ethical climate established by the top executives of an organization or in this case the command staff of police departments. It seems the command staff is tone deaf and should seek immediate medical attention and get their hearing ears checked.
Math may not be one of the strengths for police executives. Can I suggest the command staff attend one of the numerous advanced Math and Science academies the public school bureaucrats promote enrolling in some of their after school classes to brush up on their remedial numbers learning. Tone deaf and numerically-challenged stupid is no way to lead respected organizations.
Maybe we can get some big bird Sesame Street re-runs on youtube for the command staff to brush up on their math skills. Or how about those brightly colored numbered hi-tech wooden blocks to play with at headquarters introducing them to the exciting world of math. Then they can figure things out and get their number reporting straight.
Here is the exact reason why we have merit promotions and cheating. Control. If I promote you meritoriously or give you test answers you now owe me. You will do what I ask for the rest of your career. Including changing murders to death investigations burglaries to thefts etc. I will bet money this boss was asked to play ball and they didnt. Why because they didnt owe their spot to anyone.

Allow me to let you in on a little crime killing secret that the department has embarked upon. Have you heard of "T" numbers???
Let me explain to you what a "T" number is. Let's say your Amazon package was stolen from your front porch. The CPD allows you to go on their website and generate your own case report. Fill in the boxes and press send. Viola!! The program sends you a number that begins with "T". This T number is only a "Temporary" number until the 2 review officers in ARP Look it over and approve it. IF it's all good, they hit the approve button and they system generates an RD number and sends it via email to the victim. Here's the part where the underreporting comes in and ill use an actual scenario that happened. Five people get their packages stolen from the same building over the course of a week. They all go on-line to create their report. One guy gets his RD# and the Detectives follow up with him. During the interview he tells the detective that multiple thefts have been occurring at his building. The detective looks up the address and only sees ONE theft...HIS. The victim gets on the phone, in front of the Detective, and reads off all of their "RD numbers". You guessed it....all four were "T" numbers. Apparently the four reports had minor issues and an email was sent to each victim requesting additional info in order for review to approve it and generate an RD number. You know where that email ended up right? In their SPAM boxes never to be seen again.
Bottom line, FIVE thefts occurred, ONE actually reported (RD) four victims thinking theirs were reported (T Numbers) and 4 thefts killed off. VIOLA!!!! In one fair swoop an 80% reduction in thefts.
This has been a well kept secret so Shhhhhh. Don't tell anyone!!! and don't try to look up a "T" number. The only one who can is Alt Response review officer.
Speaking of scandals. Did anyone read that sheriff blog where inmates where allegedly sexually exploiting children who visited Darts jail. Why arnt the feds taking over Darts jail.
No victim......No crime.
It's as simple as that.

Agree. But in this case, as long as Rahm continues to poke his tallywhacker into the operation of CPD, this is where the change at the top needs to begin. His lack of ethics is reflected everywhere he turns.

McCarthy didn’t make this up. CPD was was way ahead of him when it came to killing crime. Retired guy here who witnessed this 40 years ago and it never stopped. Robberies were reduced to a theft and a battery, auto theft to CTTV, auto theft if the ignition pulled to CDTP, burglaries to CRTL or theft, etc.
Came on in 1968 at 20yrs.old, and while writing many a report in the 11th dist., had reports kicked back to change the classification. It's the same bullshit presently, your Sgt. tells you to reclassify a Burglary to Criminal Damage, a Robbery to theft, Aggravated Battery to Battery and some Homicide Investigations to a Death Investigation, pending whatever. Then and now, you are intimidated to follow orders, so you change your report to satisfy the system. Once in a while some brave soul will buck the system, but he or she doesn't last to long.
If compstat was so bad and CPD was sooo tired of mccarthy then why do they still use compstat since he is now gone? Someone must like the horse and pony show!

The officer who was driving the van was found not to be liable for Gray's death which has been attributed to not using a safety belt.

No, I really do not think so. In this department, once you are promoted, beside exempt, it is next to impossible to demote you. Once promoted, by merit or otherwise, you can do pretty much what ever you want to. However, if you buck the system and tell the truth you won't get further promotions. " Your Spot" that is some position in some unit is never assured and you can be bumped if you do not play ball or whenever someone with more clout comes along.

Are you sure that FBI hasn't accepted Chicago's crime stats, SCC? I heard otherwise, and in fact Chicago's stats in the UCR for 3016 were cited in some article as a reason the 8% jump in the homicide rate nationwide, or something along those lines.

Living, breathing date rapists. Last I checked, rape is a crime. Period. But it is rarely reported. I am sure many of you know a rapist or two. You cannot get a criminal background if you are never charged with a crime.

The District Commanders and supervisors COULD NOT TELL A Task Force Ranger he had to make a Agg Battery a Simple Battery etc. In Area 4 we had a Lieutenant by the name of Gerry Creed. He got into a down and out argument with the then Commander over this very subject. Lt Creed came to roll call the next night and told everyone" If any supervisor tries to make you down grade a Part One call your supervisor into the District". Needless to say it got interesting. But the Task Force NEVER BACK DOWN. Ladies and Gentlemen cutting crime has been going on for a VERY LONG TIME. it was not invented yesterday!!!!!!

Hey old TF guy, Lt. Creed (black officer) was a great copper period and yes he did just what you said, when TF went into a district on a mission, communications were told not to broadcast an in progress but to keep it on their zone. TF was a major problem for District Bosses, they had no control over the TF and their missions. Oh, I almost forget, not many people know of an incident that occurred on 22nd and California involving LT. Creed. A drunken M/4 was waving a 1911 and fell into the street and we almost ran him over. We were in the beginning of the arrest when Lt. Creed drove up to assist. He said he would clear the 1911 and in doing so the gun started firing and wouldn't stop until it was empty. I shit you not, there was the usual 100 people on the street all running for cover. All the shots went into the ground and luckily no was injured. There was definitely something wrong with the gun, but we tried to pin "Boom Boom Creed on him. Well he would not have any of it and the nickname never stuck. Lt. Creed thanks for the good times and RIP.

Grew up in city during the 50s and left in 4970. Just curious now about how much a meritorious promotion costs today. Used to be every city job had a cost and old ways in city die hard so I know it is still going on. So just who gets the money, the nominators, an alderman someone at city hall or all of the above? The entire CPD management team appears to be a totally incompetent bunch of tools in place due to merit or test cheating. Bankruptcy might be the only thing that will save city and change things for good.

"If you cannot fix it or make it better, act as if it does not exist or pretend it is not significant. If questioned about it, answer with information about another statistic or subject. If the questioner persists, wave a shiny object in their eyes and distract them. If no other shiny object is handy, use your merit bars."
I twice used that that same merit interview answer and it got me two merit jumps!
