Congratulations 011

Sitting here counting toothpicks.... and for the fourth year running, 011 lands at the top of the homicide pile.

This after being given a few hundred PPO's, five tact teams, a full compliment of lieutenants, fifty sergeants, ShotSpotter, a Pod camera room, and according to numerous e-mailers, a completely new desk and paint job.

At what point do you stop sending money into a place that obviously wants to kill everyone else?

UPDATE: Our stat people say that this is the second "four-peat" in 12 years. Anyone who commanded 011 in the past decade probably shouldn't be promoted based on that track record.

I worked in A/4 Hom for thirteen years, in the 80’s and 90’s. I believe we never had a year with less than 100 murders. Nothing has changed in 30 yrs. As long as the people who live there believe that conflict resolution is a bullet, or a blade or a bat, then life or what little there is of it will crawl along blaming everyone else.

Both of the Johnson brothers will be rewarded just like most of the past commanders of 011. They full to the brim with officers while other districts done even have enough manpower to put up ONE rapid response car. They are lucky to man the twelve primary beat cars. Their roll calls are standing room only while ours MAYBE will have 10 coppers and 20 empty chairs. It's rediculous that the Supt makes the commanders straight up lie to the Alderman about manpower. They are told to say "we have enough manpower to accomplish the tasks at hand". And they repeat it like overpaid drones.
This year how about filling some of the "non-essential" districts back to optimal strength. Enough to put up about 8 rapids, 12 primary beat cars and maybe even a traffic enforcement car. Instead they will keep dumping more and more Po's, Sergeants and Lieutenants into those select shitholes. With NO results.

all of the technology in the world will not put any long term dent in crime in this town. Poor leadership from cityhall on down through the command ranks of the police department, a lack of will in city leadership, a fear of putting more blacks and browns in prison for violent crime or for any crime actually. And, the fact the media has never talked about, the fact the police department is just part of the patronage structure of the democratic party. Always was and probably always will be. The department is corrupt from the top. It is led by a superintendent, who might be personally honest, but is not ethical in that he is led by the nose by City Hall and does what he is told to do. The superintendent was the product of a corrupt selection process that flew in the face of tradition and law. Rahm wanted a black face that he could control and he got it with the blessing of the police board and the alderman.

It can easily reach Harlem avenue if the politicians don't get a grip on the economy and put people to work on jobs that are meaningful and pay well. Hell I'll leave this job if something good paying comes up in industry.

Call it 011, Harrison or Garfield Park, Fillmore will always be bloody, violent, riotous FILLMO'. If assignments and promotions were legit, every exempt should have spent significant STREET time as a beat officer in that hellhole. With few exceptions during their careers, most exempts were assigned to units, district inside (desk, CAPS, lock-up keeper, etc.), North and Northwest Side districts or house mice.

CLOUT RULES! Without it, officers with more than a thousand career Part I felony arrests and high native intelligence (IQ) will find their excellence meaningless. It might even be a negative factor due to jealousy by the clout babies. With the current anti-police zeitgeist, a wise officer has but three options. Having worked in both 007 and 011 under various bosses and both Johnson brothers, I think you would be very hard-pressed to find more devoted or competent commanders. Both are doing a fantastic job, in spite of the political limitations (mayor and state's attorney supported witch hunt against the police) and lack of community support.

When I got there in 85 the old timers told me this place was a shithole forever and will be a shithole long after we are gone. 20 years later I was telling the new kids the same thing. And 10+ years later it's still an urban wasteland and will only get worse. I got 011 taking home first prize in 2017 with 70 homicides.

015 is in second place with 54 homicides

009 rounds out the top 3 with 51 homicides.

BTW, when did 009 become such a bad district? They were one bad day away from being #2.

I had a solution to 011. Back when henny penny was in charge and all sgt's had to submit a plan to solve the problems in 011. It was resoundingly rejected and a Cr # was obtained against me for it. I propose it again. Start the bulldozers at Western stop them at Cicero.

Most of us are on the job because we aren't smart enough for the private sector. You could equip every district in the city with all the resources under the sun and if men and women in the area are not gainfully employed it would be the same. Imagine if 016 was like the hollers of West Virginia and none of the men in the area had a job and they were twisted and strung out on heroin and prescription drugs. You would have loud talking faced up M2 defendants smelling up 016 and F2 females with ads on backpage or strolling up and down Harlem avenue. So in other words this ain't just a Fillmore thing. It can easily reach Harlem avenue if the politicians don't get a grip on the economy and put people to work on jobs that are meaningful and pay well. Hell I'll leave this job if something good paying comes up in industry.

Yes, you are very much correct. Jobs are plentiful and the jobless rate is the lowest in decades. There are many jobs that pay very well but you need about 8 months of training to get these jobs and there is a nationwide shortage ( millwrights for one,machinists for two, long haul truck drivers). You need an education. Dropping out of school, hanging around with your pants down to your knees does nothing to get you work. And, you must actually show up on time, everyday and not punch out your supervisor.

I suggested years ago to appoint a black commander in a white area and a white commander in a black area. A black commander then told me the black community would never stand for it. I think the same goes for the Hispanic areas which always have an Hispanic commander. Racism is alive and well in all communities and no mayor has the balls to go against it
